SIST EN 300 951 V7.0.1:2003 is the Slovenian adoption of ETSI EN 300 951 Version 7.0.1 for the GSM Phase 2+ digital cellular telecommunications system. It specifies Stage 3 procedures for line identification supplementary services at the radio interface, covering how CLIP, CLIR, COLP and COLR are signalled and managed for mobile subscribers and networks.
What does SIST EN 300 951 V7.0.1:2003 specify?
SIST EN 300 951 V7.0.1:2003 specifies the radio-interface procedures for normal operation, registration, erasure, activation, deactivation, invocation and interrogation of line identification supplementary services. It also makes clear that provision and withdrawal of these services are administrative matters between the mobile subscriber and the service provider, so they do not create signalling on the radio interface.
The document is organized into:
- Clause 1 - Calling Line Identification Presentation (CLIP)
- Clause 2 - Calling Line Identification Restriction (CLIR)
- Clause 3 - Connected Line Identification Presentation (COLP)
- Clause 4 - Connected Line Identification Restriction (COLR)
- Annex A - Change Request History
What are the key requirements of SIST EN 300 951 V7.0.1:2003?
SIST EN 300 951 V7.0.1:2003 defines how the network passes caller and connected-party identity, how a subscriber interrogates service status, and how identity restriction is handled when it applies. In practice, it tells implementers what information must appear in call-control signalling and what the terminal should show to the user.
CLIP and CLIR in call setup
Clause 1 states that CLIP delivers the calling line identity as a calling party BCD number, optionally with a calling party subaddress, plus screening and presentation indicators. If the identity is not available, the presentation indicator is set to the “number not available” value. For implementers, this is the basis for displaying the caller number or an unavailable indication.
Clause 2 states that CLIR prevents presentation of the calling party’s ISDN number and any additional address information to the called party. If temporary CLIR is in use, the subscriber can request per-call suppression or per-call presentation of CLI by sending the relevant information element. If a subscriber tries to override permanent CLIR, the network sends NotifySS to report that suppression was rejected and the call continues.
Clause 2 also states that if a subscriber invokes CLIR without being subscribed, the SETUP is rejected and the call is cleared according to GSM04.08 procedures, with cause #50 and diagnostic “CLIR not subscribed”. That matters for terminal and network error handling because the user must get a clear failure, not a silent ignore.
Status interrogation
Clauses 1, 2, 3 and 4 all include interrogation procedures. The mobile subscriber can send InterrogateSS to request whether the service is provided, and the network returns SS-Status. For CLIR, the reply can also include CLIRestrictionOption when the service is provisioned. This is the practical check used by terminals, testers and service platforms to confirm the active service state.
COLP and COLR
Clause 3 states that COLP delivers the connected line identity to the calling mobile subscriber at the end of call set-up. The connected line identity can include a connected number, optional connected subaddress, and screening and presentation indicators. If the connected identity is unavailable because of interworking or restriction, the subscriber receives an appropriate indication instead of the number.
Clause 4 states that COLR prevents presentation of the connected party’s ISDN number and any additional address information to the calling party. If COLP is subscribed and COLR applies, the calling party receives “presentation restricted” and the connected number is not sent. That is important in networks that must hide the destination identity.
Service management actions
For CLIP, CLIR, COLP and COLR, activation, deactivation, registration and erasure are marked not applicable in this Stage 3 specification. In practice, this means the document focuses on call handling and interrogation, while subscription control is handled outside the radio-interface procedures.
What terms does SIST EN 300 951 V7.0.1:2003 define?
- Calling Line Identification Presentation (CLIP) - The service that delivers the calling party identity to the called mobile subscriber.
- Calling Line Identification Restriction (CLIR) - The service that stops the calling party identity from being presented.
- Connected Line Identification Presentation (COLP) - The service that delivers the connected party identity to the calling mobile subscriber.
- Connected Line Identification Restriction (COLR) - The service that stops the connected party identity from being presented.
- BCD number - A number encoded as binary coded digits, used here for the calling or connected number.
- Screening indicator - An indicator that shows how the network has screened the number.
- Presentation indicator - An indicator that shows whether the number is available, restricted, or not available.
- Subaddress - Additional address information that may accompany the number.
Who uses SIST EN 300 951 V7.0.1:2003?
SIST EN 300 951 V7.0.1:2003 is used by GSM network operators, mobile service providers, terminal vendors, and protocol implementers. It is also relevant to test engineers and quality teams checking caller-ID and connected-line behaviour, especially for call setup, identity presentation, restriction handling, and service interrogation.
What changed in SIST EN 300 951 V7.0.1:2003 from the previous edition?
Annex A records the change request history and shows that Version 7.0.1 is a publication update of Version 7.0.0 for Release 1998. The history also traces the document’s earlier evolution from the GSM04.81 technical specification into EN 300 951.
Which standards are used with SIST EN 300 951 V7.0.1:2003?
- GSM01.04 - Provides the abbreviations used in the document.
- GSM02.81 - Gives Stage 1 definitions for line identification supplementary services.
- GSM03.81 - Gives Stage 2 technical realization for line identification supplementary services.
- GSM04.08 - Defines layer 3 radio-interface procedures used for message elements, indicators, and call clearing behaviour.
- GSM04.10 - Provides the general aspects of supplementary services at the layer 3 radio interface.
- GSM04.80 - Specifies the formats and coding for supplementary services.
- GSM04.07 and GSM04.08 - Define the layer 3 signalling procedures used alongside this standard.
What does the SIST EN 300 951 V7.0.1:2003 document contain?
The document contains four service clauses, each with normal operation and interrogation procedures, plus figures that show the signalling exchanges between the mobile station and the network. Those figures use messages such as SETUP, REGISTER, Facility, RELEASE COMPLETE, and, where needed, DISCONNECT/RELEASE.
It also contains the IPR notice, foreword, scope, references, abbreviations, and an informative Annex A with the change request history. For readers, this means the standard is mainly a signalling and behaviour specification, not a subscription policy or user-guide document.
