SIST EN 301 715 V7.0.2:2003 is the Slovenian identical adoption of ETSI EN 301 715 Version 7.0.2. It gives the stage 1 service description for Mobile Number Portability (MNP) in GSM networks within the same country. The document tells operators, service providers, and equipment manufacturers what the service must do at a service level, not how to build the network details.

What does SIST EN 301 715 V7.0.2:2003 specify?

SIST EN 301 715 V7.0.2:2003 specifies the stage one description of support for MNP between GSM networks in the same country. It focuses on service behaviour from the subscriber and user point of view, while leaving out detailed human-interface design.

The scope limits the standard to GSM subscription networks and MSISDN-based services. It excludes cross-sector portability, service-provider portability without a change of network operator, the relationship between service providers and subscribers, the interface between the Mobile Station (MS) and external applications, and charging principles except where the text explicitly says otherwise.

The document is organized into clauses on scope, references, definitions and abbreviations, applicability, description, normal and exceptional procedures, addressing, supplementary services and service interworking, interworking with other network features, networking interworking, charging aspects, and lawful interception. It also has two informative annexes.

What are the key requirements of SIST EN 301 715 V7.0.2:2003?

SIST EN 301 715 V7.0.2:2003 requires MNP to be offered to GSM subscribers subject to regulatory requirements, and the porting process is started by the subscriber’s request on selected MSISDN(s). In practice, this means porting is an administrative network process, not a handset command.

Clause 4 states that MNP applies to services identified by an MSISDN and is not a standalone service. It applies to all GSM teleservices and bearer services except TS12 emergency call, so the service must cover normal voice, SMS, fax and data use cases while leaving emergency calling outside the portability mechanism.

Clause 5 says the subscriber keeps the original MSISDN, but the IMSI is not ported and the recipient network issues a new IMSI for the ported subscription. If the same subscriber ports different MSISDNs to different recipient networks, the implementation needs a new IMSI and SIM for each recipient network.

Clause 5 also requires the ported subscriber to receive the same services as non-ported customers in the recipient network. The donor network stops supporting services for the ported number after porting, and the ported number can later be ported again, including back to the number range owner network.

Clauses 5 and 6 call for minimal impact on quality of service and minimal service disruption during porting. They also say the technical solution should not lose functionality in the number range owner, donor, or subscription network, and should support efficient use of resources and optimal routing where possible.

Clause 6 requires the porting process to update the relevant network elements in the donor, number range owner, and recipient networks. It also states that the originating network may not know a number is ported, so the solution must work even when other networks have no porting information.

Clause 9 says the supplementary services listed there have no impact, including CLIP, CLIR, COLP, COLR, CFU, CFB, CFNRy, CFNRc, CW, HOLD, MPTY, Closed User Group, Advice of Charge services, BAOC, BOIC, BOIC-exHC, BAIC, BIC-Roam, ECT, CCBS, SPNP, and eMLPP. For a buyer or designer, that means portability should not change how these services behave for the subscriber.

Clause 10 to 13 adds that CAMEL and Support of Optimal Routing (SOR) are not affected in service terms, all network combinations should still offer their services, no new calling-party charging mechanism is standardized, and lawful interception must remain possible on a ported MSISDN.

What terms does SIST EN 301 715 V7.0.2:2003 define?

  • Mobile Number Portability (MNP) - the ability for a mobile subscriber to change GSM subscription network in the same country while keeping the original MSISDN(s).
  • MSISDN - the Mobile Station ISDN number used to identify the subscriber line.
  • donor network - the subscription network from which the number is ported.
  • recipient network - the network that receives the number and becomes the subscription network after porting is complete.
  • number range owner network - the network to which the number range containing the ported number has been allocated.
  • ported number - an MSISDN that has gone through the porting process.
  • ported subscriber - the subscriber who uses a ported number.
  • subscription network - the network with which the customer’s Service Provider has a contract for the service on a specific MSISDN.

Who uses SIST EN 301 715 V7.0.2:2003?

SIST EN 301 715 V7.0.2:2003 is used by network operators, service providers, and terminal, switch, and database manufacturers. These groups use it to plan how porting works across networks, which network elements need updating, and how services continue after a number is moved.

It is also relevant to engineers and quality managers working on routing, numbering, service provisioning, charging support, and lawful interception. For buyers, the standard helps check whether an MNP solution is aligned with GSM service behaviour rather than just number translation.

What changed in SIST EN 301 715 V7.0.2:2003 from the previous edition?

Annex B records the version trail leading to this publication. It shows V7.0.0 as the GSM Release 1998 version, V7.0.1 as the earlier approval stage, and V7.0.2 as the publication version.

Which standards are used with SIST EN 301 715 V7.0.2:2003?

The normative reference named in the document is:

  • GSM01.04 (ETR 350) - it provides the abbreviations and acronyms used in the GSM series.

The document also states that, for this Release 1998 version, references to GSM documents apply to Release 1998 versions, using version 7.x.y.

What does the SIST EN 301 715 V7.0.2:2003 document contain?

The document contains a service-level description, definitions, abbreviations, applicability rules, and the main MNP service behaviour. It then covers normal porting procedures, exceptional procedure handling, addressing, supplementary services, interworking with other network features, networking interworking, charging aspects, and lawful interception.

Annex A lists informative background documents, while Annex B gives the change history. The structure is aimed at service definition and network planning, not at detailed protocol specification or implementation code.
