ETSI EN 300 019-2-3 V2.3.1 (2012-12) - Environmental Engineering (EE); Environmental conditions and environmental tests for telecommunications equipment; Part 2-3: Specification of environmental tests; Stationary use at weatherprotected locations
ETSI EN 300 019-2-3 V2.3.1 (2013-04) - Environmental Engineering (EE); Environmental conditions and environmental tests for telecommunications equipment; Part 2-3: Specification of environmental tests; Stationary use at weatherprotected locations
SIST EN 300 019-2-3 V2.3.1:2013 is the Slovenian adoption of ETSI EN 300 019-2-3 V2.3.1 (2013-04) for telecommunications equipment used in stationary, weatherprotected locations. It specifies environmental test severities and test methods used to verify resistibility for the relevant environmental class. Engineers, test laboratories, quality teams, and buyers use it to choose the right environmental class and plan qualification testing.
What does SIST EN 300 019-2-3 V2.3.1:2013 specify?
SIST EN 300 019-2-3 V2.3.1:2013 specifies how to test telecommunications equipment for use at weatherprotected locations, including the environmental class that applies to the installation. The document is built around test specifications for several location types, plus an earthquake test specification that applies when earthquake conditions are required.
The main structure is:
- Clause 1 - Scope
- Clause 2 - References
- Clause 3 - Environmental test specifications
- Clause 4 - Earthquake test specification
- Clause 5 - Notes to tables
- Annex A - Bibliography
Clause 3 covers six use cases: T 3.1, T 3.1E, T 3.2, T 3.3, T 3.4, T 3.5, and T 3.6. In practice, this lets a specifier match the test programme to the actual installation environment instead of using one generic test set.
What are the key requirements of SIST EN 300 019-2-3 V2.3.1:2013?
SIST EN 300 019-2-3 V2.3.1:2013 assumes the equipment is in its operational state during the test conditions unless the product specification says otherwise. The product specification also has to define the required performance before, during, and after testing, which is what turns the environmental tests into pass/fail qualification criteria.
Environmental classes in Clause 3
- T 3.1 and T 3.1E cover permanently temperature-controlled locations. T 3.1 is for normal operating conditions, while T 3.1E is for exceptional operating conditions with reduced performance expectations.
- T 3.2 covers partly temperature-controlled enclosed locations where heating may be used to avoid low temperatures, but humidity and temperature are not controlled.
- T 3.3 covers weatherprotected or partly weatherprotected locations with neither temperature nor humidity control.
- T 3.4 covers sites with heat-trap, where solar radiation and trapped heat can drive higher temperatures.
- T 3.5 covers sheltered locations without direct solar radiation or heat-trap conditions.
- T 3.6 covers control room locations under normal operating conditions.
These class definitions matter because they determine which cold, dry heat, humidity, temperature-change, vibration, and shock tests are relevant for a product.
Test methods and practical setup
Clause 3 uses named IEC methods for the main environmental stresses: cold, dry heat, change of temperature, damp heat steady state, damp heat cyclic, sinusoidal vibration, random vibration, and shock. The note section explains when a condition is handled by design judgment or by the broader installation class rather than by a separate chamber test. For a reader, that means the standard is not just a list of severities - it also tells you when to test, when to document, and when to rely on design selection.
Earthquake testing in Clause 4
Clause 4 applies when earthquake conditions are specified by the customer and it applies to classes 3.1 to 3.6. It requires a vibration response investigation to find the lowest resonant frequency of the mounted specimen, then uses the earthquake time-history method with a Required Response Spectrum (RRS). The equipment has to be mounted in the in-use position, with the normal service mounting structure taken into account, so the test reflects the real installation.
What terms does SIST EN 300 019-2-3 V2.3.1:2013 define?
- Weatherprotected locations - enclosed or sheltered places where the equipment is protected from direct outdoor exposure, and the test class depends on how much temperature and humidity control is present.
- Stationary use - equipment installed in one place rather than moved during use, which is why the document focuses on building and room conditions.
- Environmental class - the class number or label used to match an installation environment with the right test severities.
- Operational state - the condition where the equipment is working during the test, unless the product specification allows another mode.
- Acceleration Spectral Density (ASD) - the way random vibration severity is expressed in the document and in the IEC random vibration method.
- Required Response Spectrum (RRS) - the earthquake response target used in the time-history test.
- Zero Period Acceleration (ZPA) - the peak acceleration reference used with the earthquake test conditions.
Who uses SIST EN 300 019-2-3 V2.3.1:2013?
This standard is used by telecommunications equipment designers, environmental test laboratories, quality assurance teams, and buyers who need to specify where equipment will operate. It helps them map a cabinet, rack, control room, sheltered site, or heat-trap location to the right environmental test programme. It is also useful when writing product specifications, test plans, and acceptance criteria.
Which standards are used with SIST EN 300 019-2-3 V2.3.1:2013?
- ETSI EN 300 019-1-3 - defines the environmental conditions for stationary use at weatherprotected locations, which this part tests against.
- ETSI EN 300 019-2-0 - gives the general overview of Part 2 and helps the user understand the structure of the series.
- IEC 60721-3-3 - provides the mechanical environmental class references used in the vibration and shock notes.
- IEC 60068-2-1 - supplies the cold test method.
- IEC 60068-2-2 - supplies the dry heat test method.
- IEC 60068-2-14 - supplies the temperature-change test method.
- IEC 60068-2-78 - supplies the damp heat, steady-state test method.
- IEC 60068-2-30 - supplies the damp heat, cyclic test method.
- IEC 60068-2-64 - supplies the random vibration method.
- IEC 60068-2-27 - supplies the shock method.
- IEC 60068-2-57 - supplies the earthquake time-history method.
- IEC 60068-2-68 - is referenced for dust and sand in the notes.
What does the SIST EN 300 019-2-3 V2.3.1:2013 document contain?
The document contains tables that pair each environmental class with the relevant climatic and mechanical test severities, methods, durations, and notes. It also contains the earthquake test specification, a required response spectrum figure, and a table of acceleration coordinates for that spectrum. The notes explain how to interpret temperature, humidity, vibration, shock, dust, and earthquake provisions in practice, especially where the document expects design judgment instead of a separate test.
Annex A is a short bibliography.

3 Environmental test specifications
The detailed descriptions of the environmental conditions are in clauses 4 and 5 of EN 300 019-1-3 [1].
EN 300 019-2-0 [3] forms a general overview of part 2 of the present document.
The equipment under test is assumed to be in its operational state throughout the test conditions described in this part
unless otherwise stated. The required performance before, during and after the test needs to be specified in the product
specification. Input and load conditions of the equipment shall be chosen to obtain full utilization of the equipment
under test. The heat dissipation shall be maximized, except for the steady state, low temperature test, where it shall be
minimized.

EN 300 019-2-0 [3] forms a general overview of part 2 of the present document. The equipment under test is assumed to be in its operational state throughout the test conditions described in this part unless otherwise stated. The required performance before, during and after the test needs to be specified in the product specification. Input and load conditions of the equipment shall be chosen to obtain full utilization of the equipment under test. The heat dissipation shall be maximized, except for the steady state, low temperature test, where it shall be minimized.SIST EN 300 019-2-3 V2.3.1:2013
