SIST ETS 300 608/A1 E1:2003 is the Slovenian adoption of ETS 300 608 Amendment 1, published by ETSI. It updates the GSM 11.11 specification for the Subscriber Identity Module - Mobile Equipment (SIM-ME) interface in the European digital cellular telecommunications system (Phase 2).
This amendment is aimed at SIM file handling, access control and subscription-related procedures. In practice, it tells implementers which SIM data objects exist, how they are coded, and how the mobile equipment should use them.
What does SIST ETS 300 608/A1 E1:2003 specify?
SIST ETS 300 608/A1 E1:2003 modifies the base standard ETS 300 608 (January 1995) rather than replacing it. The amendment concentrates on clause 10, clause 11 and Annex C, so readers can see exactly which SIM files, procedures and reference data were updated.
| Annex | What it covers |
|---|---|
| C | File descriptions and reference values for SIM files, including operator-dependent items and the group identifier files |
The foreword links the amendment to changes in GSM Technical Specification 11.11 from version 4.13.1 to 4.14.0. That matters because the document is meant to keep the SIM-ME interface aligned with the GSM specification used by network and terminal implementations.
What are the key requirements of SIST ETS 300 608/A1 E1:2003?
Clause 10.2.5 defines the HPLMN search period file as the timer that controls the interval between searches for the home network. The ME uses the coded time interval to decide when to try again, and a special value stops further search attempts. For implementers, this means the handset must interpret the file as a control for background network search behavior.
Clause 10.2.7 updates the SIM service table. The table records which SIM services are allocated and activated, including items such as ADN, FDN, SMS, AoC, CCP, PLMN selector, MSISDN, SMS Parameters, LND, CBMI, GID1 and GID2. In practice, this file tells the ME which functions it may present or use for a given SIM.
Clauses 10.2.9 and 10.2.10 add GID1 and GID2. These files contain group identifiers for particular SIM-ME associations and can be used to identify a group of SIMs for a particular application. That gives operators a way to separate SIM groups and, as the note says, apply different security levels by application.
Clause 10.4 updates the file tree under the MF, with DF TELECOM and DF GSM containing application files such as ICCID, IMSI, Kc, PLMN selector, HPLMN, ACM, GID1, GID2, PUCT, CBMI, BCCH, ACC, FPLMN, LOCI, AD and PHASE. This helps implementers map where each elementary file sits in the SIM directory structure.
Clause 11 updates the subscription related procedures list and adds specific reading procedures for GID1 and GID2. The new subclauses require the ME to read EF GID1 when service 15 is allocated and activated, and EF GID2 when service 16 is allocated and activated. That matters for terminal software that must react to subscription data on the SIM.
Annex C updates the summary table of SIM files and their reference values. It is the quick lookup section for operator-dependent data, default values and the files listed in the SIM data model.
What terms does SIST ETS 300 608/A1 E1:2003 define?
- SIM-ME interface - the connection between the Subscriber Identity Module and the mobile equipment, where file access and subscription data are handled.
- HPLMN search period - the SIM value that controls how often the ME searches for the home network.
- SIM service table - the file that shows which SIM services are available and active.
- GID1 - the first group-identifier file used to identify SIMs for a particular application.
- GID2 - the second group-identifier file, provided so a network operator can apply a separate security level if needed.
- CHV1 - the access condition used for reading several protected files.
- ADM - the administrative access condition used for update, invalidate and rehabilitate actions.
Who uses SIST ETS 300 608/A1 E1:2003?
SIST ETS 300 608/A1 E1:2003 is used by GSM SIM manufacturers, mobile equipment designers, network operators and test laboratories. It is relevant when they define SIM file content, implement reading and update permissions, provision operator-specific data, and verify that terminals handle subscription-related procedures correctly.
What changed in SIST ETS 300 608/A1 E1:2003 from the previous edition?
SIST ETS 300 608/A1 E1:2003 is Amendment A1 to ETS 300 608 (January 1995). The foreword states that it corresponds to changes in GSM-TS 11.11 from version 4.13.1 to 4.14.0 and that it modifies pages 52, 54, 55, 56, 74, 76, 84 and 90.
The main updates are:
- revised coding for the HPLMN search period
- expanded SIM service table content and byte coding
- new EF GID1 and EF GID2 entries
- updated SIM file directory figure
- updated subscription related procedures
- new reading procedures for GID1 and GID2
- revised Annex C file/value table
Which standards are used with SIST ETS 300 608/A1 E1:2003?
The amendment explicitly refers to TS GSM 02.11 [5] for the timer interval n, the maximum value and the default period used in the HPLMN search period coding. That reference supplies the timing rules needed to interpret the SIM file correctly.
What does the SIST ETS 300 608/A1 E1:2003 document contain?
The document contains replacement text for selected subclauses in clause 10, including file descriptions, access conditions and coding rules for SIM data objects. It also includes an updated Figure 7 showing file identifiers and directory structures of GSM, so implementers can place files in the right hierarchy.
Clause 11 adds subscription-related procedure entries for the new group identifier files. Annex C provides the file description table and the associated reference values used for SIM records and operator-dependent data.

- Time interval
Contents: The time interval between two searches.
Coding: The time interval is coded in integer multiples of n minutes. The range is from n minutes
to a maximum value. The value '00' indicates that no attempts shall be made to search for the
HPLMN. The encoding is:
- '00': No HPLMN search attempts
- '01': n minutes
- '02': 2n minutes
- : :
- 'YZ': (16Y+Z)n minutes (maximum value)
All other values shall be interpreted by the ME as a default period.
For specification of the integer timer interval n, the maximum value and the default period refer to TS GSM
02.11 [5].
