Cyber Security (CYBER) - CRA - Cybersecurity requirements for firewalls, intrusion detection and/or prevention systems is a draft Harmonised European Standard from ETSI, published in the Slovenian system as oSIST prEN 304 636 V1.0.0:2026 and identical to ETSI EN 304 636 V1.0.0 (2026-07). It specifies vulnerability handling activities, technical cybersecurity requirements, and assessment criteria for firewalls, intrusion detection systems (IDS) and intrusion prevention systems (IPS) covered by the Cyber Resilience Act (CRA).
What does oSIST prEN 304 636 V1.0.0:2026 specify?
oSIST prEN 304 636 V1.0.0:2026 specifies cybersecurity requirements for firewalls, IDS and IPS, together with the criteria used to assess whether those requirements are met. The standard is organised around product context, technical requirements, and compliance assessment, so it is meant to be applied to a real product in its intended deployment.
Clause 4 describes the product context: functions, architecture, assets, operational environment, users, and use cases. Clause 5 sets out the technical requirements, clause 6 gives the assessment criteria, Annex A maps the technical requirements to the CRA, Annex B gives the threat and risk method, and Annex K gives additional cryptography guidance.
| Annex | What it covers |
|---|---|
| Annex A | Mapping of the technical requirements to the corresponding CRA cybersecurity requirements |
| Annex B | Threat landscape and risk assessment framework for product context, threats, and risk factors |
| Annex K | Cryptographic classification, assessment criteria, and cryptographic families, schemes and protocols |
What are the key requirements of oSIST prEN 304 636 V1.0.0:2026?
Vulnerability handling and default security
Clause 5.3 requires each product version to contain no known exploitable vulnerabilities when it is made available on the market, and to provide evidence of checks against known vulnerability databases for each third-party component. In practice, manufacturers need a controlled vulnerability-handling process, a machine-readable software bill of materials (SBOM), and traceable checks for included components.
Clause 5.4 requires secure-by-default configuration. The product must enforce least privilege during normal operation and store audit events in persistent memory that survives reboot. Where the product supports a legacy protocol, the manufacturer has to document the protocol, the outdated security features it still uses, the legacy systems that need it, and the constraint that prevents a state-of-the-art alternative. For buyers and integrators, this means the delivered default state should be usable without first weakening security.
The factory reset requirements in 5.4 also matter in practice. The assessments check that reset returns the product to the secure-by-default state, keeps the installed firmware version and security updates, and removes non-default configuration, user data, and user-instantiated or modified critical security parameters.
Updates, authentication and access control
Clause 5.5 requires security updates to be installed only with authentication and authorisation. The product must provide a way to install a received security update and report the installed version, and the update path must be either automated by default or documented for the user depending on whether the product is intended for professional network administration.
Clause 5.5 also requires cryptographic verification of security updates before installation, using state of the art cryptography. It further requires audit events for update availability, download initiation, completion or failure, and installation success or failure. In practice, this is the part that protects the product against tampered update packages and supports incident tracing after an update event.
Clause 5.6 covers authentication, authorisation, and session control. It requires management interfaces to deny access without authentication, maintain authenticated session state, protect password-based credentials from reuse, and enforce failure protection such as delays and account lockout. It also covers role-based access, command authorisation, concurrent session limits, session timeout, and session invalidation after logout, timeout, or credential change. For operators, this means management access is tightly controlled by role and by interface, not just by a password.
Clause 5.6.4 adds protocol access control. Management protocols enabled by default and in normal operation must use state of the art cryptography, and weak protocols should be disable-able where operationally feasible. The clause also includes rate limiting for protocols that accept unauthenticated requests and validation for trust-establishment mechanisms. In practice, this limits exposure from legacy management channels and helps reduce brute-force or abuse traffic.
Data protection, availability and logging
Clause 5.7 requires confidentiality protection for stored data and management communications, and Clause 5.12 limits data processing and retention to what is needed for the intended firewall, IDS or IPS functions and any documented extra capabilities. It also requires explicit opt-in for diagnostic or telemetry data collection beyond the intended purpose, disabled by default. That matters because firewall and inspection products can see large amounts of traffic data, and the standard keeps that visibility tied to documented purpose.
Clause 5.8 addresses availability protection. It covers rate limiting, connection throttling, and DoS protection so the product continues to process legitimate traffic during attack conditions and recovers automatically when the attack stops. In practice, the standard expects the device to resist flood conditions without losing its core forwarding or management function.
Clause 5.9 and 5.11 focus on non-interference and monitoring. The product must generate audit events when monitored resources cross a documented high-utilisation threshold and again when they recover, and the audit events must be available through the documented access interface. This matters because resource exhaustion can affect inspection quality, logging, or management access.
Attack surface and traffic handling
Clause 5.10 reduces the attack surface through system integrity and boot process controls, packet disposition rules, and handling of recovery or maintenance modes. The assessments check secure boot behaviour, logging of the boot process and result, and rejection of modified boot components. For a buyer, this tells you the product is expected to protect its own startup chain, not only the traffic it inspects.
Clause 5.10.2 also covers fail-secure behaviour when inspection cannot be completed. The product must apply the configured fail-secure action when inspection capacity is exceeded, when an inspection subsystem fails, or when traffic cannot be conclusively inspected. It also has to generate security events and bypass counters when traffic bypasses inspection, and block bypassed traffic unless explicit per-flow configuration permits otherwise.
What terms does oSIST prEN 304 636 V1.0.0:2026 define?
- Audit event - A timestamped, structured record of activities such as authentication attempts, configuration changes, and product errors.
- Critical security parameter - Confidential information whose disclosure or modification can compromise product security, such as secret keys, passwords, PINs, or private certificate components.
- Cryptographic algorithm - A sequence of instructions based on mathematical properties used to protect confidentiality, integrity, or authenticity against attacks.
- Legacy protocol - A network protocol kept only for interoperability with deployed systems, despite lacking state-of-the-art cryptography for security-relevant exchanges.
- Secure-by-default configuration - A configuration in which the product satisfies the secure-by-default requirements of clause 5.4.1.
- Security rule - A statement or entry that defines source, destination, protocol, port, action, and matching criteria for traffic classification.
- Signature database - A collection of patterns, heuristics, and indicators used to detect known threats during traffic inspection.
- Software bill of materials (SBOM) - A structured list of all software components, libraries, and dependencies in the product, with version identifiers.
Who uses oSIST prEN 304 636 V1.0.0:2026?
This standard is used by manufacturers of firewalls, IDS and IPS who need to design, document, test, and assess their products against CRA-related cybersecurity requirements. It is also used by security administrators, security analysts, incident responders, network administrators, compliance auditors, and security assessors who configure, operate, review, or verify these products.
Clause 4.6 shows why different roles need different access: security administrators change rules and settings, analysts investigate alerts, network administrators troubleshoot connectivity, and auditors review configuration and logs. The use cases in clause 4.7 cover perimeter, internal segmentation, data centre, cloud, branch office, network forensics, threat hunting, host-based, application, and managed security service deployments.
