SIST ETS 300 609-4 E3:2003 is the Slovenian adoption of ETS 300 609-4 Edition 3 from ETSI. It specifies radio frequency tests and conformance limits for Global System for Mobile Communications (GSM) Base Station System (BSS) repeaters, including spurious emissions, intermodulation attenuation, and out-of-band gain.
What does SIST ETS 300 609-4 E3:2003 specify?
SIST ETS 300 609-4 E3:2003 covers RF test methods for GSM 900 and DCS 1800 repeaters that receive, amplify, and retransmit signals in both directions. The document is written for equipment that works with GSM Phase 2 and Phase 2+ repeaters, so it is used to check repeater performance in controlled test conditions.
The document is organized into scope, normative references, definitions and abbreviations, general test conditions, three technical test clauses, and two informative annexes.
| Annex | What it covers |
|---|---|
| A | Informative test method for gain outside the operating band for part band repeaters |
| B | Informative change history |
What are the key requirements of SIST ETS 300 609-4 E3:2003?
SIST ETS 300 609-4 E3:2003 sets the operating bands, test conditions, measurement methods, and pass limits that matter in practice when a repeater is declared, tested, or accepted.
- Clause 4.1 - Radio frequency bands. The standard ties testing to the GSM transmit bands for P-GSM 900, E-GSM 900, R-GSM 900, and DCS 1800. In practice, the test engineer must use the band that matches the repeater’s declared operating band.
- Clause 4.2 - Test environments. The document defines a normal test environment and an extreme test environment, and it also gives an extreme temperature procedure based on IEC 68-2-1 and IEC 68-2-2. This matters because test results must be taken under the right environmental conditions and, when needed, recorded against the declared class.
- Clause 4.3 - Manufacturer declarations. The manufacturer declares the operating band or bands, maximum rated output power per channel, and number of channels supported. These declarations set the starting point for the tests and the output level used during measurements.
- Clause 5 - Spurious emissions. The repeater is set to maximum gain and measured at the antenna ports and radiated from the cabinet and structure, with offsets greater than 600 kHz from the carrier. The limits are given in dBm over two frequency ranges, so the lab checks both conducted and radiated unwanted emissions.
- Clause 6 - Intermodulation attenuation. Two continuous RF signals are applied with 600 kHz spacing, and third-order products are measured. This shows whether non-linear behavior creates unwanted products that could interfere with nearby channels.
- Clause 7 - Out of band gain. The repeater is measured outside the relevant MS or BTS transmit band at several offsets from the band edges, and also at harmonic frequencies up to 12.75 GHz. The gain limits are stricter closer to the band edge, which helps control unwanted amplification outside the intended channel range.
- Annex A - Part band repeaters. The annex gives an informative method for repeaters that operate only over part of a GSM band. It is useful when acceptance or regulatory testing needs a band-limited gain check.
What terms does SIST ETS 300 609-4 E3:2003 define?
- Broadband repeater - A repeater designed to operate on any combination of ARFCNs within its operating band, up to a specified maximum number.
- Channelized repeater - A repeater designed to operate on a specified subset of ARFCNs within its operating band, with the subset set during manufacture or by programming.
- Repeater - A bi-directional RF amplifier that retransmits both the Mobile Station (MS) signal and the Base Transceiver Station (BTS) signal.
- Spurious emissions - Emissions at frequencies other than the carrier and its normal sidebands.
- BTS - Base Transceiver Station, the network radio unit on the base station side.
- MS - Mobile Station, the handset or other mobile radio terminal.
- RF - Radio Frequency.
Who uses SIST ETS 300 609-4 E3:2003?
SIST ETS 300 609-4 E3:2003 is used by repeater manufacturers, RF test laboratories, certification and approval teams, and network operators. Quality managers and buyers use it when they need to confirm that a GSM repeater design, production sample, or accepted unit meets the expected RF behavior for emissions, linearity, and band-limited gain.
What changed in SIST ETS 300 609-4 E3:2003 from the previous edition?
The change history records editorial updates to match ETSI style, the addition of definitions for normal and extreme test conditions, a test method for part band repeaters, the addition of intermodulation attenuation, a corrected reference title, added references to the R-GSM band, and the minimum offset for spurious emissions measurements.
Which standards are used with SIST ETS 300 609-4 E3:2003?
The document relies on ETS 300 577 (GSM 05.05) for the radio transmission and reception reference requirements used in clauses 5, 6, and 7, especially annex E. It also uses ETR 100 (GSM 01.04) for abbreviations and ETS 300 019-1-0, ETS 300 019-1-3, ETS 300 019-1-4, ETS 300 113, IEC 68-2, and IEC 721 for environmental classification, test conditions, and radiated-emission test setup.
What does the SIST ETS 300 609-4 E3:2003 document contain?
The document contains the test-purpose, test-case, conformance requirement, and reference requirement structure for each technical clause. It also includes the band table for GSM and DCS 1800 operation, the normal test environment limits, and the measurement bandwidth table used for spurious emissions.
Annex A adds a worked test approach for gain outside the operating band of part band repeaters, including measurements at specified offsets from band edges and at harmonic frequencies. Annex B records the change history for the edition.

1 Scope
This European Telecommunication Standard (ETS) describes the Radio Frequency (RF) tests for
GSM 900 and DCS 1800 repeaters which receive, amplify, and retransmit a received Mobile Station (MS)
signal in the GSM MS transmit band and simultaneously receive, amplify and retransmit a received Base
Transceiver Station (BTS) RF signal in the GSM BTS transmit band.
This ETS is applicable to repeaters meeting the requirements of either GSM Phase 2 or GSM Phase 2+.
Unless otherwise stated, all tests are applicable to repeaters meeting Phase 2 and/or Phase 2+ GSM
requirements, because the requirements of the Phase 2 and Phase 2+ core GSM specifications which are
referenced in the test are consistent. Most differences between Phase 2 and Phase 2+ requirements
represent Phase 2+ features which are optional for the BSS to support.
2 Normative references
This ETS incorporates by dated and undated reference, provisions from other publications. These
normative references are cited at the appropriate places in the text and the publications are listed
hereafter. For dated references, subsequent amendments to or revisions of any of these publications
apply to this ETS only when incorporated in it by amendment or revision. For undated references, the
latest edition of the publication referred to applies.

repeater: A bi-directional Radio Frequency (RF) amplifier which can amplify and transmit a received
Mobile Station (MS) signal in the GSM MS transmit band, simultaneously it can amplify and transmit a
received Base Transceiver Station (BTS) RF signal in the GSM BTS transmit band.
spurious emissions: Emissions at frequencies other than those of the carrier and sidebands associated
with normal modulation and switching.
3.2 Abbreviations
For the purposes of this ETS, the following abbreviations apply:
BTS Base Transceiver Station
MS Mobile Station
RF Radio Frequency
Abbreviations used within the GSM specifications are given in ETR 100 (GSM 01.04) [1].
4 General
A repeater can be designed to amplify the whole transmit RF band or just a part of the band. In the latter
case the repeater can be either Broadband, with frequency band selective filtering, or channelized, with
channel selective filtering.
4.1 Radio frequency bands
A repeater, as a bi-directional amplifier, can amplify and transmit a received MS signal in the MS transmit
band, simultaneously it can amplify and transmit a received BTS signal in the BTS transmit band. The
relevant MS and BTS transmit bands, as defined in GSM 05.05 [6], are given in table 1.
Table 1: MS and BTS transmit RF bands
MS transmit band BTS transmit band
P-GSM 900 890 - 915 MHz 935 - 960 MHz
E-GSM 900 880 - 915 MHz 925 - 960 MHz
1710 - 1785 MHz 1805 - 1880 MHz
DCS 1800
R-GSM 900 876 - 915 MHz 921 - 960 MHz
NOTE: In some circumstances, for instance when an operator (or more than one operator who
co-ordinate the use of repeaters), is not allocated a complete band as defined in
table 1, it may be necessary to restrict the frequency range of operations of repeaters.
In these circumstances, the test of "Gain outside operating band" in annex A may be
used to verify the performance of the repeater.
4.2 Test environments
For each test in this ETS, the environmental conditions under which the repeater is to be tested are
defined.
4.2.1 Normal test environment
When a normal test environment is specified for a test, the test should be performed under any
