SIST EN 300 947 V7.0.1:2003 is the Slovenian adoption of ETSI EN 300 947 version 7.0.1 for GSM Phase 2+ enhanced Multi-Level Precedence and Pre-emption service (eMLPP). It specifies Stage 3 procedures at the GSM radio interface for how eMLPP priority is signaled and handled in normal operation, registration, and interrogation.

For engineers and service providers, the document shows how the mobile station and network exchange priority information for mobile originated calls, mobile terminated calls, and voice group or broadcast calls.

What does SIST EN 300 947 V7.0.1:2003 specify?

SIST EN 300 947 V7.0.1:2003 specifies the procedures used at the radio interface, at reference point U, for the eMLPP supplementary service. It covers normal operation, invocation, registration, and interrogation.

The scope also makes one practical boundary clear: provisioning and withdrawal of supplementary services are administrative matters between the mobile subscriber and the service provider, and they do not create radio interface signaling. That matters when you are checking whether a feature belongs in handset/network behavior or in service administration.

The document is organized into:

  • Clause 1 - Scope
  • Clause 2 - References
  • Clause 3 - Definitions and abbreviations
  • Clause 4 - enhanced Multi-Level Precedence and Pre-emption (eMLPP)
  • Annex A - Change Request History
AnnexWhat it covers
Annex AChange Request History

What are the key requirements of SIST EN 300 947 V7.0.1:2003?

SIST EN 300 947 V7.0.1:2003 defines how priority is carried and acted on for several call cases. Clause 4 is the core of the document, and in practice it tells implementers what the handset, the paging process, and the network must include in signaling when eMLPP is used.

Mobile originated calls

Clause 4.1.1 says the mobile station can indicate the priority of each initiated call through an MMI function. If the user does not select a priority, or the mobile station is not compatible, the network applies the default priority level stored in the VLR. In practice, this means the handset and network must agree on whether a user-selected priority is present and must carry it in call setup signaling.

Mobile terminated calls

Clause 4.1.2 requires the network to page the mobile station in the normal way, but with the paging message also carrying the call priority. The SETUP message also includes the priority level. This matters for idle mobiles and for mobiles already processing other services, because the device may need to inspect the paging priority before deciding whether to respond.

Called party pre-emption

Clause 4.1.3 covers the case where the called subscriber has both eMLPP and Call Waiting (CW). The mobile station receives the new call priority together with the CW indication and decides whether pre-emption applies. If it does, the mobile station accepts the waiting call and sends a hold request for the ongoing call, which may be released if the hold procedure fails. This defines how emergency or higher-priority traffic can interrupt lower-priority communication.

Group and broadcast calls

Clauses 4.1.4 and 4.1.5 apply eMLPP to Voice Group Call Service (VGCS) and Voice Broadcast Service (VBS). The Group Call Reference (GCR) carries the priority level from the network, and the calling mobile station may also indicate a priority when establishing the call. For the called mobile stations, the notification messages include the related priority level. In practice, group and broadcast calls are controlled consistently across the calling and receiving sides.

Registration and interrogation

Clause 4.2 defines registration of the default eMLPP priority level in the network. The request includes the SS-Code for eMLPP and the default priority level, and the network returns acceptance or an error. Clause 4.3 allows the previous registration to be erased by registering a new default priority or by withdrawing the service administratively. Clause 4.5 lets the subscriber interrogate the maximum priority level allowed and the actual default priority level. Clause 4.4 states that activation and deactivation are not applicable.

What terms does SIST EN 300 947 V7.0.1:2003 define?

SIST EN 300 947 V7.0.1:2003 uses definitions from GSM02.67 and GSM03.67, and it uses the abbreviations in GSM01.04 plus a small set of service-specific terms.

  • eMLPP - enhanced Multi-Level Precedence and Pre-emption service; the supplementary service covered by the document.
  • MLPP - Multi-Level Precedence and Pre-emption; the priority concept on which eMLPP is based.
  • VGCS - Voice Group Call Service; the group call case that can carry eMLPP priority.
  • VBS - Voice Broadcast Service; the broadcast call case that can carry eMLPP priority.
  • Priority level - the call priority value used by the network and mobile station to set precedence.
  • Default priority level - the priority stored in the VLR and used when no user selection is provided.
  • GCR - Group Call Reference; the identifier that carries call identity and priority information for VGCS and VBS.
  • SS-Status - the supplementary service status parameter returned during interrogation.

Who uses SIST EN 300 947 V7.0.1:2003?

SIST EN 300 947 V7.0.1:2003 is used by GSM network engineers, handset and mobile station implementers, core network developers, and conformance or interoperability test teams. It is also relevant to service providers that provision supplementary services and need to understand how eMLPP behaves at the radio interface.

In practice, these users apply it when designing call control, paging behavior, priority indication, call waiting and pre-emption handling, and subscriber interrogation features.

What changed in SIST EN 300 947 V7.0.1:2003 from the previous edition?

The history identifies this document as the Release 1998 version of GSM 04.67. It shows the move from Release 1997 version 6.0.0 to Release 1998 version 7.0.0, followed by version 7.0.1 as the publication text update.

What does the SIST EN 300 947 V7.0.1:2003 document contain?

SIST EN 300 947 V7.0.1:2003 contains message-flow figures for mobile originated calls, mobile terminated calls, called party pre-emption, VGCS and VBS establishment, registration, and interrogation. It shows which signaling messages carry priority level information and where the network may substitute the default priority level.

Clause 4 also covers how the priority level appears in paging, SETUP, CALL PROCEEDING, CONNECT, and notification-related procedures. Annex A provides the change request history, which is useful for tracking the specification’s release evolution and publication updates.
