SIST EN 302 406 V7.1.1:2003 is the Slovenian adoption of ETSI EN 302 406 Version 7.1.1 for the GSM Cordless Telephony System (CTS), Phase 1. It specifies the layer 3 procedures at the CTS radio interface for Radio Resource (RR), Mobility Management (MM) and Call Control (CC) between the CTS mobile station and the CTS fixed part. Engineers, quality teams and integrators use it to implement, check and test CTS signalling on the Um reference point.

What does SIST EN 302 406 V7.1.1:2003 specify?

SIST EN 302 406 V7.1.1:2003 specifies CTS radio interface layer 3 procedures for circuit-switched services. It covers how the CTS mobile station and CTS fixed part exchange control messages, how they manage radio resources, and how they handle enrolment, attachment, authentication and call control.

The document is organized into:

  • Clauses 1-2: scope and references
  • Clause 3: definitions, abbreviations and random values
  • Clause 4: RR management
  • Clause 5: MM procedures
  • Clause 6: circuit-switched call control procedures
  • Clause 7: structured procedure examples
  • Clause 8: error handling
  • Clause 9: message functional definitions
  • Clause 10: message format and coding
  • Clause 11: system parameters
  • Annex A: default codings of information elements
  • Annex B: change history
AnnexWhat it covers
Annex ADefault codings of common, RR, MM and call control information elements
Annex BChange history

What are the key requirements of SIST EN 302 406 V7.1.1:2003?

Radio Resource procedures

SIST EN 302 406 V7.1.1:2003 defines how RR establishes, maintains and releases CTS-RR connections, including idle mode monitoring, paging, immediate assignment and dedicated-mode release. In practice, this is the core signalling used to set up and clear the radio link before higher-layer services can run.

Idle mode behaviour

In CTS-idle mode, the mobile station listens to the CTSBCH and, when required, the CTSPCH. The fixed part broadcasts cell and status information on the CTSBCH, while the mobile station answers alive-check requests on the CTSARCH. This is how a device stays reachable and can be selected by a suitable fixed part.

Dedicated mode operation

In dedicated mode, the standard uses a point-to-point CTS-RR connection and the SACCH for measurement reporting. It also defines handling of channel changes, channel mode modify, ciphering mode setting and RR connection release. For implementers, this means the signalling link can change channel configuration without losing control of the session.

Sequenced transfer and contention resolution

When messages may be duplicated during channel changes, the mobile station uses send sequence numbering so the fixed part can ignore repeats. The service request and contention resolution procedure uses a SABM/UA exchange on the main signalling link. This matters where several mobile stations access the same random access opportunity.

Mobility Management procedures

Clause 5 defines detach, de-enrolment, mutual authentication, CTSMSI update, enrolment, attach, re-attach and periodic attach update. These procedures control whether a mobile station is permitted to use a fixed part and how identity confidentiality is handled. In practice, they define the registration and identity management flow for a CTS installation.

Authentication, identity and enrolment

The fixed part starts mutual authentication, and the procedure may use CTSMSI first and then IMSI if needed. Enrolment requires user action on the fixed part and use of the CTS-PIN. This is the part a buyer or integrator checks when validating access control and subscriber rights.

Error handling and future compatibility

Clause 8 defines reactions to short messages, unknown transaction identifiers, unknown message types, mandatory information element errors and semantically incorrect contents. This helps keep implementations interoperable when messages are malformed or extended.

What terms does SIST EN 302 406 V7.1.1:2003 define?

  • CTS-idle mode - A state where the mobile station has no dedicated channel and listens to the CTSBCH and, when requested, the CTSPCH.
  • CTS-RR connection - The physical point-to-point radio resource connection used to carry upper-layer signalling.
  • CTSBCH - The CTS Beacon Channel, a downlink channel for cell-specific and fixed-part identification information.
  • CTSPCH - The CTS Paging Channel, a downlink channel used to send paging requests to mobile stations.
  • CTSARCH - The CTS Access Random Channel, an uplink channel used to request a dedicated control channel.
  • SAPI 0 - The service access point used for signalling information, including user-user information.
  • SAPI 3 - The service access point used for user short messages.
  • CTSMSI - The CTS Mobile Subscriber Identity used in enrolment, attach and other mobility procedures.

Who uses SIST EN 302 406 V7.1.1:2003?

SIST EN 302 406 V7.1.1:2003 is used by CTS terminal and fixed-part designers, radio protocol engineers, test laboratories and conformance teams. Network and product teams use it to implement RR, MM and CC signalling, while quality and certification teams use it to verify message exchange, timers, access control and error handling. It is also relevant to operators and system integrators working with CTS enrolment, attachment and authentication flows.

Which standards are used with SIST EN 302 406 V7.1.1:2003?

  • GSM 03.56 - Gives the CTS service description and the stage 2 context for the radio interface procedures.
  • GSM 03.52 - Defines the overall CTS radio interface description and control channels used by this standard.
  • GSM 04.03 - Defines the channel structures and access capabilities that the layer 3 procedures use.
  • GSM 04.05 and GSM 04.06 - Provide the data link layer services and specification used by CTS layer 3.
  • GSM 04.07 - Gives the general layer 3 framework, message format and error-handling model.
  • GSM 04.08 - Supplies general mobile radio interface layer 3 procedures and message handling referenced by CTS.
  • GSM 03.20 - Provides the security-related network functions used for authentication and identity protection.
  • GSM 11.10 and GSM 11.56 - Define conformance testing for the GSM-CTS radio interface signalling.

What does the SIST EN 302 406 V7.1.1:2003 document contain?

The document contains procedure descriptions, message definitions, coding rules, state-related behaviour and timer-driven sequences for CTS signalling. Clause 9 lists the messages for RR and MM, and clause 10 defines the general message format and information element coding. Clause 11 collects the timers and system parameters used by the procedures, while Annex A gives default codings for the information elements. Clause 7 adds worked procedure sequences such as paging, immediate assignment, mutual authentication, enrolment, attachment and mobile-originating call establishment.
