SIST EN 301 166-1 V1.3.2:2010 is the Slovenian adoption of ETSI EN 301 166-1 V1.3.2, published by SIST for the land mobile service. It specifies technical characteristics and methods of measurement for PMR radio equipment used for analogue and/or digital speech and data on narrow band channels with an antenna connector, so manufacturers, test labs, and buyers can check transmitter, receiver, and duplex performance in a repeatable way.

What does SIST EN 301 166-1 V1.3.2:2010 specify?

SIST EN 301 166-1 V1.3.2:2010 defines how to measure radio equipment for the Private Mobile Radio (PMR) land mobile service over 30 MHz to 3 GHz. It covers base stations, mobile stations, and handportable stations when they have an antenna connector or an internal 50 Ω RF access point for testing.

The document also states how the equipment is to be presented for testing, which test conditions apply, which test signals are used, and how transmitter, receiver, and duplex characteristics are measured. That structure matters because the same measurement can give different results unless the setup, power source, and signal access are controlled.

AnnexWhat it covers
Annex ARadiated measurement, including test sites, guidance on site use, and signal coupling
Annex BSpectrum analyser specification for the measurements that use it
Annex CSpecification for the measurement filter used for transient power tests
Annex DBibliography

What are the key requirements of SIST EN 301 166-1 V1.3.2:2010?

Equipment presentation and test conditions

Clause 4 requires the equipment to meet the document across all frequencies it is intended to use, and the provider or manufacturer to declare the operating frequency range, operating conditions, and power requirements. The test lab also needs the technical documentation and operating manuals to set up the measurements correctly.

Clause 5 requires testing under normal conditions and, where stated, under extreme conditions. It also requires a suitable test power source with low internal impedance, measurement of the supply voltage at the equipment terminals, thermal balance before extreme-temperature tests, and special handling for equipment with integral antennas.

In practice, this means the test result should reflect the device as it is intended to run, not a laboratory-only configuration. For battery-powered equipment, the test source is applied close to the battery terminals, and for equipment with internal temperature stabilization circuits, the stabilisation function is handled in a controlled way during the test.

Test signals, access points, and test setup

Clause 6 defines the test signals used for analogue and digital transmitter and receiver tests, including B1, M2, M3, M5, M6, M7, and C1. It also sets the use of a 50 Ω artificial antenna for conducted transmitter measurements, and it requires unwanted receiver features such as mute, squelch, and automatic transmitter shut-off to be made inoperative when the test needs that.

The clause also defines where the test signals are applied. Analogue transmitter tests use the audio input connector, receiver tests use 50 Ω RF sources, and digital tests can use defined bit-stream access points closer to the air interface.

This matters because the result depends on whether the test is done at the audio interface, the bit-stream interface, or the RF connector. The document therefore gives the lab a controlled path from the application data through coding and modulation to the air interface.

Transmitter performance

Clause 7 covers maximum conducted power, maximum effective radiated power, adjacent and alternate channel power, unwanted emissions in the spurious domain, intermodulation attenuation, transient power, and frequency error. The transmitter tests are split between equipment with an external 50 Ω antenna connector and equipment with integral antenna arrangements.

Adjacent and alternate channel power is measured with the transmitter in normal and extreme conditions, and the document gives the measurement method and limits by reference to the channel spacing and channel bandwidth used. The spurious-emission methods also require checking the transmitter both while modulated and in stand-by, because some unwanted emissions only appear in one state.

The intermodulation attenuation method applies only to transmitters used in base stations. The transient power section uses a defined measurement device and filter characteristic, which matters for equipment that switches on and off or changes power quickly.

Receiver performance

Clause 8 covers maximum usable sensitivity for analogue and digital receivers, both by conducted measurement and by field strength. It then addresses adjacent channel selectivity, spurious response rejection, blocking or desensitization, spurious radiations, and co-channel rejection.

For analogue equipment, sensitivity is tied to SINAD. For digital equipment, the methods use bit error ratio for continuous bit streams or successful message ratio for message-based operation. That distinction matters in practice because a digital radio may need to prove performance on the bit stream that actually carries the service, not just on an analogue audio signal.

The clause also separates normal and extreme-condition testing where needed, and it treats adaptive-rate equipment specially by requiring test coverage at the minimum and maximum compliant bit rates. For buyers and designers, this is the part that shows whether a radio will still hear weak wanted signals when other signals are nearby or when the receiver is under stress.

Duplex operation and measurement uncertainty

Clause 9 covers receiver desensitization and receiver spurious response rejection when the equipment transmits and receives at the same time. It provides arrangements for duplex filter operation and for two-antenna operation, and it states that duplex measurements are made on a single pair of frequencies as specified by the manufacturer.

Clause 10 requires the measured value to be compared with the relevant limit and the measurement uncertainty to be reported separately for each parameter. The uncertainty guidance is important because several transmitter and receiver results in this document depend on radiated methods, spectrum analysis, or multi-signal testing.

What terms does SIST EN 301 166-1 V1.3.2:2010 define?

  • Channel SeParation (CSP) - The spacing between channel centres; it is used to describe adjacent and alternate channel offsets.
  • Channel BandWidth (CBW) - The bandwidth used by the system, as permitted by the national administration; it is central to how the channel is placed during tests.
  • Peak Envelope Power (PEP) - The average power at the highest crest of the modulation envelope during one RF cycle; it is a key transmitter power figure.
  • Signal + Noise + Distortion/(noise + distortion) (SINAD) - The ratio used for analogue receiver sensitivity measurements; it shows how usable the recovered audio is.
  • Listen Before Transmit (LBT) - A mode in which the RF channel is checked for activity before transmission begins.
  • Equipment Under Test (EUT) - The device being measured in the laboratory or test site.
  • Integral antenna - An antenna that is part of the equipment and does not use an external 50 Ω connector for connection.

Who uses SIST EN 301 166-1 V1.3.2:2010?

This standard is used by:

  • Radio equipment manufacturers designing PMR base stations, mobile stations, and handportable stations.
  • Test laboratories performing type tests, radiated measurements, and receiver/transmitter characterization.
  • EMC and radio compliance engineers preparing technical files and test plans.
  • Quality managers checking that product samples are tested consistently against the same methods.
  • Buyers and specifiers who need to compare equipment by the same measurement basis before acceptance.
  • Approval and conformity teams working with analogue, digital, speech, and data radio equipment for land mobile service.

In practice, they use it to verify output power, sensitivity, channel performance, unwanted emissions, and duplex behavior before release, procurement, or conformity assessment.

What changed in SIST EN 301 166-1 V1.3.2:2010 from the previous edition?

This version replaces EN 301 166-1 v1.2.1 (2007-07). The scope says that technical issues were identified in the receiver section, inherited from v1.1.1, and that the required changes are small but significant for practical equipment design.

What does the SIST EN 301 166-1 V1.3.2:2010 document contain?

Clauses 4 to 6 set out the test presentation, test conditions, power sources, temperatures, signals, and access arrangements. Clause 7 gives the transmitter methods and limits, while clause 8 gives the receiver methods and limits for analogue, digital, and message-based operation.

Clause 9 covers duplex operation, including desensitization with simultaneous transmission and reception and duplex-related spurious response rejection. Clause 10 gives the measurement-uncertainty rules that apply to the reported results.

Annex A describes radiated test sites and how to use them for absolute and relative measurements. Annex B defines the spectrum-analyser performance needed for the channel-power measurements, and Annex C defines the IF filter shape used for transient power testing.

The document also includes figures for adjacent and alternate channels, test access points, and measurement arrangements, plus tables for frequency bands, bandwidths, limits, and uncertainty. In use, these support design verification, type testing, and conformity assessment without changing the device under test between different measurement methods.

audio frequency input socket: socket normally intended for connection to a microphone for the purpose of voice
transmission
NOTE: In some cases, this socket could be expected to be used for the input of an audio sub-carrier, modulated to
carry data, such as FFSK.
base station: equipment fitted with an antenna connector, for use with an external antenna and intended for use in a
fixed location
bit: binary digit
block: smallest quantity of information that is sent over the radio channel
NOTE: A constant number of useful bits are always sent together with the corresponding redundancy bits.
conducted measurements: measurements which are made using direct 50 Ω connection to the equipment under test
data transmission systems: systems which transmit and/or receive data and/or digitized voice
facilities socket: any socket intended for purposes other than the transmission of voice
NOTE 1: The purpose of the socket and required input signals are specified by the manufacturer.
NOTE 2: The audio frequency input socket and the facilities socket may be the same physical socket in some
implementations.
handportable station: equipment either fitted with an antenna connector or an integral antenna, or both, normally used
on a stand-alone basis, to be carried on a person or held in the hand
integral antenna: antenna designed to be connected to the equipment without the use of a 50 Ω external connector and
