This document provides the common elements for basic time-critical messaging communications between devices in an automation environment. The term “time-critical” in this context means the prioritized full-duplex collision-free time-deterministic communication, of which one or more specified actions are required to be completed with some defined level of certainty. Failure to complete specified actions within the required time risks the failure of the applications requesting the actions, with attendant risk to equipment, plant, and possibly human life. This International Standard defines in an abstract way the externally visible service provided by the Type 21 data-link layer in terms of: a) the primitive actions and events of the service; b) the parameters associated with each primitive action and event, and the form that they take; and c) the interrelationships between these actions and events, and their valid sequences. The purpose of this document is to define the services provided to: - The Type 21 application layer at the boundary between the application and DLLs of the fieldbus reference model; - Systems management at the boundary between the DLL and the systems management of the fieldbus reference model.

L’IEC 61158-3-21:2019 fournit les éléments communs pour les communications de messagerie de base à temps critique entre des dispositifs dans un environnement d'automation. Le terme "à temps critique" dans ce contexte signifie la communication hiérarchisée par priorité et déterministe dans le temps sans collision en duplex intégral, dont l'une ou plusieurs actions spécifiées sont tenues d'être parachevées avec un certain niveau défini de certitude. Le manquement à parachever les actions spécifiées dans les limites du délai requis risque d'entraîner la défaillance des applications qui demandent ces actions, avec le risque concomitant pour l'équipement, la centrale et éventuellement pour la vie humaine.
La présente norme définit de manière abstraite le service visible de l'extérieur fourni par la couche liaison de données de type 21 en termes:
a) des actions et événements primitifs du service;
b) des paramètres associés à chaque action primitive et événement primitif, et la forme qu'ils prennent; et
c) des interrelations entre ces actions et événements, et leurs séquences valides.

Ta dokument določa skupne elemente za osnovne časovno kritične sporočilne komunikacije med napravami v avtomatizacijskem okolju. Izraz »časovno kritičen« v tem okviru pomeni prednostno časovno deterministično komunikacijo brez kolizije in s popolno hkratnostjo, v okviru katere se zahteva dokončanje enega ali več opredeljenih dejanj z določeno stopnjo gotovosti. Zaradi neuspešnega dokončanja opredeljenih dejanj v zahtevanem času je možna odpoved aplikacij, ki zahtevajo dejanja, pri čemer so ogroženi oprema, obrat in morda človeška življenja. Ta mednarodni standard na abstrakten način določa zunanje vidno opravilo, ki ga zagotavlja nivo podatkovnih povezav tipa 21 v zvezi s/z: a) primitivnimi dejanji in dogodki opravila; b) parametri, povezanimi z vsakim primitivnim dejanjem in dogodkom, ter obliko, ki jo prevzamejo; in c) medsebojno povezavo med temi dejanji in dogodki ter njihovimi veljavnimi zaporedji. Namen tega dokumenta je opredeliti opravila, ki se zagotavljajo za: – aplikacijski nivo tipa 21 na meji med aplikacijskim nivojem in nivojem podatkovnih povezav referenčnega modela procesnih vodil; – vodenje sistemov na meji med nivojem podatkovnih povezav in vodenje sistemov referenčnega modela procesnih vodil.

INTRODUCTION
This document is one of a series produced to facilitate the interconnection of automation
system components. It is related to other standards in the set as defined by the “three-layer”
fieldbus reference model described in IEC 61158-1.
Throughout the set of fieldbus standards, the term “service” refers to the abstract capability
provided by one layer of the OSI Basic Reference Model to the layer immediately above. Thus,
the data-link layer service defined in this document is a conceptual architectural service,
independent of administrative and implementation divisions.

Reference Model in guiding the development of data link protocols for time-critical
communications. A secondary objective is to provide migration paths from previously existing
industrial communications protocols.
