(Main)Digital cellular telecommunications system (Phase 2+) (GSM); enhanced Multi-Level Precedence and Pre-emption service (eMLPP) - Stage 1 (GSM 02.67 version 5.1.1 Release 1996)
- Abstract
This European Telecommunication Standard (ETS) specifies the stage 1 d escription of the enhanced Multi-Level Precedence and Pre-emption Serv ice (eMLPP). This service has two parts: precedence and pre-emption. P recedence involves assigning a priority level to a call in combination with fast call set-up. Pre-emption involves the seizing of resources, which are in use by a call of a lower precedence, by a higher level p recedence call in the absence of idle resources. Pre-emption can also involve the disconnection of an on-going call of lower precedence to a ccept an incoming call of higher precedence. The eMLPP service is provided as a network operator s option to a doma in of a network. The domain can be the whole network or a subset of th e network. The eMLPP service applies to all network resources in the d omain that is in common use. The eMLPP service is applicable to all mo bile stations in the domain with all or some mobile stations having a respective subscription assigning precedence according to the eMLPP se rvice. eMLPP is a supplementary service and shall be provided to a subscriber for all basic services subscribed to and for which eMLPP applies. NOTE: It is under study whether normal GSM phase 2 mobile stations wil l be able to be used for this service. The service is described from the service subscriber s and user s poin t of view, in particular: - the procedure for normal operation with successful outcome; - the action to be taken in exceptional circumstances; - the interaction with other GSM services and features. This ETS does not deal with the Man-Machine Interface (MMI) requiremen ts, but makes reference to the appropriate Global System for Mobile co mmunications (GSM) specifications. This ETS is applicable to telese vices 1x and 6x and to all bearer ser vices used in a mobile network according to the digital cellular telec ommunications system GSM if eMLPP is provided. SIST ETS 300 924 E3:2003 is the Slovenian version of ETS 300 924 Edition 3 for the GSM enhanced Multi-Level Precedence and Pre-emption service (eMLPP). It specifies the stage 1 service description, so it explains how the service behaves for subscribers and users rather than how it is implemented in the network. In practice, it tells a GSM operator, service provider, or integrator how call priority, pre-emption, and related interactions are meant to work.
What does SIST ETS 300 924 E3:2003 specify?
SIST ETS 300 924 E3:2003 specifies the stage 1 description of eMLPP in GSM Phase 2+. The standard covers precedence, which assigns priority to a call, and pre-emption, which allows a higher priority call to seize resources or displace a lower priority call.
The scope includes service behavior from the subscriber and user point of view, normal operation, exceptional cases, and interaction with other GSM services and features. MMI requirements are outside its scope, and interactions with other services or networks not covered in clauses 8 or 9 are also outside the scope.
It applies to teleservices 1x and 6x and to bearer services used in a GSM mobile network when eMLPP is provided.

What are the key requirements of SIST ETS 300 924 E3:2003?
Priority levels and subscription
SIST ETS 300 924 E3:2003 defines seven priority levels, with two reserved for network internal use and five available for subscription. The service provider sets a maximum authorized level at subscription time, and the user may choose a level per call up to that maximum. In practice, this means the network must enforce entitlement and let the subscriber select priority only within the allowed range.
How calls are handled
SIST ETS 300 924 E3:2003 describes how priority is applied to mobile originated, mobile terminated, mobile-to-mobile, VBS, and VGCS calls. If no eMLPP subscription exists, or if an incoming call has no defined priority, the network uses a default priority. This matters because the same call can be treated differently depending on whether it starts in the mobile network, arrives from an ISDN MLPP network, or is part of voice broadcast or voice group calling.
Set-up time and pre-emption
SIST ETS 300 924 E3:2003 defines three set-up time classes and links them to fast, normal, and slow call establishment. The network operator may allocate pre-emption capability only to selected priority levels, and pre-emption can occur during congestion or handover to a congested cell. In practice, operators must plan resources so that high-priority calls can be admitted quickly and, when necessary, replace lower priority calls.
Automatic answering, CW, and forwarding
SIST ETS 300 924 E3:2003 allows a mobile station to be configured to answer automatically when an incoming call meets a defined priority threshold. For busy point-to-point calls, pre-emption depends on a Call Waiting (CW) subscription, and the document also ties this behavior to Call Forwarding on No Reply (CFNRy) and Call Forwarding on mobile subscriber Busy (CFB). This means handset behavior, forwarding, and call waiting must work together for priority handling to be predictable.
Charging, indications, and exceptional cases
SIST ETS 300 924 E3:2003 requires the network to be able to record the precedence level used when it differs from the default, and the pre-empted subscriber must receive a suitable indication. If the network cannot provide the service as expected, the subscriber must be told that priority handling is absent or modified. For operators, this supports service transparency and billing records.
Interaction and interworking
SIST ETS 300 924 E3:2003 covers interactions with CLIP, CLIR, COLP, COLR, CFU, CFB, CFNRy, CFNRc, CW, Call Hold, MPTY, CUG, AoC, BAOC, BOIC, BOIC-exHC, BAIC, BIC-Roam, and ECT. It also defines interworking with networks based on ITU-T Recommendation I.255.3, including mapping priority levels A and B to level 0 outside the local MSC area. This is important wherever eMLPP calls cross network boundaries.
What terms does SIST ETS 300 924 E3:2003 define?
- enhanced Multi-Level Precedence and Pre-emption (eMLPP): the GSM supplementary service that adds call priority and the ability to displace lower priority traffic.
- precedence: the priority assigned to a call.
- pre-emption: taking resources from a lower priority call, or clearing it, to accept a higher priority call.
- calling subscriber: the service subscriber who invokes eMLPP.
- network operator: the entity that provides the network resources used to execute eMLPP.
- service provider: the entity that offers eMLPP for subscription.
- service subscriber: the mobile subscriber who subscribes to eMLPP.
Who uses SIST ETS 300 924 E3:2003?
GSM network operators and service providers use SIST ETS 300 924 E3:2003 to define subscriptions, priority policy, and pre-emption behavior. Network planners and engineers use it to set call set-up performance, congestion handling, and handover behavior.
Device and handset implementers use it for default priority handling, automatic answering, Call Waiting behavior, and user indications. It is also relevant to interworking teams connecting GSM networks with ISDN MLPP-based networks, and to buyers or quality managers checking whether priority calling is required in a GSM deployment.
Which standards are used with SIST ETS 300 924 E3:2003?
- GSM 01.04 - abbreviations and acronyms used in GSM.
- GSM 02.04 - general rules for supplementary services and their applicability.
- GSM 02.24 - charge advice information used for charging behavior.
- GSM 02.40 - call progress indications, including congestion indication.
- GSM 02.68 and GSM 02.69 - stage 1 descriptions for VGCS and VBS.
- GSM 03.05 - technical performance objectives used in the call set-up assumptions.
- GSM 03.68 and GSM 03.69 - stage 2 descriptions for VGCS and VBS.
- ITU-T Recommendation I.255.3 - the MLPP stage 1 model used for interworking.
What does the SIST ETS 300 924 E3:2003 document contain?
The document contains clauses for scope, normative references, definitions and abbreviations, service description, normal operation, exceptional procedures, alternate procedures, interaction with other supplementary services, and interworking considerations. Clause 4 explains the service model and includes an example table that links priority levels to set-up classes and pre-emption capability.
Clause 5 covers provision, withdrawal, registration, erasure, network configuration, invocation, normal operation, interrogation, and charging requirements. Clause 8 gives the service interactions one by one, and clause 9 describes interworking rules with other networks. Annex A provides the publication status history of GSM 02.67.

1 Scope
This European Telecommunication Standard (ETS) specifies the stage 1 description of the enhanced
Multi-Level Precedence and Pre-emption Service (eMLPP). This service has two parts: precedence and
pre-emption. Precedence involves assigning a priority level to a call in combination with fast call set-up.
Pre-emption involves the seizing of resources, which are in use by a call of a lower precedence, by a
higher level precedence call in the absence of idle resources. Pre-emption can also involve the
disconnection of an on-going call of lower precedence to accept an incoming call of higher precedence.
The eMLPP service is provided as a network operator's option to a domain of a network. The domain can
be the whole network or a subset of the network. The eMLPP service applies to all network resources in
the domain that is in common use. The eMLPP service is applicable to all mobile stations in the domain
with all or some mobile stations having a respective subscription assigning precedence according to the
eMLPP service.
eMLPP is a supplementary service and shall be provided to a subscriber for all basic services subscribed
to and for which eMLPP applies.
NOTE: It is under study whether normal GSM Phase 2 Mobile Stations will be able to be used
for this service.
The service is described from the service subscriber's and user's point of view, in particular:
- the procedure for normal operation with successful outcome;
- the action to be taken in exceptional circumstances;
- the interaction with other GSM services and features.
This ETS does not deal with the Man-Machine Interface (MMI) requirements, but makes reference to the
appropriate Global System for Mobile communications (GSM) specifications.
This ETS is applicable to teleservices 1x and 6x and to all bearer services used in a mobile network
according to the digital cellular telecommunications system GSM if eMLPP is provided. Any interaction
with other services and/or networks not dealt with in clauses 8 or 9 are outside the scope of this ETS.

3 Definitions and abbreviations
3.1 Definitions
For the purposes of this ETS, the following definitions apply:
calling subscriber: Service subscriber which invokes the eMLPP service.
network operator: Entity which provides the network operating elements and resources for the execution
of the enhanced Multi-Level Precedence and Pre-emption service (eMLPP).
precedence: Precedence is the priority associated with a call.
service provider: Entity which offers the eMLPP service for subscription. The network operator may be
the service provider.
service subscriber: Mobile subscriber which subscribes to the eMLPP service. In principle, if a network
provides eMLPP service, all users are able to subscribe to this service.
3.2 Abbreviations
For the purposes of this ETS, the following abbreviations apply, in addition to those listed in GSM 01.04:
eMLPP enhanced Multi-Level Precedence and Pre-emption
4 Description
a) The enhanced Multi-Level Precedence and Pre-emption service (eMLPP) provides different levels
of precedence for call set-up and for call continuity in case of handover.
eMLPP shall be applicable also in case of roaming if supported by the related networks.
The maximum precedence level of a subscriber is set at the subscription time by the service
provider, based on the subscriber's need. The subscriber may select a precedence level up to and
including the maximum precedence level subscribed to, on a per call basis.
Page 9
ETS 300 924 (GSM 02.67 version 5.1.1 Release 1996): December 1999
There are at maximum 7 priority levels. The two highest levels are reserved for network internal
use, e.g. for emergency calls or the network related service configurations for specific voice
broadcast or voice group call services. These two levels can only be used locally, i.e. in the domain
of one MSC. The other five priority levels are offered for subscription and can be applied globally,
e.g. on inter switch trunks, if supported by all related network elements, and also for interworking
with ISDN networks providing the MLPP service.
The seven priority levels are defined as follows:
A (highest, for network internal use).
B (for network internal use).
0 (for subscription).
1 (for subscription).
2 (for subscription).
3 (for subscription).
4 (lowest, for subscription).
Levels A and B shall be mapped to level 0 for priority treatment outside of the MSC area in which
they are applied.
b) Priorities shall be treated in the network as defined for the following call scenarios:
- Mobile originated calls:
-
...
