SIST EN 301 025-3:2001 is the Slovenian identical adoption of ETSI EN 301 025-3 V1.1.1 (2001-05). It specifies the harmonized European requirements for VHF radiotelephone equipment for general communications and associated equipment for Class D Digital Selective Calling (DSC), focused on the R&TTE Directive article 3.3(e) requirement for access to emergency services. In practice, it tells manufacturers and testers what the equipment must do, how it must behave in emergencies, and how to verify it.

What does SIST EN 301 025-3:2001 specify?

SIST EN 301 025-3:2001 applies to VHF radiotelephone equipment used in the maritime mobile service over 156 MHz to 174 MHz, with G3E speech and G2B DSC signalling. It is aimed at equipment that supports emergency-service access features, while other ENs may apply for the other R&TTE essential requirements.

The document is organized into:

  • Scope, references, definitions and abbreviations
  • Technical requirement specifications
  • Test methods for compliance
  • Annexes with the requirement table, DSC call formats, official-language titles and bibliography

What are the key requirements of SIST EN 301 025-3:2001?

SIST EN 301 025-3:2001 requires a complete VHF/DSC function set, not just a voice radio. Clause 4.2.1.1 requires a VHF radiotelephone, receiver, channel 70 watchkeeping receiver for the DSC decoder, DSC encoder and DSC decoder. That matters because the equipment must be able to make and receive distress and routine DSC calls, not only transmit speech.

General operation and user controls

The equipment must be suitable for use on board vessels and must follow good engineering practice. It must provide clear controls for distress, call handling, cancel, accept, numeric entry, volume, squelch, dimming and, if fitted, multiple watch functions. This matters because the operator needs fast, unambiguous control in a marine emergency.

Clause 4.2.1.4 places strong safeguards on DSC operation. Distress calling requires a dedicated button, at least two independent actions, a 3 s delay, visual and acoustic indication, automatic use of channel 70 and maximum power, and repeated distress transmission until acknowledgment or manual stop. All-ships urgency and safety calls must also require deliberate actions, so accidental activation is less likely.

Identity, position and alarm handling

Clause 4.2.2.4 requires permanent storage of the ship’s MMSI (Maritime Mobile Service Identity) and support for Group MMSI. Clause 4.2.2.5 requires manual and automatic entry of position and time, with IEC 1162-1 interface support. Clause 4.2.2.6 requires audible and visual alarms for distress, urgency and other categories, with a minimum acoustic level of 80 dB(A) at 1 m. These features matter because the radio must identify the vessel, include location when needed, and get attention immediately.

Radio performance and DSC signalling

Clause 4.2.2.2 sets the emission classes and 25 kHz channel separation. Clause 4.2.2.3 requires DSC transmission and reception on channel 70, decoding with parity bits, timediversity repetitions and error-check characters, and no automatic acknowledgements. Clause 4.2.2.3.5 also requires automatic distress retransmission after a random delay of 3½ to 4½ minutes if no acknowledgment is received. In practice, the set must follow DSC rules closely enough to be interoperable with other maritime equipment.

Environmental and test performance

Clauses 4.3 and 5 require the equipment to survive vibration, dry heat, damp heat and low temperature while still passing performance checks. Clause 5 also defines normal and extreme test conditions, artificial antenna arrangements, standard DSC test signals and measurement uncertainty limits. This tells the tester what conditions to use and what results count.

Measured radio and audio characteristics

Clause 4.4 sets the main conformance limits for modulation sensitivity, audio response, harmonic distortion, residual modulation, DSC frequency error, DSC modulation index, DSC bit rate, receiver output power, squelch behaviour, dynamic range and correct decoding of DSC calls. Annex A collects these requirements in the EN-RT. For a buyer or quality manager, this is the part that shows whether a product is technically suitable for approval testing.

What terms does SIST EN 301 025-3:2001 define?

  • DSC - Digital Selective Calling, the digital signalling system used for maritime calling and distress functions.
  • Class D - Equipment intended to provide minimum facilities for VHF DSC distress, urgency, safety and routine calling and reception.
  • MMSI - Maritime Mobile Service Identity, the vessel identity number stored in the equipment and inserted automatically in calls.
  • G3E - Phase modulation, described here as frequency modulation with 6 dB/octave pre-emphasis for speech.
  • G2B - Phase modulation with digital information and a sub-carrier for DSC operation.
  • SINAD - Signal + Noise + Distortion to Noise + Distortion, a receiver sensitivity and quality measure.
  • VHF - Very High Frequency, the radio band used by this equipment.

Who uses SIST EN 301 025-3:2001?

Manufacturers use SIST EN 301 025-3:2001 when designing marine VHF radios and DSC add-on functions for the European market. Test laboratories and certification bodies use it to plan environmental, radio and DSC decoding tests. Quality managers, buyers and compliance engineers use it to check whether a product includes the required emergency calling, alarm, identity and channel-switching behaviour.

It is also relevant to marine electronics installers and service teams, because it describes channel selection, blocking of extra channels, power selection, alarm outputs and multiple-watch operation on vessel equipment.

Which standards are used with SIST EN 301 025-3:2001?

  • Directive 1999/5/EC - Sets the R&TTE framework that this harmonized standard supports.
  • EN 301 025-1 - The companion part on technical characteristics and methods of measurement.
  • EN 301 025-2 - The companion harmonized EN under article 3.2.
  • ITU-R Recommendation M.493-9 - Defines the DSC system used for call composition, decoding and call formats.
  • ITU-T Recommendation E.161 - Gives the keypad arrangement for digits, letters and symbols.
  • IEC 1162-1 - Covers the digital interface used for automatic position information.
  • ITU-R Recommendation M.825-1 - Covers automatic identification call behaviour when that function is provided.
  • ITU Radio Regulations, Appendix S18 - Lists the maritime VHF transmitting frequencies used by the equipment.

What does the SIST EN 301 025-3:2001 document contain?

The document includes the full requirement structure in clauses 4 and 5, plus figures for the audio response characteristics and tables for measurement uncertainty and DSC call formats. It gives test setups for transmitter and receiver measurements, including artificial antenna use, normal and extreme temperature conditions, and calibrated DSC signal generation.

It also describes how to check distress call behaviour, incoming-call decoding, squelch, dynamic range and multiple watch facilities. Annex A provides the static EN-RT summary used for conformity assessment, while Annex B lists the DSC call types and telecommands that the equipment must handle.
