SIST ETS 300 113:1998/A1:1998 is the Slovenian adoption of Amendment 1 to ETS 300 113, published by SIST from the ETSI standard on Radio Equipment and Systems (RES). It covers land mobile radio equipment intended for the transmission of data and speech, with an antenna connector, and it sets the technical characteristics and test conditions used for EMC-related harmonisation and approval. It is mainly relevant to manufacturers, test laboratories, and approval authorities that need to assess this type of radio equipment.

What does SIST ETS 300 113:1998/A1:1998 specify?

SIST ETS 300 113:1998/A1:1998 specifies the changes needed to turn ETS 300 113 into a harmonised standard for the land mobile service. The amendment keeps the focus on radio equipment for data and speech transmission with an antenna connector and ties the document to EMC Directive use and national approval practice.

The amendment is organised as a short set of editorial changes plus two normative annexes.

AnnexWhat it covers
Annex GClauses and subclauses of ETS 300 113 relevant to compliance with essential requirements of Council Directive 89/336/EEC
Annex HERC Decision on approval regulations for this equipment, including Annex 1 on included parameters and Annex 2 on national channel-spacing adoption

The ERC Decision in Annex H also distinguishes between technical parameters that can be harmonised and items that remain subject to national licensing or frequency planning, such as frequency of operation, e.i.r.p., and some local operating limits.

What are the key requirements of SIST ETS 300 113:1998/A1:1998?

SIST ETS 300 113:1998/A1:1998 does not rewrite the whole technical standard; it identifies the parts that matter for EMC conformity and for national approval rules. In practice, it tells users which measurements and administrative decisions have to be aligned with ETS 300 113.

EMC-related clauses

Annex G links four parts of ETS 300 113 to the essential requirements of Council Directive 89/336/EEC: spurious emissions, spurious radiations, spurious response rejection, and blocking or desensitisation. For a manufacturer or test house, this means these clauses are the ones to check when demonstrating electromagnetic compatibility.

Approval-regulation parameters

Annex H states that approval regulations based on ETS 300 113 are to use the limit values and measurement methods for the spectrum-management parameters listed in its Annex 1. Those parameters cover transmitter behaviour, receiver performance, and duplex-operation limits. In practice, this is the checklist used for type approval and conformance testing.

Transmitter measurements

The transmitter items in Annex 1 include frequency error, carrier power variation, effective radiated power, adjacent channel power, spurious emissions, intermodulation attenuation, attack time, release time, and transient behaviour. These are the tests that show whether the transmitter stays within its intended operating limits and does not create unwanted interference.

Receiver measurements

The receiver items in Annex 1 include maximum usable sensitivity, average usable sensitivity, error behaviour at high input levels, co-channel rejection, adjacent channel selectivity, spurious response rejection, intermodulation response rejection, blocking or desensitisation, and spurious radiation. In practice, these measurements show how well the receiver works in crowded spectrum and near strong unwanted signals.

Duplex-operation checks

Annex 1 also covers receiver desensitisation and maximum usable sensitivity when transmission and reception happen at the same time, plus receiver spurious response rejection for duplex operation. That matters for equipment that sends and receives simultaneously and must not lose sensitivity while transmitting.

Channel-spacing options

Annex H records the national adoption of channel-spacing options for 12.5 kHz, 20 kHz, and 25 kHz. For users, this means the applicable channel plan depends on the administration and the band arrangement in force.

What terms does SIST ETS 300 113:1998/A1:1998 define?

  • Radio Equipment and Systems (RES) - The ETSI technical committee and series name used for this standard family.
  • European Telecommunications Standards Institute (ETSI) - The standards body that produced the original ETS 300 113 and this amendment.
  • European Conference of Postal and Telecommunications Administrations (CEPT) - The regional body whose administrations are expected to implement the approval decision.
  • European Radiocommunications Committee (ERC) - The body that issued the decision reproduced in Annex H.
  • Electromagnetic Compatibility (EMC) Directive - Council Directive 89/336/EEC, which the amendment links to the technical clauses in Annex G.
  • e.i.r.p. - Equivalent isotropically radiated power, a licensing-related transmitter parameter mentioned in the decision.
  • Channel spacing - The radio channel widths identified in the document as 12.5 kHz, 20 kHz, and 25 kHz.

Who uses SIST ETS 300 113:1998/A1:1998?

SIST ETS 300 113:1998/A1:1998 is used by manufacturers of land mobile radio equipment with antenna connectors, especially equipment intended for data and speech transmission. Test laboratories use it to choose the right transmitter and receiver measurements and to report results in a way that matches approval practice.

National approval authorities and spectrum administrators use it when writing or checking type approval regulations. It is also relevant to system integrators and buyers who need to know which channel spacing and regulatory conditions apply in a given market.

What changed in SIST ETS 300 113:1998/A1:1998 from the previous edition?

SIST ETS 300 113:1998/A1:1998 amends ETS 300 113 (1996), Second Edition. The amendment replaces the foreword, adds the statement that the technical specifications relevant to the EMC Directive are listed in Annex G, and inserts Annex H with the ERC Decision on approval regulations. It also adds the annex material that maps the relevant clauses and sets out the national channel-spacing adoption record.

Which standards are used with SIST ETS 300 113:1998/A1:1998?

SIST ETS 300 113:1998/A1:1998 is linked in the text to ETS 300 279, which together with ETS 300 113 is intended to become a harmonised standard. ETS 300 086 is named as the complementary standard for land mobile equipment intended primarily for analogue speech and combined speech/non-speech use.

The document also refers to CEPT Recommendation T/R 24-01 as the basis for ETS 300 113, T/R 25-08 for preferred mobile-radio band arrangements, and T/R 01-05 for transitional arrangements. Council Directive 89/336/EEC is the legal reference for the EMC-related annex.

What does the SIST ETS 300 113:1998/A1:1998 document contain?

The document contains the amended foreword, the normative Annex G table that maps ETS 300 113 clauses to essential requirements, and the normative Annex H ERC Decision. Annex H includes Annex 1, which lists the transmitter, receiver, and duplex-operation parameters to be included in approval regulations, and Annex 2, which records national adoption of channel-spacing options by administration.

It also contains the explanatory memorandum for the ERC Decision, which explains why common approval rules are needed and which regulatory items remain national matters. The closing pages provide the document history and publication data.

EXPLANATORY MEMORANDUM
1. INTRODUCTION
The free movement of radiocommunications goods and the provision of Europe-wide services for
radiocommunications are only achievable if there exist common regulations throughout Europe regarding availability
of frequency bands, approval requirements and border crossing procedures. A basic requirement to fulfil these
objectives is the Europe-wide implementation of regulations based on the European Telecommunications Standards
(ETSs) developed by the European Telecommunications Standards Institute (ETSI).
This Decision (ERC/DEC/(96)07) provides the necessary mechanism for CEPT Administrations to commit
themselves to implement, within their national regimes, European Telecommunications Standard 300 113 and
withdraw any conflicting national standard.
2. BACKGROUND
Both the ERC and ETSI are involved in the development of common regulations, as described in (1) above. The
Memorandum of Understanding between ERC and ETSI explains the respective responsibilities of the two
organisations and its annex describes the principles of co-operation. The ERC, for its part, should, inter alia, adopt
Decisions on the introduction of ETSI standards into approval regimes.
ETS 300 113 has been prepared by the Radio Equipment and Systems (RES) Technical Committee of ETSI. The
standard has undergone the ETSI standards approval procedure and is now published as an ETS.
The ETS, which is based on CEPT Recommendation T/R 24-01, is a general standard which may be superseded by
specific standards covering specific applications.
The use of the frequency range (30-1000 MHz) covered by ETS 300 113 is not harmonised within CEPT. Although
CEPT Recommendation T/R 25-08 provides preferred arrangements for some frequency bands designated for
mobile radio systems, administrations have adopted different arrangements, to meet national requirements, for
frequency bands, duplex separations and channel se
