SIST EN 300 919 V6.1.1:2003 is the Slovenian adoption of EN 300 919 Version 6.1.1 for GSM Phase 2+ / Release 1997. It specifies typical attributes of Mobile Stations (MS) used on GSM and DCS 1800 networks, including access configuration, access capability, band support, multislot use, speech codec options, output power classes, and configuration limits.
What does SIST EN 300 919 V6.1.1:2003 specify?
SIST EN 300 919 V6.1.1:2003 describes typical types and attributes of Mobile Stations (MS) for use on GSM PLMNs, including GSM, DCS 1800, and other PLMNs based on the GSM specification. It is a selection and classification document for MS capabilities, not a complete list of every possible MS feature.
The standard is organized into a short set of clauses covering scope, references, abbreviations, general definitions, MS attributes, output power and power control, and configuration possibilities. Annex A gives the change request history.
What are the key requirements of SIST EN 300 919 V6.1.1:2003?
SIST EN 300 919 V6.1.1:2003 groups MS behavior into a few practical areas that matter when choosing, designing, or approving equipment.
MS service access configuration - Clause 3.1 says the configuration must fit the services a customer needs, such as tele-, bearer, and supplementary services. In practice, this means the supplier must match the hardware arrangement to the service package, whether it is a single unit or a mobile termination with terminal equipment and adaptors.
MS access capability - Clause 3.2 points to GSM 04.03 for the meaning of access capability. In practice, this is the limit on how many tele- or bearer services the MS can provide at the same time.
Frequency band support - Clause 3.2.1 defines standard GSM, extended GSM, Railways GSM Band (R-GSM), and DCS 1800 band support. A multi-band MS must handle handover, channel assignment, cell selection, and cell re-selection between its bands, and it must also support manual or automatic PLMN selection across those bands.
Single-band versus multi-band operation - Clause 3.2.1 also allows an MS to support GSM and DCS 1800 with internal band selection, but without simultaneous use of both modes and without inter-band handover or selection. In practice, this separates simple dual-capable equipment from full multi-band equipment.
Full Rate and Half Rate services - Clause 3.2.2 allows MS support for Full Rate, Full Rate plus Half Rate, or neither for each basic service, and it also permits signalling-only support. This matters because a buyer can specify speech and service behavior separately from radio capability.
Multislot capability - Clause 3.2.3 defines multislot capability by multislot class, including duplex or semiduplex operation, maximum Rx slots, maximum Tx slots, and for semiduplex MSs the maximum sum of Rx and Tx slots. The class is independent of other MS capabilities, so the equipment must provide the multislot configuration defined by its class in combination with its other functions.
Speech codecs - Clause 3.2.4 limits speech teleservice configurations to the listed codec combinations using Full Rate version 1, Enhanced Full Rate version 2, and Half Rate version 1. In practice, this tells a designer which codec combinations are allowed in speech-capable equipment.
Output power and configuration limits - Clause 4 classifies GSM and DCS MSs by maximum output power and says they must be able to reduce transmitter output power on command from a base station. Clause 5 then limits certain configurations, including handheld class limits and the rule that DCS class 3 MSs are only vehicular mounted.
What terms does SIST EN 300 919 V6.1.1:2003 define?
- Mobile Station (MS) - The equipment used to access GSM PLMN telecommunication services, which may include mobile termination, terminal equipment, and terminal adaptors.
- MS service access configuration - The combination of equipment and services used to access tele-, bearer, and supplementary services.
- MS access capability - The limitation on the simultaneous provision of tele- or bearer services.
- Multislot class - The class that describes how many receive and transmit slots an MS can use and whether it operates in duplex or semiduplex mode.
- General Bearer Service (GBS) - A signalling capability that an MS may support even without multislot configurations.
- Hand-held MS - An MS whose antenna is directly attached to the part of the equipment containing the acoustic transducers for speech.
- Vehicular mounted MS - An MS whose antenna is mounted outside a vehicle.
Who uses SIST EN 300 919 V6.1.1:2003?
SIST EN 300 919 V6.1.1:2003 is used by MS manufacturers, network-oriented customers, and anyone selecting or specifying GSM or DCS 1800 equipment. It helps them decide which bands, service modes, codec options, power classes, and physical configurations fit a product or deployment.
It is also relevant to teams working on compliance and type approval, because the foreword points to GSM 11.10 for MS conformity specification.
What changed in SIST EN 300 919 V6.1.1:2003 from the previous edition?
SIST EN 300 919 V6.1.1:2003 is the Release 1997 version identified as 6.1.1. Annex A records earlier changes, including the introduction of MS multislot classes, allowed speech codec configurations, changes needed for 14.4 kps data service, the upgrade to Release 1997, and the inclusion of the Railways GSM Band.
Which standards are used with SIST EN 300 919 V6.1.1:2003?
SIST EN 300 919 V6.1.1:2003 refers to these standards:
- GSM 01.04 - abbreviations and acronyms used in the document.
- GSM 04.03 - channel structures and access capability.
- GSM 04.08 - Mobile Station Class Mark.
- GSM 05.02 - multiplexing, multiple access, and multislot classes.
- GSM 05.05 - radio transmission, reception, and output power class behavior.
- GSM 11.10 - MS conformity specification and type approval.
What does the SIST EN 300 919 V6.1.1:2003 document contain?
The document contains the definitions and classification logic needed to describe MS types for GSM and DCS 1800 use. The main technical material is in clauses 3 to 5, where band support, multislot capability, speech codec options, antenna placement, output power classes, and configuration limits are set out.
It also includes a table of mean output power by MS class for Full Rate and Half Rate operation. Annex A provides the change request history, which is useful for tracking how the specification evolved.

1 Scope
The purpose of the present document is to describe typical attributes of different types of Mobile Stations (MS) to be
used on GSM PLMNs. The term GSM PLMN refers to a GSM, DCS 1800 or any PLMN based on the GSM
specification, irrespective of the frequency band used.
Manufacturers and customers may choose any appropriate combination of these attributes in order to fulfil their need
while utilizing the services offered through a GSM or a DCS 1800 PLMN. This is not an exhaustive list of attributes or
types of MS. Type approval of MSs is addressed in GSM 11.10.
