SIST EN 300 925 V6.0.1:2003 is the Slovenian adoption of EN 300 925 Version 6.0.1 for the GSM Voice Group Call Service (VGCS) stage 1. It specifies how a predefined group of subscribers can use a half-duplex voice group call in the digital cellular telecommunications system, and it is written for network operators, service providers, and users such as dispatchers.

What does SIST EN 300 925 V6.0.1:2003 specify?

SIST EN 300 925 V6.0.1:2003 specifies the stage 1 service description for VGCS in GSM. In practice, that means it defines the service from the subscriber and user point of view: who may use it, how a group call starts and ends, and how it behaves with other GSM services.

The scope is limited to mobile stations and areas that have the technical capability and the relevant subscription to participate in VGCS calls. The document also states that normal GSM phase 2 mobile stations are not expected to support the service.

The standard is organized into clauses 1 to 8, plus one informative annex:

AnnexWhat it covers
Annex AStatus of Technical Specification GSM 02.68

Clause 1 gives the scope, clause 2 lists references, clause 3 defines terms and abbreviations, clauses 4 to 8 describe the service, and Annex A records the status history of GSM 02.68.

What are the key requirements of SIST EN 300 925 V6.0.1:2003?

SIST EN 300 925 V6.0.1:2003 defines VGCS as a half-duplex service for a predefined group call area and group ID. That matters because only one service subscriber may talk at a time, so the network has to control turn-taking and channel allocation.

Provision and network configuration

Clause 5.1 says VGCS is provided after prior arrangements with the service provider, and a subscription can include up to 50 group IDs. Clause 5.3 says each voice group call is pre-registered in the network with its group ID, group call area composition, dispatcher identities, and the group call reference used for COLP. In practice, operators must plan the service data in advance, not on the fly.

Call establishment and talk rights

Clause 5.4 and clause 4 set out the basic call behavior: the network automatically initiates the call when a service subscriber or dispatcher dials the designated short code or address. The calling subscriber gets an indication when the call is established, and under normal conditions the uplink assignment for a service subscriber who wants to talk is performed within 300 ms after the request. This is important for user experience and for applications where quick floor control matters.

VGCS allows only one talking service subscriber at a time, but up to five dispatchers may talk simultaneously. Listeners hear the combined voices. Service subscribers who want to speak must request the floor, while dispatchers can talk without asking.

Security, priority, roaming, and release

Clause 4 states that authentication is mandatory at GSM call set-up, although it may be delayed for faster VGCS setup. Confidentiality on the radio path is optional. The same clause also applies eMLPP priorities and pre-emption, so priority handling is part of the service design.

VGCS also supports roaming through supra-PLMN group IDs, which must be coordinated between operators and known in the network and SIM. Clause 4 and clause 5.4 also require release on demand, automatic release after selectable voice inactivity, and continued network maintenance of the call if the active uplink user leaves the group call area.

Service interactions and exceptions

Clause 6 describes failure handling if the subscriber is not entitled or the service cannot be provided. Clause 7 then states how VGCS interacts with other GSM services such as CLIP, CLIR, COLP, COLR, call forwarding, call waiting, hold, MPTY, barring, ECT, SMS, and ODB. For implementation, this clause is the main checklist for conflicts and overrides.

What terms does SIST EN 300 925 V6.0.1:2003 define?

  • Voice Group Call Service (VGCS) - A speech service for a predefined group in which one service subscriber talks at a time on the radio link.
  • Group ID - A numerical classification used to identify the subscribed voice group.
  • Group call area - A predefined cluster of cells where a particular VGCS call is distributed.
  • Service subscriber - A mobile subscriber who has subscribed to VGCS.
  • Dispatcher - A fixed-line or mobile user pre-identified in the network who receives and can initiate certain VGCS calls.
  • Public Land Mobile Network (PLMN) - The mobile network context used for defining group IDs and group call areas.
  • Subscriber Identity Module (SIM) - The SIM stores items such as group selection lists and, where applicable, nominated acknowledgement data.

Who uses SIST EN 300 925 V6.0.1:2003?

SIST EN 300 925 V6.0.1:2003 is used by network operators and service providers that offer VGCS subscriptions. They use it to configure group IDs, define group call areas, register dispatchers, and set the rules for roaming, priority, and call interaction.

It is also relevant to GSM system designers and operations teams that need to handle group communications with controlled floor access. The examples in the standard point to uses where group notification and priority handling matter, such as emergency-style group calls.

What changed in SIST EN 300 925 V6.0.1:2003 from the previous edition?

SIST EN 300 925 V6.0.1:2003 is the Release 1997 version of GSM 02.68, and the scope identifies it as an upgrade from Phase 2+ to Release 1997. Annex A gives the status history of GSM 02.68 through earlier versions up to version 6.0.0.

Which standards are used with SIST EN 300 925 V6.0.1:2003?

  • GSM 01.04 - Provides the abbreviations and acronyms used in the document.
  • GSM 02.67 - Defines the stage 1 description of enhanced Multi-Level Precedence and Pre-emption service (eMLPP), which VGCS uses for priority handling.

What does the SIST EN 300 925 V6.0.1:2003 document contain?

The document contains a logical concept figure for VGCS, which shows the relationship between group IDs, group call areas, service subscribers, and dispatchers. It also contains a long clause on interactions with GSM services, making it useful as a service-behavior reference during design and integration.

Clause 5 covers provision, withdrawal, network configuration, call establishment, and charging notes. Clause 6 covers unsuccessful outcomes and exceptional cases, while clause 7 is the main interaction matrix for supplementary services and barring features. Annex A provides the version and status history of GSM 02.68 for traceability.

This term is used synonymously with the term"VGCS call".service subscriber: Mobile subscriber which subscribes to the VGCS.group identification (group ID): A numerical classification. The maximum number of group IDs which can be definedin one PLMN depends on the maximum number of group call areas defined in this PLMN. The maximum number ofgroup IDs and group call areas combined is 108, Service subscriber shall be provided with one or up to 50 group IDs.dispatcher: Particular fixed line or mobile users are identified within the network as dispatchers. Dispatchers shallreceive all voice group calls to a certain group ID in a group call area (this shall be done automatically by the network). In addition they can initiate voice group calls to a group ID in a group call area.Dispatchers shall be connected to a voice group call by means of standard links via radio or via an ISDN. They shall becalled by their ISDN or MSISDN number, respectively. When dispatchers initiate voice group calls, they shall call aparticular MSISDN number which is related to a group ID and group call area. Dispatchers using the GSM network canbe located outside of this group call area. The identities of the dispatchers are exclusively predefined in the network by the service provider. There will be none orup to five dispatchers involved in a particular voice group call.destination subscriber: Service subscriber or dispatcher to which the VGCS call is directed.calling subscriber: Service subscriber or dispatcher which originates the VGCS call.group call area: Predefined area composed of one or a cluster of cells to which a particular VGCS call is distributed. The maximum number of group call area IDs which can be defined in one PLMN depends on the maximum number ofgroup IDs defined in this PLMN. The maximum number of group IDs and group call areas combined is 108, Thecomposition of a group call area is predefined in the network by the service provider. Changing of cell allocation in thenetwork due to operational reasons will need an adaptation of the group call area definition. The group call area mayinclude more then one MSC area and cells of more than one PLMN.group call member: Any service subscriber or dispatcher participating in an on going voice group call.3.2AbbreviationsAbbreviations used in the present document are listed in GSM 01.04.4DescriptionThe VGCS is defined in the following. Figure 1 gives an explanation of the logical concept of the VGCS.a)The VGCS enables a calling subscriber to establish a voice group call to destination subscribers belonging to apredefined group call area and group ID.NOTE 1:The service is provided by use of half duplex transmission mode.Applications for voice group call services typically involve multiple group members in a small group call area, for which the VGCS should provide spectrum efficient solutions.b)The calling subscriber as well as the destination subscribers may be any service subscriber which has subscribedto the related group ID or any dispatcher who is entitled to it by his identity which shall be registered in thenetwork.c)Destination subscribers are all service subscribers or a group of service subscribers identified by the called groupID which have their present location in the group call area, and pre-registered dispatchers. Destination servicesubscribers shall be notified with the group ID, not by paging the subscriber individually. Dispatchers shall becalled individually with their identity.Service subscribers may become late destination subscribers when entering the group call area within 500 msafter reception of the first notification message related to the VGCS call.
