SIST EN 300 935 V7.0.1:2003 is the Slovenian adoption of ETSI EN 300 935 V7.0.1 for GSM Advice of Charge (AoC) supplementary services. It specifies stage 2 behavior for the digital cellular telecommunications system (Phase 2+), covering Advice of Charge (Information) (AoCI) and Advice of Charge (Charging) (AoCC). The document is used by GSM network and mobile equipment implementers, operators, and test teams that need to handle charging advice, subscriber state, and roaming behavior.

What does SIST EN 300 935 V7.0.1:2003 specify?

SIST EN 300 935 V7.0.1:2003 gives the stage 2 description of the AoC supplementary services and organizes the material by service: AoCI in clause 1 and AoCC in clause 2. It also includes references, abbreviations, a normative annex for MSC data, and an informative annex with change history.

AnnexWhat it covers
Annex AInformation stored in the MSC for generating Charge Advice Information (CAI)
Annex BChange Request History

The main body explains how the network and mobile equipment behave, what service state is stored in HLR and VLR, and how roaming and handover affect AoC control.

What are the key requirements of SIST EN 300 935 V7.0.1:2003?

SIST EN 300 935 V7.0.1:2003 splits the requirements between AoCI and AoCC and uses SDL diagrams, information flow diagrams, and state models to show how charging advice is generated, acknowledged, and stored. In practice, this is the part a developer or tester uses to build call handling and charging behavior.

Advice of Charge (Information)

  • In the MSC, the request for generation of CAI applies to AoC initiation or charge modification, and the network generates and sends CAI while the call continues. This means charging advice can be updated during a call without stopping it.
  • In mobile equipment, charging calculations start as soon as possible after charging information is received, are amended according to GSM 02.24, and stop when the call ends. In practice, the handset must keep its local charging view in step with the network.
  • The reception of CAI is acknowledged only if the MS supports AoCI functionality, but the network does not act on that acknowledgment for AoCI. For implementers, the acknowledgment is informational rather than a trigger for network action.
  • AoCI is not applicable to emergency calls. This is important for call control logic and for validating special-call handling.
  • The HLR stores the logical state of AoCI per subscriber and transfers that state to the VLR when the subscriber registers, or when the state changes while registered. That keeps roaming and service provision aligned across network databases.
  • The VLR stores the service state information it receives from the HLR, and handover has no impact on the AoC control procedure. This means mobility events do not change the charging-advice control flow.

Advice of Charge (Charging)

  • In the MSC, the network sends CAI when AoCC is invoked, allows the call to proceed while waiting for acknowledgment, and uses timer T(AoC) to govern the wait. If the timer expires, the network initiates call clearing.
  • In mobile equipment, charging calculations again start, amend, and stop around receipt of charging information, and acknowledgment is only sent if the MS supports AoCC functionality. The practical effect is that the handset must react to charge information and keep the user-facing charging state current.
  • For mobile originated calls, the MS shall prevent call set-up if ACM is equal to or greater than ACMmax. This gives the device a hard charging limit before the call starts.
  • For mobile terminated calls, setup is allowed even when ACM is equal to or greater than ACMmax, but the call shall be released when the MS detects a chargeable call in that condition. This lets incoming calls ring through, then enforces the charging ceiling when chargeable service begins.
  • During an active call, if the MS detects that ACM is equal to or greater than ACMmax, it shall release the call. In practice, the handset must monitor accumulated charging during the call and disconnect when the limit is reached.
  • AoCC roaming restrictions apply when a subscriber first roams into an MSC area that does not support AoCC, or is subscribed while roaming there. The HLR marks roaming as restricted for that MSC area, preventing further mobile terminated traffic and making the MS unreachable until the restriction is removed in an AoCC-supporting area or when AoCC is withdrawn.

MSC charging data

  • Annex A requires the MSC to have access to tables used to generate CAI from service request, call destination, type of day, and time of day. For implementation, this is the data the MSC uses to calculate the advice sent to the mobile.

What terms does SIST EN 300 935 V7.0.1:2003 define?

SIST EN 300 935 V7.0.1:2003 uses the GSM abbreviations listed in GSM 01.04 and relies on a small set of core charging and database terms.

  • Advice of Charge (Information) (AoCI) - The AoC service that sends charging information so the mobile equipment can start or update charging calculations.
  • Advice of Charge (Charging) (AoCC) - The AoC service that applies charging control with call clearing behavior when acknowledgment does not arrive in time.
  • Charge Advice Information (CAI) - The charging information generated by the network and sent to the mobile equipment.
  • Mobile Switching Centre (MSC) - The network node where the AoC SDL diagrams describe call handling and CAI generation.
  • Home Location Register (HLR) - The subscriber database that stores the AoC logical state and informs the VLR when that state changes.
  • Visitor Location Register (VLR) - The local database that stores the AoC service state received from the HLR for a registered subscriber.

Who uses SIST EN 300 935 V7.0.1:2003?

SIST EN 300 935 V7.0.1:2003 is used by GSM core network engineers, mobile equipment implementers, and charging-system designers who need to implement AoC behavior in call control and charging advice. It is also useful for operators and service-provisioning teams that manage subscriber activation state, roaming restrictions, and state transfer between HLR and VLR.

Testing and quality teams use it to check that the MSC generates CAI correctly, that the handset starts, updates, and stops charging calculations at the right points, and that timer-driven call clearing and roaming restrictions behave as specified. Buyers and technical evaluators can use it to confirm whether a product or network supports AoCI, AoCC, and the related database behavior.

What changed in SIST EN 300 935 V7.0.1:2003 from the previous edition?

This version corresponds to the upgrade from Phase 2+ to Release 1998. The change history shows version 7.0.0 as the Release 1998 upgrade and version 7.0.1 as the publication update.

Which standards are used with SIST EN 300 935 V7.0.1:2003?

SIST EN 300 935 V7.0.1:2003 refers to these GSM documents, all for Release 1998 versions in this specification:

  • GSM 01.04 - Provides the abbreviations and acronyms used in the document.
  • GSM 02.24 - Gives the description of Charge Advice Information (CAI).
  • GSM 02.86 - Defines AoC supplementary services at Stage 1 and provides the service-level basis for this Stage 2 document.
  • GSM 03.11 - Gives the technical realization of supplementary services and the notation used for logical state descriptions and state transitions.

What does the SIST EN 300 935 V7.0.1:2003 document contain?

SIST EN 300 935 V7.0.1:2003 contains SDL diagrams for AoCI and AoCC in both the MSC and the mobile equipment, plus information flow diagrams that show how CAI moves through the system. It also includes state transition models for AoCI and AoCC, which are used when designing and validating subscriber service states.

Annex A provides the MSC tables used to calculate CAI, including units per interval, seconds per interval, scaling factor, unit increment, and related time and data interval tables. Annex B gives the change request history. Together, these parts support implementation, integration testing, and conformance checking of GSM charging advice behavior.

Charging calculations are stopped when the call ends for any reason.
The reception of the CAI shall be acknowledged only if the MS supports the AoCI functionality specified in GSM 02.24
and GSM 02.86, however the network does not action this acknowledgement in the AoC (Information) case.
