Overview
SIST EN 62053-61:2001 (CLC adoption of IEC 62053-61) specifies power consumption and voltage requirements for newly manufactured combined AC electricity meters. The standard targets meters that measure more than one type of electric energy (for example active and reactive energy) and multi-function meters that integrate energy-related features such as maximum demand indicators, time switches, ripple control or radio receivers. When non-metering devices are included in the same enclosure, this standard applies to the energy metering and processing section only.
Key practical points include nameplate information requirements, limits on voltage and current circuit consumption, and prescribed test conditions aligned with IEC 61036.
Key Topics
- Scope: Applies to "combined meters" and multi-function meters where additional functions relate to energy metering. Other primary standards remain applicable for functions already covered elsewhere.
- Power consumption (voltage circuits): The standard sets maximum active and apparent power consumption per phase at reference conditions. Typical mean values specified are:
- Multi-energy meter: 3 W / 15 VA (single-phase), 2.5 W / 12.5 VA (two-phase per phase), 2 W / 10 VA (three-phase per phase)
- Multi-function meter: 5 W / 25 VA (single-phase), 3.5 W / 17.5 VA (two-phase per phase), 3 W / 15 VA (three-phase per phase)
- Note: Switching supplies with higher peak values are permitted if associated voltage transformer ratings are adequate; auxiliary supplies may have agreed consumption limits.
- Voltage range:
- Specified operating range: 0.9 to 1.1 Un
- Limit range of operation: 0.0 to 1.15 Un
- Name-plate requirements: Must indicate type designation and the class index for each energy measurement (watt-hour, var-hour, VA-hour).
- Testing: Type tests and power consumption measurements are performed under reference conditions per IEC 61036. Power consumption determination requires overall precision better than 5%.
Applications
- Compliance guidance for manufacturers designing multi-energy and multi-function AC meters.
- Procurement and specification for utilities and metering service providers requiring guarantees on meter burden and voltage tolerance.
- Integration planning when adding communication modules or auxiliary devices-ensures the energy metering section meets consumption limits and remains interoperable with voltage transformers.
Related Standards
- IEC 61036: reference for test conditions and many common meter characteristics
- IEC 60687: static watt-hour meters (related measurement classes)
- IEC 61268: static var-hour meters (reactive energy)
SIST EN 62053-61:2001 should be consulted alongside these standards to ensure full compliance for combined meters and multi-function metering equipment.

ELECTRICITY METERING EQUIPMENT (AC) –
PARTICULAR REQUIREMENTS –
Part 61: Power consumption and voltage requirements
FOREWORD
1) The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of the IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, the IEC publishes International Standards. Their preparation is
entrusted to technical committees; any IEC National Committee interested in the subject dealt with may
participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. The IEC collaborates closely with the International Organization
for Standardization (ISO) in accordance with conditions determined by agreement between the two
organizations.
2) The formal decisions or agreements of the IEC on technical matters express, as nearly as possible, an
international consensus of opinion on the relevant subjects since each technical committee has representation
from all interested National Committees.
3) The documents produced have the form of recommendations for international use and are published in the form
of standards, technical reports or guides and they are accepted by the National Committees in that sense.
4) In order to promote international unification, IEC National Committees undertake to apply IEC International
Standards transparently to the maximum extent possible in their national and regional standards. Any
divergence between the IEC Standard and the corresponding national or regional standard shall be clearly
indicated in the latter.
5) The IEC provides no marking procedure to indicate its approval and cannot be rendered responsible for any
equipment declared to be in conformity with one of its standards.
6) Attention is drawn to the possibility that some of the elements of this International Standard may be the subject
of patent rights. The IEC shall not be held responsible for identifying any or all such patent rights.
International Standard IEC 62053-61 has been prepared by IEC technical committee 13:
