SIST ETS 300 505 E3:2003 is the Slovenian version of ETS 300 505 Edition 3 from ETSI, titled Digital cellular telecommunications system (Phase 2); Mobile Station (MS) features (GSM 02.07 version 4.8.2). It specifies typical GSM Phase 2 mobile station features and classifies them as mandatory or optional. The document is meant for mobile station designers, implementers, and type-approval work that needs a clear feature list and the rules for how those features are handled.
What does SIST ETS 300 505 E3:2003 specify?
SIST ETS 300 505 E3:2003 defines Mobile Station (MS) features and sorts them by feature type and by whether they are mandatory or optional. The scope also makes clear that the feature list is not exhaustive, and that features subject to Type Approval are covered in GSM 11.10.
The document is organized into a short front section, a requirements clause, and four annexes. Clause 1 covers scope, normative references, and definitions and abbreviations. Clause 2 gives the implementation rules and feature classification. Annexes A and B are normative and carry the operating rules and feature descriptions, Annex C gives the GSM-MoU ID1 SIM layout, and Annex D gives change history.
| Annex | What it covers |
|---|---|
| Annex A | Automatic calling repeat call attempt restrictions |
| Annex B | Description of mobile station features |
| Annex C | GSM-MoU ID1 SIM layout |
| Annex D | Change history |
What are the key requirements of SIST ETS 300 505 E3:2003?
SIST ETS 300 505 E3:2003 says that MS features are either basic, supplementary, or additional, and each feature is marked mandatory (M) or optional (O) in the tables. In practice, this tells manufacturers what must be built in for a given MS type and what they may implement by choice.
Feature implementation and priority
Clause 2 states that mandatory features shall be implemented when relevant to the MS type, and that mandatory features are subject to Type Approval under GSM 11.10. Optional features are left to the manufacturer. The same clause also says implementation must follow the appropriate GSM specifications and must not conflict with the air interface or interfere with the network, other MS, or the device itself.
Clause 2 also gives priority to the Subscriber Identity Module (SIM) when the SIM and the Mobile Equipment (ME) both support the same feature, unless a feature is specifically stated otherwise. That matters because it tells the implementer where the controlling behavior comes from.
Basic MS features
Table 1 and Annex B cover features such as display of the called number, call progress indication, country/PLMN indication and selection, keypad input, IMEI handling, short message indication, emergency calls, DTMF, support of encryption A5/1 and A5/2, service provider indication, and ciphering indication. In practice, these are the everyday user and network-facing functions that shape call setup, roaming, messaging, and security behavior.
Several notes refine the table. For example, the MS must provide some means to enter digits and symbols even if that is not a keypad, and emergency calls are tied to telephony support. Short message reception and storage are mandatory, but display is optional, while receipt and storage must still be indicated.
Supplementary and additional features
Table 2 makes support of supplementary services available through functional signalling, with call barring and call forwarding mandatory. Table 3 lists additional features such as abbreviated dialling, fixed number dialling, barring of outgoing calls, DTMF control digits separator, selection of directory number in short messages, and last numbers dialled. These features mainly affect how users store and reuse numbers, restrict calling, and interact with services.
Fixed Number Dialling (FDN) gets detailed rules in Annex B. When FDN mode is enabled, non-FDN numbers shall be blocked, changes to FDN entries are controlled by PIN2, and emergency number 112 remains callable. That is important for SIM-based access control in managed or restricted devices.
Automatic calling repeat restrictions
Annex A limits repeated automatic call attempts after unsuccessful call setup. The rules split failures into busy destination, temporary unobtainable destination, and permanent or long-term unobtainable destination categories, and they set different repeat limits and timing gaps. This matters for auto-dial equipment because the MS must reject retries that come too quickly and must maintain a blacklist until manual reset.
What terms does SIST ETS 300 505 E3:2003 define?
- Mobile Station (MS) - The equipment and functions directly related to operating the mobile station.
- Public Land Mobile Network (PLMN) - The GSM network the MS registers on and roams between.
- Subscriber Identity Module (SIM) - The module that holds subscriber identity and related data, and can control feature behavior.
- Mobile Equipment (ME) - The equipment side of the MS that works with the SIM and user interface.
- International Mobile Station Equipment Identity (IMEI) - The unique identity of each MS, sent on request from the PLMN.
- Dual Tone Multi Frequency (DTMF) - The tone signalling used during speech or related service phases.
- Fixed Number Dialling (FDN) - A SIM-based calling control that restricts calls to stored numbers.
- Last Numbers Dialled (LND) - The stored list of recently dialled numbers used for easy redial.
Who uses SIST ETS 300 505 E3:2003?
SIST ETS 300 505 E3:2003 is used by GSM mobile station manufacturers, SIM and user-interface designers, and test or approval teams checking feature behavior against GSM requirements. Network operators also use it where the SIM, service provider name, ciphering indicator, or supplementary service behavior depends on network-controlled data. It is also useful for buyers and quality managers who need to confirm which MS features are mandatory, optional, or SIM-controlled.
What changed in SIST ETS 300 505 E3:2003 from the previous edition?
The change history records two updates carried into the third edition: introduction of mandatory Ciphering Indicator support and clarification of Fixed Number Dialling together with wildcard handling. The document history also identifies this publication as the third edition derived from GSM 02.07 version 4.8.2.
Which standards are used with SIST ETS 300 505 E3:2003?
- GSM 01.04 - abbreviations and acronyms.
- GSM 02.03 - teleservices supported by a GSM PLMN.
- GSM 02.04 - general supplementary services.
- GSM 02.11 - service accessibility.

What does the SIST ETS 300 505 E3:2003 document contain?
The document contains three feature tables that classify basic, supplementary, and additional MS features, with notes that explain practical limits and dependencies. Annex B expands those items into feature descriptions, including call display, roaming indication, IMEI, short messages, ciphering, FDN, and call control behavior. Annex A provides the repeat-call restriction method, Annex C gives the ID1 SIM layout, and Figure 1 in Annex B shows the keypad layout. This makes the standard useful not only for implementation, but also for design reviews, conformance checks, and feature-by-feature testing.

Page 8ETS 300 505 (GSM 02.07 version 4.8.2): January 19981.2Definitions and abbreviationsFor the purposes of this ETS, the following definitions apply:An MS feature is defined as a piece of equipment of function which directly relates to the operation of theMS. On the basis of this, three categories of features can be distinguished: basic, supplementary andadditional features.Basic MS features: A basic MS feature is directly related to the operation of basic telecommunicationservices (e.g. key-pad function).Supplementary MS features: A supplementary MS feature is directly related to the operation ofsupplementary services (e.g. display of calling line number).Additional MS features: An additional MS feature is a feature which is neither a basic nor asupplementary feature (e.g. abbreviated dialling).Additional MS features and supplementary services may be used independently according to the choice ofsubscribers/users (e.g. barring of outgoing calls). Features not directly relevant to the use as a MobileStation are permitted, provided they do not interfere with the performance of the MS (e.g. a clock).Abbreviations used in this ETS are listed in GSM 01.04.2Requirements for implementing MS featuresMS features are qualified as mandatory or optional. Mandatory features have to be implemented as longas they are relevant to the MS type, and will be subject to Type Approval when applied according toGSM 11.10. Whether or not an optional feature is implemented is left to the manufacturers' discretion. Themethod of implementation of all MS features must be done in accordance with the appropriate GSMspecifications. For all present and future MS features, manufacturers have the responsibility to ensure thatthe MS features will neither conflict with the air interface nor cause any interference to the network or anyother MS or its own MS, and these requirements shall be recognized during the Type Approval process. In the following tables 1, 2 and 3 the basic, supplementary and additional MS features are listed.Mandatory features are marked by "M". Optional features are marked by "0".Additional MS features not listed in table 3 are permitted without the requirement for this table to beamended, provided that these new features do not affect the mandatory air interface requirements.Unless otherwise stated for a particular feature, the feature supported by the Subscriber Identity Module(SIM) takes priority over the same feature supported by the Mobile Equipment (ME).SIST ETS 300 505 E3:2003
