SIST ETS 300 633 E1:2003 is the Slovenian standard identical to ETS 300 633 Edition 1 from ETSI. It specifies minimum performance parameters for terrestrial low and medium capacity point-to-point digital radio relay systems operating in the 2.1 GHz to 2.6 GHz range. In practice, it is used to plan, design, test, and compare fixed radio links for local and regional networks.
What does SIST ETS 300 633 E1:2003 specify?
SIST ETS 300 633 E1:2003 specifies the minimum performance of point-to-point digital fixed service radio relay equipment for operation in the 2.1 GHz to 2.6 GHz range. The standard focuses on compatibility between equipment from different sources on the same route and on transmission quality for low and medium capacity PDH-based links.
The document is organized into clauses for scope, normative references, abbreviations and symbols, general characteristics, baseband characteristics, transmitter characteristics, receiver characteristics, system characteristics, and feeder/antenna requirements. Annex A is informative and gives indicative channel capacities.
| Annex | What it covers |
|---|---|
| Annex A | Indicative channel capacities for the three equipment classes and the listed channel spacings |
What are the key requirements of SIST ETS 300 633 E1:2003?
The standard sets requirements in several linked areas: frequency planning, installation conditions, interfaces, transmitter and receiver performance, and end-to-end system behavior. For a buyer or engineer, the important point is that the radio link must fit a standardized channel plan and meet the stated RF and BER limits for the chosen class.
Frequency bands, channel spacings, and duplex separation
Clause 4.1 assigns operation to paired bands in the 2.1 GHz and 2.6 GHz ranges and also to the 2.3 GHz to 2.5 GHz band. Clause 4.2.1 lists standard channel spacings from 500 kHz up to 3.5 MHz, with 7 MHz and 14 MHz reserved for Class 2 and Class 3 equipment.
Clause 4.2.2 gives the duplex frequency separations for the three operating bands. This matters in frequency planning because the link must match the local channel arrangement and the transmit and receive paths must be spaced correctly.
Installation conditions, EMC, and power supply
Clause 4.3 ties the equipment to environmental classes in ETS 300 019 for weather protected and non-weather protected locations. Clause 4.3.2 points to ETS 300 385 for equipment at bit rates of 2 Mbit/s and above, and to ETS 300 339 for lower capacities.
Clause 4.3.3 links operation to standard power supplies in ETS 300 132 Parts 1 and 2, and also names 110 V ac and 24 V dc as possible additional ranges. For implementation, this means the equipment has to be matched to the site power system and to the climatic exposure of the installation.
Baseband and RF interfaces
Clause 4.6 requires 50 Ω coaxial RF interfaces at the antenna reference points, with standard IEC connectors unless an integral antenna is used. Clause 5.1 links PDH interfaces to ITU-T G.703, ITU-T V.11, and related interfaces, while clause 5.2 covers 2-wire and 4-wire analogue interfaces through ITU-T G.712.
If analogue service is the primary function, the standard also requires digital test points with NRZ data and clock at the transmitted bit rate. That helps with system measurements and fault isolation during acceptance or maintenance.
Transmitter performance
Clause 6.1 limits transmitter output power at point C' to +40 dBm maximum and requires adjustment if lower power is needed for regulatory reasons. Clause 6.2 applies the spectrum mask in figure 2 to the relevant channel spacing, and clause 6.3 limits spectral lines at the symbol rate.
Clause 6.4 sets spurious emission limits and clause 6.6 requires at least 15 dB return loss at the transmitter output. In practice, these clauses control adjacent-channel impact, unwanted emissions, and impedance matching.
Receiver performance
Clause 7.1 sets image rejection requirements where image rejection is applicable, with different minima for Class 1 and 2 versus Class 3. Clauses 7.2 to 7.4 cover receiver spurious emissions, input level range, and return loss.
These limits matter because they define how well the receiver resists unwanted signals and how much input variation it can tolerate while still working reliably.
System performance and interference behavior
Clause 8.1 gives receiver sensitivity requirements by class and channel spacing using BER thresholds. Clause 8.2 sets a background BER measurement under simulated operating conditions over an artificial hop, and clause 8.3 covers interference sensitivity for co-channel, adjacent channel, and CW spurious interference.
The interference tests are referenced to point C and use a wanted-to-unwanted ratio, so they are directly relevant to link coordination and acceptance testing. Annex A then links the channel spacing and class to indicative gross bit rates.
Equipment classes
Clause 1 and Annex A use three classes of equipment. Class 1 is based on typically 2-state modulation, Class 2 on typically 4-state modulation, and Class 3 on typically 16-state modulation.
This classification matters because it affects channel capacity, spectrum usage, receiver sensitivity, and the applicable spectral mask.
What terms does SIST ETS 300 633 E1:2003 define?
- Bit Error Ratio (BER) - The proportion of received bits that are wrong, used here to define receiver performance and link quality.
- Continuous Wave (CW) - A steady unmodulated signal used in the spurious interference test to probe receiver susceptibility.
- ElectroMagnetic Compatibility (EMC) - The ability of the equipment to operate without causing or suffering unacceptable electromagnetic disturbance.
- Plesiochronous Digital Hierarchy (PDH) - The digital transport hierarchy used for the baseband interfaces covered by the standard.
- Point-to-Point (P-P) - A link between two fixed sites, which is the operating model for the radio relay system.
- Telecommunications Management Network (TMN) - The management interface framework referenced for any TMN interface.
- Quadrature Amplitude Modulation (QAM) - A modulation method used as an example for Class 2 and Class 3 equipment.
- Receive Signal Level (RSL) - The level of the wanted signal at the receiver, used in BER and interference testing.
Who uses SIST ETS 300 633 E1:2003?
Radio link designers use it to choose channel spacing, modulation class, power level, and interface type. Network planners and frequency coordinators use it to place links in the 2.1 GHz to 2.6 GHz band and to manage polarization and duplex separation.
Test laboratories use it for transmitter, receiver, BER, interference, and return-loss measurements. Quality managers and buyers use it to compare equipment claims and to check whether a product fits the required site conditions, power source, and service type.
It is relevant to fixed telecommunications, local and regional networks, customer connections, ISDN extension, mobile base station backhaul, telemetry and telecontrol, transportable and offshore use, and digital TV applications.

1 Scope
This European Telecommunication Standard (ETS) specifies the minimum performance parameters for
terrestrial low and medium capacity Point-to-Point (P-P) digital fixed service radio relay equipment
operating in the range 2,1 to 2,6 GHz. The requirements and limits given in this ETS are relevant to all
environmental conditions for the chosen climatic class. Test methods are under study.
Digital systems are intended to be used for P-P connections in local and regional networks at data rates of
N × 64 kbit/s, N × 2 Mbit/s (N = 1, 2, 4, 8, 16), 2 × 8 Mbit/s and 34 Mbit/s. Other data rates may also be
foreseen. Typical applications include:
a) customer connections;
b) Integrated Services Digital Network (ISDN) extension;
c) mobile base station connections;
d) telemetry and telecontrol, including transportable and off-shore use;
e) digital TV application.
The parameters to be specified fall into two categories:
a) Those that are required to provide compatibility between channels from different sources of
equipment on the same route, connected either to:
- separate antennas; or
- separate polarizations of the same antenna.
b) Parameters defining the transmission quality of the proposed system.
This ETS deals with Intermediate Frequency (IF), Radio Frequency (RF) and baseband characteristics
relevant to low and medium capacity Plesiochronous Digital Hierarchy (PDH) transmission.
Antenna/feeder system requirements are covered in EN 300 631 [12].
Due to the wide spread of applications and corresponding system rates, parameters such as RF spectrum
masks and receiver sensitivity are related to standardized channel spacings rather than to minimum
system rates. This allows individual countries to allocate a bandwidth and therefore a standard channel
spacing in accordance with the foreseen services and their own frequency management and radio
network planning.
As the maximum bit rate in a given bandwidth depends on the system spectral efficiency, different
equipment classes are defined:
Class 1: equipment performance based on typically 2-states modulation scheme (e.g.
2-FSK (Frequency-Shift Keying), Gaussian Minimum Shift Keying (GMSK) with
discriminator detection, or equivalent);
Class 2: equipment performances based on typically 4-states modulation scheme (e.g.
4-FSK, 4 - QAM (Quadrature Amplitude Modulation), or equivalent);
Class 3: equipment performances based on typically 16-states modulation scheme (e.g.
16-QAM, or equivalent).
Safety aspects are outside the mandate of ETSI and they will not be considered in this ETS.
