SIST EN 300 926 V6.0.1:2003 is a SIST adoption of the ETSI European Standard for the GSM Voice Broadcast Service (VBS) in Global System for Mobile communications (GSM). It gives the stage 1 service description for a broadcast voice call, defining how speech is sent to all or selected subscribers in a predefined area and how the service works with related GSM features.
What does SIST EN 300 926 V6.0.1:2003 specify?
SIST EN 300 926 V6.0.1:2003 specifies the VBS service from the service subscriber’s and user’s point of view. It covers normal operation, exceptional cases, and interaction with other GSM services and features, and it applies to mobile stations that have the technical capability and subscription to receive a VBS call.
The document is organized into clauses 1 to 8:
- clauses 1-3 cover scope, references, definitions and abbreviations
- clause 4 gives the service description
- clause 5 covers normal operation
- clause 6 covers exceptional procedures or unsuccessful outcomes
- clause 7 covers interaction with GSM services and features
- clause 8 covers interworking considerations
Annex A is informative and gives the status history of Technical Specification GSM 02.69.
What are the key requirements of SIST EN 300 926 V6.0.1:2003?
Clause 5 and clause 7 define the practical rules that service providers and network operators have to configure and support.
- Subscription and access - Clause 5.1 says VBS is provided after prior arrangements with the service provider, and a subscriber is assigned group IDs. A subscription provides no more than 50 group IDs, and there are two subscription options: the capability to initiate VBS calls, and the capability to initiate them while roaming. In practice, this means the subscriber profile must be set up before service use.
- Network-side service configuration - Clause 5.3 says each voice broadcast call has pre-registered attributes: group ID, group call area composition, dispatcher identities, allowed dispatcher initiators, a broadcast call reference identity for COLP, and optional acknowledgement recipients. This means the core network carries most of the service logic.
- Call establishment and destination logic - Clause 5.4 says a service subscriber or dispatcher starts VBS by dialing a short code or address at call set-up. Destination subscribers are the active group-ID subscribers located in the group call area, plus preregistered dispatchers. For a subscriber-originated call, the call area is defined by the caller’s current cell and the group ID; for a dispatcher-originated call, the addressed group call area is used.
- Mobility during an ongoing call - Clause 4 and clause 5.4 say subscribers entering the area during an ongoing VBS call become destination subscribers within 500 ms after the first notification, while those leaving the area stop being destinations. The caller stays in the call until release, loss of network contact, or leaving the area, except for dispatchers. This matters for live broadcast behavior in moving radio coverage.
- Security, priority and roaming - Clause 4 says authentication is mandatory at GSM call set-up, with optional delayed authentication at invocation, and radio-path confidentiality is optional. It also says eMLPP priorities apply, and VBS shall be provided in roaming with supra-PLMN group IDs. This means operators must handle priority and roaming rights explicitly.
- Charging and failure handling - Clause 5.5 says there are no extra charging requirements, but normal event data according to GSM 12.05 can be recorded as a network option. Clause 6 says the caller gets a reason if setup fails, unauthorized dispatcher attempts are rejected, and partial establishment can still count as established if the minimum area condition is met.
- Interaction with other GSM services - Clause 7 sets different rules for service subscribers and dispatchers. For example, CLIP and COLP present the broadcast call reference and group information, many point-to-point features are not applicable to service subscribers, and forwarding, hold, multi-party service, and several barring features can apply to dispatchers. In practice, the network must treat broadcast callers differently from ordinary point-to-point users.
What terms does SIST EN 300 926 V6.0.1:2003 define?
- network operator - The entity that provides the network operating elements and resources used to execute VBS.
- service provider - The entity that offers VBS for subscription; the network operator may also be the service provider.
- service subscriber - A mobile subscriber who subscribes to VBS.
- voice broadcast call - An instance of VBS initiated by a VBS subscriber; the standard uses this synonymously with VBS call.
- dispatcher - A predefined fixed-line or mobile user who automatically receives all VBS calls to a given group ID in a group call area and can also initiate such calls.
- group ID - The numerical classification used to identify the VBS service group.
- group call area - A predefined area made up of one cell or a cluster of cells where a particular VBS call is distributed.
Who uses SIST EN 300 926 V6.0.1:2003?
Network operators use SIST EN 300 926 V6.0.1:2003 to configure group IDs, group call areas, dispatcher identities, authentication handling, and priority behavior. Service providers use it to define what a VBS subscription includes and how the service is made available to customers.
Dispatcher organizations and users use it where broadcast speech must reach many recipients in a defined area, with optional acknowledgement handling. The standard is also relevant to planners of GSM-based services that must coexist with CLIP, CLIR, call forwarding, barring, and eMLPP.
Which standards are used with SIST EN 300 926 V6.0.1:2003?
- GSM 01.04 - Provides the abbreviations and acronyms used in the document.
- GSM 02.67 - Gives the stage 1 description for enhanced Multi-Level Precedence and Pre-emption service (eMLPP), which VBS uses for priority handling.
- GSM 12.05 - Provides the subscriber-related event and call data referenced for charging and event recording.
What does the SIST EN 300 926 V6.0.1:2003 document contain?
The document contains a service description, operational rules, exception handling, and feature-interaction rules for VBS. Clause 4 explains the logical concept of the service and Figure 1 shows how group IDs, group call areas, subscribers, and dispatchers relate.
Clause 5 gives the procedure for provision, withdrawal, call establishment, and charging-related recording. Clause 6 covers failed or partial setup, and clause 7 explains how VBS interacts with CLIP, CLIR, COLP, forwarding, barring, call waiting, call hold, multi-party service, SMS, and eMLPP.

The network operator may be the service provider.service subscriber: Mobile subscriber which subscribes to the VBS.voice broadcast call: An instance of the VBS initiated by a VBS subscriber. This term is used synonymously with theterm "VBS call".group identification (group ID): A numerical classification. The maximum number of group IDs which can be definedin one PLMN depends on the maximum number of group call areas defined in this PLMN. The maximum number ofgroup IDs and group call areas shall be 108, Service subscriber shall be provided with one or up to 50 group IDs.dispatcher: Particular fixed line or mobile users are identified within the network as dispatchers. Dispatchers shallreceive all voice broadcast calls to a certain group ID in a group call area (this shall be done automatically by thenetwork). In addition they can initiate voice broadcast calls to a group ID in a group call area.Dispatchers shall be connected to a voice broadcast call by means of standard links via radio or via an ISDN.They shall be called by their ISDN or MSISDN number, respectively. When dispatchers initiate voice broadcastcalls, they shall call a particular MSISDN number which is related to a group ID and group call area. Dispatchersusing the GSM network can be located outside of this group call area. The identities of the dispatchers are exclusively predefined in the network by the service provider. There will benone or up to five dispatchers involved in a particular voice broadcast call.destination subscriber: Service subscriber or dispatcher to which the VBS call is directed.calling subscriber: Service subscriber or dispatcher which invokes the VBS call.group call area: Predefined area composed of one or a cluster of cells, to which a particular VBS call is distributed. The maximum number of group call area IDs which can be defined in one PLMN depends on the maximum number ofgroup IDs defined in this PLMN. The maximum number of group IDs and group call areas combined shall be 108, Thecomposition of a group call area is predefined in the network by the service provider. Changing of cell allocations in thenetwork due to operational reasons will need an adaptation of the group call area definition. The group call area mayinclude cells of more then one MSC area and cells of more than one PLMN.3.2AbbreviationsAbbreviations used in the present document are listed in GSM 01.04.4DescriptionThe VBS is defined in the following. Figure 1 gives an explanation of the logical concept of the VBS.a)The VBS enables a calling subscriber to send speech unidirectional and simultaneously to all entitled dispatchersand to destination subscribers belonging to a predefined group call area who have a subscription to the applicablegroup ID.b)The calling subscriber may be any service subscriber which has subscribed to the related group ID and is entitledto establish a voice broadcast call by his subscription or any dispatcher who is entitled for it by his identity whichshall be registered in the network.SIST EN 300 926 V6.0.1:2003
