(Main)Electromagnetic compatibility and Radio spectrum Matters (ERM); Short Range Devices (SRD); Equipment for Detection and Movement; Tanks Level Probing Radar (TLPR) operating in the frequency bands 5,8 GHz, 10 GHz, 25 GHz, 61 GHz and 77 GHz; Part 2: Harmonized EN under article 3.2 of the R&TTE Directive
- Abstract
The present document specifies the requirements for Tank Level Probing Radar (TLPR) applications based on pulse RF, FMCW, or similar wideband techniques. The radar applications in the present document are limited to TLPRs operating as short range devices, in which the devices are installed in closed metallic tanks or reinforced concrete tanks, or similar enclosure structures made of comparable attenuating material, holding a substance, liquid or powder. TLPRs are only used for tank level measurement applications where TLPRs are radiating RF signals directly from the tank top downwards to the surface of a substance contained in a closed tank. Any radiation outside of the tank is caused by leakage and is considered as unintentional emission. The present document is intended to cover the provisions of Directive 1999/5/EC (R&TTE Directive) [1], article 3.2,which states that "….. radio equipment shall be so constructed that it effectively uses the spectrum allocated to terrestrial/space radio communications and orbital resources so as to avoid harmful interference". In addition to the present document, other ENs that specify technical requirements in respect of essential requirements under other parts of article 3 of the R&TTE Directive [1] may apply to equipment within the scope of the presentdocument.

SIST EN 302 372-2 V1.1.1:2006 is the Slovenian adoption of ETSI EN 302 372-2 for Tank Level Probing Radar (TLPR). It specifies harmonized requirements for TLPR short range devices in the GHz bands named in the title, so suppliers can show conformity with article 3.2 of the R&TTE Directive for use in closed tanks.
What does SIST EN 302 372-2 V1.1.1:2006 specify?
SIST EN 302 372-2 V1.1.1:2006 covers TLPR applications that use pulse RF, FMCW, or similar wideband techniques to measure level in closed metallic tanks, reinforced concrete tanks, or similar attenuating enclosures. The equipment is intended for top-down tank level measurement, and radiation outside the tank is treated as leakage and therefore as unintentional emission.
The document is organized into a short scope and references section, definitions, technical requirements, and compliance testing. It also includes a normative EN Requirements Table that links each essential requirement to its test specification.
| Annex | What it covers |
|---|---|
| Annex A | EN Requirements Table (EN-RT), used to map requirements and tests for presumption of conformity |
| Annex B | The EN title in the official languages |
| Annex C | Bibliography |
What are the key requirements of SIST EN 302 372-2 V1.1.1:2006?
SIST EN 302 372-2 V1.1.1:2006 mainly sets transmitter-related limits and the matching test approach. In practice, this means the supplier must declare the operating conditions, keep emissions within the allowed band limits, and show the equipment behaves as specified in the referenced tests.
Operating conditions and declared profile
Clause 4.1 ties compliance to the environmental profile declared by the supplier. The equipment must meet the technical requirements whenever it operates within that declared profile, so the declared installation and operating environment matters for conformity decisions.
Transmitter requirements
Clause 4.2.1.1 limits the frequency band of operation to the bounds given in EN 302 372-1. Clause 4.2.1.2 requires the provider to declare the transmit duty cycle and stay within the corresponding limits. Clause 4.2.1.3 limits equivalent isotropically radiated power, and clause 4.2.1.4 limits emissions. For buyers and integrators, this is the core radio-performance check: the radar must stay within the defined spectrum and power behavior for the chosen deployment.
Clause 4.2.1.5 makes the installation requirements from EN 302 372-1 normative. That matters because TLPR performance depends on how the antenna and tank installation are arranged, not only on the electronics.
Compliance testing
Clause 5 requires testing at representative points within the declared environmental profile, with enough variation to give confidence where performance changes with conditions. Clause 5.2 adopts the measurement interpretation rules from EN 302 372-1, which helps keep test results consistent across labs.
Clause 5.3 brings in the essential radio test suites. It covers normal and extreme test conditions, the test power source, choice of samples, and transmitter test suites for frequency band of operation, equivalent radiated power, and emissions. In practice, this is the part used by test laboratories when they prepare evidence for conformity assessment.
What terms does SIST EN 302 372-2 V1.1.1:2006 define?
SIST EN 302 372-2 V1.1.1:2006 uses the terms and definitions from the R&TTE Directive and EN 302 372-1. Key terms include:
- Tank Level Probing Radar (TLPR) - radar used to measure the level of a substance in a closed tank from the tank top downward.
- Short Range Devices (SRD) - the class of radio devices covered by the document’s scope.
- Electromagnetic compatibility and Radio spectrum Matters (ERM) - the ETSI domain for radio spectrum and compatibility issues.
- Radio equipment - equipment covered by the R&TTE framework for spectrum use and interference control.
- Equivalent isotropically radiated power - the radiated power measure used to limit transmitter output.
Who uses SIST EN 302 372-2 V1.1.1:2006?
SIST EN 302 372-2 V1.1.1:2006 is used by TLPR manufacturers, suppliers, and test laboratories. It is also relevant to compliance teams, quality managers, and buyers who need to verify that a tank radar can be installed in closed tanks and assessed against the article 3.2 radio-spectrum requirements. Installers and system integrators use the installation requirements when fitting the equipment to metallic or concrete tanks.
Which standards are used with SIST EN 302 372-2 V1.1.1:2006?
SIST EN 302 372-2 V1.1.1:2006 references Directive 1999/5/EC, which provides the legal basis for article 3.2 conformity. It also uses ETSI EN 302 372-1 as the companion part for technical characteristics, test methods, definitions, symbols, abbreviations, and the detailed limits and tests it cites. ETSI EN 301 489-1 and ETSI EN 301 489-3 provide the EMC framework for radio equipment and Short-Range Devices (SRD).
What does the SIST EN 302 372-2 V1.1.1:2006 document contain?
SIST EN 302 372-2 V1.1.1:2006 contains the harmonized radio requirements for TLPR and the test clauses that support them. Clause 4 gives the environmental profile and conformance requirements, while clause 5 gives the compliance testing approach, including normal and extreme test conditions and the transmitter test suites.
Annex A is the practical mapping tool: it links each essential requirement to the relevant clause and test specification and is used to complete the EN-RT for conformity work. Annex B gives the title in other official languages, and Annex C lists background references such as the bibliography.

The left hand edge of the figure shows the different clauses of article 3 of the R&TTE Directive [1].
For article 3.3 various horizontal boxes are shown. Dotted lines indicate that at the time of publication of the present
document essential requirements in these areas have to be adopted by the Commission. If such essential requirements
are adopted, and as far as long as they are applicable, they will justify individual standards whose scope is likely to be
specified by function or interface type.
The vertical boxes show the standards under article 3.2 for the use of the radio spectrum by radio equipment. The
scopes of these standards are specified either by frequency (normally in the case where frequency bands are
harmonized) or by radio equipment type.
For article 3.1b the diagram shows EN 301 489, the multi-part product EMC standard for radio used under the EMC
Directive.
For article 3.1a the diagram shows the existing safety standards currently used under the LV Directive and new
standards covering human exposure to electromagnetic fields. New standards covering acoustic safety may also be
required.
The bottom of the figure shows the relationship of the standards to radio equipment and telecommunications terminal
equipment. A particular equipment may be radio equipment, telecommunications terminal equipment or both. A radio
spectrum standard will apply if it is radio equipment. An article 3.3 standard will apply as well only if the relevant
essential requirement under the R&TTE Directive [1] is adopted by the Commission and if the equipment in question is
covered by the scope of the corresponding standard. Thus, depending on the nature of the equipment, the essential
requirements under the R&TTE Directive [1] may be covered in a set of standards.
The modularity principle has been taken because:
• it minimizes the number of standards needed. Because equipment may, in fact, have multiple interfaces and
functions it is not practicable to produce a single standard for each possible combination of functions that may
occur in an equipment;
• it provides scope for standards to be added:
- under articles 3.2 when new frequency bands are agreed; or
- under article 3.3 should the Commission take the necessary decisions;
without requiring alteration of standards that are already published;
• it clarifies, simplifies and promotes the usage of Harmonized Standards as the relevant means of conformity
assessment.
