ETSI EN 300 019-2-3 V3.1.1 (2026-10) - Environmental Engineering (EE); Environmental conditions and environmental tests for telecommunications equipment; Part 2: Specification of environmental tests; Sub-part 3: Stationary use at weatherprotected locations
SIST EN 300 019-2-3 V3.1.1:2026 is the Slovenian adoption of ETSI EN 300 019-2-3 V3.1.1, published by SIST. It specifies environmental test severities and test methods for telecommunications equipment used at stationary weatherprotected locations, so engineers can verify that equipment matches the relevant environmental class before deployment.
What does SIST EN 300 019-2-3 V3.1.1:2026 specify?
SIST EN 300 019-2-3 V3.1.1:2026 specifies how to test telecommunications equipment against the environmental conditions associated with stationary use at weatherprotected locations. In practice, it tells you which environmental stresses to apply, which test methods to use, and what performance level is expected during and after testing.
The document is organized around general test rules, environmental test specifications, and an earthquake test section. It contains main clauses 1 to 5, plus two informative annexes.
| Annex | What it covers |
|---|---|
| Annex A | Impact of corrosion due to dust, including a possible test method and a schematic chamber concept |
| Annex B | Bibliography |
What are the key requirements of SIST EN 300 019-2-3 V3.1.1:2026?
The standard is built around a few practical rules that matter when planning qualification tests for telecom equipment. The most important point is that the equipment is generally tested in its operational state, under the conditions described for the relevant class.
Test setup and operating condition
Clause 4.0 requires the equipment to be tested in its operational state throughout the environmental exposure unless stated otherwise. Clause 4.1 adds that input and load conditions should drive the equipment to full utilization, and heat dissipation should be maximized, except in the steady-state low-temperature test where it should be minimized.
That matters because the test must represent real use, not a lightly loaded bench setup. It helps uncover failures caused by power, heat, or control behavior that only appear when the equipment is working hard.
Performance criteria A, B, C and D
Clause 4.2 defines four performance criteria. Criteria A, B and C focus on functional behavior before, during, and after the test, with different levels of tolerance for temporary loss of function. Criterion D applies to the enclosure and requires no corrosion traces or enclosure deterioration at the end of the test.
In practice, the criterion used decides what the laboratory must monitor and what counts as a pass. Criterion C, for example, allows temporary loss of function during exposure, but the equipment must recover without replacement of components, manual rebooting, or human intervention.
Classes T 3.10 and T 3.10E
Clause 4.3 covers temperature-controlled enclosed locations having no humidity control. For T 3.10, the standard brings together cold, dry heat, temperature change, damp heat, low air pressure for suitable products, solar and heat radiation effects, and random vibration.
T 3.10E is the exceptional-operating version of the same class, with extended temperature and humidity ranges. The practical effect is that design and verification must cover both normal operation and more severe but still credible environmental exposure.
The notes in this clause also matter. For example, low humidity has no IEC 60068-2 series test method here, and chemically active substances are handled through design guidance rather than a dedicated test. That means the engineer must consider materials, sealing, and corrosion risk during design, not just at test time.
Classes T 3.11 and T 3.12
Clause 4.4 covers enclosed locations having no temperature or humidity control. Compared with T 3.10, this class adds more demanding humidity behavior, condensation, dripping water, icing and frosting, and the same random vibration approach. It is the more exposed indoor or sheltered-location case.
Clause 4.5 covers locations having neither temperature nor humidity control. This class is the most exposed of the three, and it includes wind-driven rain, icing and frosting, and the same mechanical test approach. The notes also point the reader to design considerations for dust, biologic contamination, and dripping water exposure.
For both T 3.11 and T 3.12, some environmental factors are not assigned a separate test, but they still matter in material choice and design. That is important because the standard is not only about lab exposure - it also tells you what to design against.
Earthquake test specification
Clause 5 applies when the customer specifies earthquake conditions, and it applies to classes 3.10 to 3.12. The clause starts with a vibration response investigation to find the lowest resonant frequency of the mounted specimen, using either sine sweep or random testing.
The actual earthquake test uses a time-history method with a Required Response Spectrum (RRS) and Zero Period Acceleration (ZPA). The specimen is mounted in its in-use position, the mounting should represent the worst case for weight and stiffness, and the influence of connections, piping, and cables must be taken into account.
That matters because earthquake behavior depends heavily on how the equipment is installed, not just on the product itself. The clause also allows axis reduction in one specific case and states that the extent of functional operation during the test must be defined in the product specification.
What terms does SIST EN 300 019-2-3 V3.1.1:2026 define?
- Acceleration Spectral Density (ASD) - a vibration measure used in the random vibration tests, expressing spectral content across frequency.
- Hydrogen Fluoride (HF) - one of the chemically active substances listed when describing environmental severity.
- Printed Circuit Board (PCB) - the circuit board type explicitly mentioned in Annex A when discussing corrosion impact.
- Root Mean Square (RMS) - a statistical measure used in the vibration notes for information on overall severity.
- Required Response Spectrum (RRS) - the spectrum used for the earthquake time-history test to define the response target.
- Zero Period Acceleration (ZPA) - the acceleration level used with the earthquake test spectrum definition.
Who uses SIST EN 300 019-2-3 V3.1.1:2026?
SIST EN 300 019-2-3 V3.1.1:2026 is used by engineers, test laboratories, quality managers, and buyers working with telecommunications equipment. It is relevant when defining environmental qualification, setting test plans, selecting the right environmental class, or checking whether a product can be used in a specific weatherprotected location.
It is also useful for designers and materials engineers because several clauses point to design considerations rather than direct tests, especially for corrosion, dust, humidity, and biologically active exposure. Procurement and compliance teams use it to state acceptance criteria and to compare test evidence from suppliers.
What changed in SIST EN 300 019-2-3 V3.1.1:2026 from the previous edition?
The document history lists V3.1.1 as the October 2026 publication, following V3.1.0 from July 2026.

- ISO 9226 [i.3] - gives a way to determine corrosion rate on standard specimens.
What does the SIST EN 300 019-2-3 V3.1.1:2026 document contain?
The body of the document is mainly a set of tables that map environmental parameters to severities, durations, references, methods, performance criteria, and explanatory notes. Those tables are what a test lab uses to turn an environmental class into an actual test program.
Clause 4 contains the climatic and mechanical specifications for T 3.10, T 3.10E, T 3.11 and T 3.12. Clause 5 adds the earthquake test with a preliminary response investigation, a required response spectrum, and a time-history test procedure.
Annex A gives an informative method for evaluating corrosion due to dust, including a dust test followed by a humidity-based corrosion exposure and a schematic chamber arrangement. Annex B is a bibliography for further background reading.

NOTE 1: (Air temperature, low).
The equipment under test shall remain operational throughout this test (without any damage or deterioration of performance, according to product specification).
If a cold start up test is performed, the characteristic severity should be used as a cold start up temperature, but it may be modified (within the class characteristic
severity range) by the product specification. In this case, the cold start up test shall commence once low temperature stability is achieved.
NOTE 2: (Air temperature, high).
The equipment under test shall remain operational throughout this test (without any damage or deterioration of performance, according to product specification).
If two test temperatures are given, the lower test temperature applies if the equipment is protected against solar and heat radiation or the equipment is ventilated
(natural or forced). The higher test temperature includes the heating effects of solar and/or heat radiation. If a high temperature start up test is performed, the
characteristic severity should be used as a high start up temperature, but it may be modified (within the class characteristic severity range) by the product
specification. In this case, the high temperature start up test shall commence once high temperature stability is achieved.
NOTE 3: (Air temperature, change).
The change of temperature test is normally used to check design tolerance. IEC 60068-2-14 [7] Test Nb shall be used. For change of temperature of 0,5 °C/min,
the cooling gradient may be reduced to 0,2 °C/min where test chamber restrictions preclude a gradient of 0,5 °C/min.
NOTE 4: (Relative humidity, low).
There is no IEC 60068-2 series test method for this parameter.
NOTE 5: (Humidity, relative, high).
IEC 60068-2-78 [8] Test Cab shall be used with test values not higher than climatogram limits for this class.
NOTE 6: Void.
NOTE 7: (Humidity, absolute, high).
This effect is considered to be partly included in the damp heat test IEC 60068-2-78 [8] Test Cab.
NOTE 8: (Air pressure, low and high).
No test is recommended for normal applications, because the effect of air pressure is evaluated at the component level. For sealed products or for products
containing liquids, test M is recommended.
NOTE 9: (Radiation, solar).
The higher test temperature as described in note 2 includes the heating effect of solar radiation. Photochemical tests can be made separately for components
and materials.
NOTE 10: (Radiation, heat).
The higher test temperature as described in note 2 includes the heating effect.
NOTE 11: (Chemically active substances).
The characteristic severities are given in ISO 9223 [16]. For the chemically active substances, no specific tests are defined but they should be considered in the
design phase. The following references provide guidance for the design:
- ISO 9223:2012 [16]: this can be used to calculate the corrosion losses of standard metals.
- ISO 9226:2012 [i.3]: this can be used to determine corrosion losses of standard specimens.
NOTE 12: (Mechanically active substances).
The characteristic severities are much lower than lowest test severity in IEC 60068-2-68 [13] Test L and therefore no test is recommended. This condition should
be considered when designing the equipment and when choosing components and materials.

8 ETSI EN 300 019-2-3 V3.1.1 (2026-10)
4 Environmental test specifications
4.0 General
The equipment shall be tested in its operational state throughout the test conditions described in the present document.
The detailed descriptions of the environmental conditions are given in clauses 4 and 5 of ETSI EN 300 019-1-3 [1].
ETSI EN 300 019-2-0 [i.2] forms a general overview of part 2 of this multi-part deliverable.
4.1 Equipment setup and configuration
The equipment shall be tested in its operational state throughout the test conditions described in the present document
unless otherwise stated. Input and load conditions of the equipment shall be chosen to obtain full utilization of the
equipment under test. The heat dissipation shall be maximized, except for the steady state, low temperature test, where
it shall be minimized.
4.2 Performance criteria
The following performance criteria shall apply in tests defined by the present document.
Performance criterion A:
The equipment shall function according to the manufacturer specifications before, during and after the tests. No
degradation of performance or loss of function is allowed below the performance level specified by the manufacturer
when the equipment is used as intended. If the minimum performance level is not specified by the manufacturer, then
this may be deduced from the product description and documentation and what the user may reasonably expect from the
equipment if used as intended.
Performance criterion B:
The equipment shall function according to the manufacturer specifications before and after the tests. During the test it is
not required to monitor the equipment functionality. No degradation of performance or loss of function is allowed
below the performance level specified by the manufacturer when the equipment is used as intended. If the minimum
performance level is not specified by the manufacturer, then this may be deduced from the product description and
documentation and what the user may reasonably expect from the equipment if used as intended.
Performance criterion C:
The equipment shall function according to the manufacturer specifications before and after the tests. No degradation of
performance or loss of function is allowed below the performance level specified by the manufacturer when the
equipment is used as intended. If the minimum performance level is not specified by the manufacturer, then this may be
deduced from the product description and documentation and what the user may reasonably expect from the equipment
if used as intended. During the application of the test, temporary loss of function is allowed but after the test the
equipment shall restore to the normal functionality without replacement of components, manual rebooting or human
intervention. The equipment shall sustain the test without permanent structural or mechanical damage.
Performance criterion D:
This performance criterion applies to the enclosure of the equipment. No corrosion traces (e.g. rust) or deterioration of
the enclosure shall occur at the end of the test.

severity severity criteria
