SIST EN 301 489-28 V1.1.1:2005 is the Slovenian adoption of ETSI EN 301 489-28 V1.1.1, published by SIST. It is an EMC standard for wireless digital video links and gives the EMC tests, methods, limits, and performance criteria used to assess them. It is written for manufacturers, test laboratories, and anyone qualifying wireless digital video link equipment for compliance and product release.

What does SIST EN 301 489-28 V1.1.1:2005 specify?

SIST EN 301 489-28 V1.1.1:2005 specifies the EMC requirements for wireless digital video links, in support of draft EN 302 064 Digital Wireless Video Links between 1.3 GHz and 78 GHz. The document works together with EN 301 489-1, and where there is any difference, this part takes precedence.

The scope focuses on EMC assessment, not on antenna-port technical specifications or enclosure-port emissions. Those radio-spectrum characteristics are handled in the relevant product standards.

The document is organized into scope, references, definitions and abbreviations, test conditions, performance assessment, performance criteria, and applicability overview, followed by annexes.

What are the key requirements of SIST EN 301 489-28 V1.1.1:2005?

SIST EN 301 489-28 V1.1.1:2005 sets out how to test wireless digital video links under EMC disturbance and what performance is acceptable during and after testing. The practical aim is to check that the equipment keeps its communications link and intended functions while exposed to EMC tests.

Test setup and signal arrangements

The document applies the test conditions of EN 301 489-1, then adds product-specific instructions for wireless digital video links. For transmitters, the video or combined video/audio input signal is fed from a generator at the correct impedance, and the manufacturer specifies a representative test signal. For receivers, the same idea applies to the wanted signal, and the test setups are shown in figures 1 and 2.

Exclusion bands and receiver responses

SIST EN 301 489-28 V1.1.1:2005 defines exclusion bands for receivers, transceivers, and transmitters so that the wanted signal is not treated as unwanted interference. For receivers and receivers of transceivers, the band is based on the declared switching range with an added margin around the centre frequency. For transmitters, the exclusion band is tied to the channel separation (CHS) or necessary bandwidth.

The document also gives a method for identifying narrow band responses of receivers. In practice, this helps avoid confusing legitimate receiver selectivity with EMC problems.

Performance assessment and criteria

The manufacturer must provide the coupling means for applying the modulation signal, the RF test signal details for establishing the communications link, and the test fixtures used. Performance is judged using a communications link and the loss of noise margin (LONM) at the quasi-error-free (QEF) point.

For continuous and transient phenomena on transmitters and receivers, LONM shall not exceed 3 dB. If bit error rate (BER) measurement is not practical, the manufacturer states an equivalent picture-degradation level. The equipment must also retain user control functions and stored data as appropriate, and transmitters must not operate unintentionally in idle mode.

Emission and immunity operation conditions

For emission tests, the equipment is operated on one channel frequency close to the middle of the switching range, and the transmitter runs at maximum rated RF power. For immunity tests, transmitters are also operated at maximum rated RF output power. These settings matter because they test the equipment in a realistic, high-demand operating state.

What terms does SIST EN 301 489-28 V1.1.1:2005 define?

  • Integral antenna - An antenna built into the equipment, or attached without a 50 Ω external connector, and treated as part of the equipment.
  • Quasi-error-free (QEF) - For DVB-T, a condition defined by a BER of 2 × 10-4 after Viterbi decoding.
  • Switching range - The maximum frequency range over which the transmitter or receiver can operate without reprogramming or realignment.
  • BER - Bit Error Rate, used to measure transmission errors during link assessment.
  • CHS - Channel Separation, used when setting transmitter exclusion bands.
  • LONM - Loss of Noise Margin, the attenuator adjustment needed to restore QEF operation during testing.
  • EUT - Equipment Under Test, the device being evaluated in the EMC test.

Who uses SIST EN 301 489-28 V1.1.1:2005?

SIST EN 301 489-28 V1.1.1:2005 is used by manufacturers, EMC test labs, and conformity assessors working on wireless digital video links. The annexed equipment examples show users in broadcasting, professional video contribution, civil and industrial applications, emergency services, utilities, consumer products, hobbyist use, and amateur use.

In practice, users rely on it to set up EMC tests, define acceptable performance during immunity testing, and record the test information needed in the report.

Which standards are used with SIST EN 301 489-28 V1.1.1:2005?

  • EN 301 489-1 - Provides the common technical requirements, general test conditions, and the baseline emission and immunity applicability tables used throughout this part.
  • EN 302 064-1 - Provides the technical characteristics and measurement methods for wireless video links and is referenced for the declared channel bandwidth used in receiver response checking.

What does the SIST EN 301 489-28 V1.1.1:2005 document contain?

SIST EN 301 489-28 V1.1.1:2005 contains the special EMC conditions for wireless digital video links, including test conditions, signal arrangements, exclusion bands, and narrow band response identification. It includes figures for integral-antenna test configurations and tables for special emission and immunity conditions.

It also lays out the performance criteria for continuous and transient phenomena on transmitters and receivers, plus stand-alone ancillary equipment. Annex A gives examples of equipment covered, and Annex C provides the official-language title list.
