Overview

EN 45510-5-4:1998 (CEN) is a procurement guide that helps owners, engineers and specifiers prepare technical specifications for acquiring hydraulic turbines, storage pumps and pump-turbines intended for electricity generating (hydraulic) stations. The standard provides structured guidance for writing procurement documents and clarifies the scope of equipment covered. It is explicitly not applicable to equipment located in the nuclear reactor plant area of nuclear power stations; other non-hydropower applications were not considered in its preparation.

Key topics and requirements

The standard focuses on guidance for preparing comprehensive technical specifications rather than prescribing detailed design values. Topics typically emphasized in this type of procurement guide include:

  • Scope and definitions to ensure clear identification of turbine and pump-turbine types and operational ranges
  • Performance requirements and operational criteria to be requested from suppliers (efficiency, head, flow ranges)
  • Design and materials expectations, durability and corrosion/erosion considerations relevant to hydraulic machinery
  • Testing, inspection and factory acceptance guidance for verifying supplier deliverables before shipment
  • Installation, commissioning and operational documentation expected from manufacturers (drawings, manuals, spare parts lists)
  • Guarantees, contractual clauses and acceptance criteria to manage warranty, performance guarantees and remedies
  • Health, safety and environmental considerations relevant to hydro equipment procurement
  • Documentation and quality management requirements to support traceability and post‑installation maintenance

(EN 45510-5-4 provides guidance on structuring these elements in a technical specification rather than prescribing specific numeric values or proprietary designs.)

Applications and who uses it

This guide is directly useful for:

  • Hydropower plant owners and operators preparing procurement packages
  • Project engineers and specifications writers developing tender documents for turbines, storage pumps and pump‑turbines
  • Consulting engineers and technical advisors who evaluate tenders and contractor proposals
  • Manufacturers and suppliers responding to tenders who need to understand purchaser expectations
  • Testing/inspection bodies and commissioning teams for preparing acceptance checkpoints

Primary applications include new hydropower installations, pumped‑storage projects and major rehabilitation or replacement contracts within hydraulic power stations.

Related standards

  • Part of the EN 45510 series (CEN guidance for power station equipment procurement) - consult other parts of EN 45510 for complementary procurement guidance.
  • Refer to applicable national and industry standards for materials, testing methods and electrical/mechanical interfaces when drafting final specifications.
