SIST ETS 300 926 E3:2003 is the Slovenian adoption of ETS 300 926, the ETSI European Telecommunication Standard for the Global System for Mobile communications (GSM) Voice Broadcast Service (VBS) at Stage 1. It describes the service from the user and subscriber point of view, including who can start a broadcast call, how speech is distributed to a predefined area, and how the service interacts with GSM features.
What does SIST ETS 300 926 E3:2003 specify?
SIST ETS 300 926 E3:2003 specifies the Stage 1 description of VBS for GSM Phase 2+. VBS lets one calling subscriber send speech, or other signals carried by the speech codec, to all entitled destination subscribers in a predefined geographic group call area.
The standard focuses on service behaviour, not on Man-Machine Interface (MMI) details. It also limits itself to the interactions covered in the service clauses; other services and network interactions are outside its scope.
| Annex | What it covers |
|---|---|
| Annex A | Status of Technical Specification GSM 02.69 |
The document is organized into scope, normative references, definitions and abbreviations, description, normal operation, exceptional procedures, interaction with GSM services and features, and interworking considerations.
What are the key requirements of SIST ETS 300 926 E3:2003?
VBS in this standard is a network-defined broadcast service. The network uses a group ID and a group call area, and the call is delivered only to subscribers and dispatchers who are entitled and located in the right area.
Provision, subscription and configuration
Clause 5 says VBS is provided after prior arrangements with the service provider, with assignment of group IDs to the subscriber. A subscription shall not provide more than 50 group IDs, so operators need to manage user profiles and group membership carefully.
Clause 5.3 defines network-related service configuration. It includes the group ID, the composition of the group call area, dispatcher identities connected to the area, dispatcher identities allowed to initiate calls, the broadcast call reference identity used for COLP, and any dispatcher identities for optional acknowledgement routing.
Call establishment and call behaviour
Clause 5.4 describes automatic initiation when a service subscriber or dispatcher dials a specific short code or address. The network then establishes the broadcast call, informs the calling subscriber that the call is ready, and starts delivery to the destination subscribers in the area.
A service subscriber who leaves the group call area during an ongoing VBS call stops being a destination subscriber, while a subscriber who enters the area becomes one within 500 ms after the first notification message. In practice, this means the network must track location changes during the call and update who receives the broadcast.
Authentication, priority and roaming
The description in clause 4 says authentication at call setup is mandatory, but authentication of the calling subscriber at invocation may be delayed to speed up call establishment. Destination subscribers are not authenticated, and confidentiality on the radio path is optional.
Clause 4 also ties VBS to enhanced Multi-Level Precedence and Pre-emption service (eMLPP), so priority and pre-emption levels follow GSM 02.67. VBS is also supported in roaming through supra-PLMN group IDs, which must be coordinated between network operators and known in the network and SIM.
Acknowledgement and charging
Clause 4 allows acknowledgement of receipt as an application option for certain priority calls. The acknowledgement is sent after the call ends and records when reception started and terminated, so this is useful where proof of receipt matters.
Clause 5.5 says there are no additional charging requirements. Normal event data according to GSM 12.05 may be recorded as a network option, either per calling subscriber or for all VBS calls to one group ID in a specific group call area.
Failure handling and feature interactions
Clause 6 covers failure cases when the subscriber is not entitled or the network cannot provide the service. It also gives the rule for partial establishment: if all cells cannot be reached in time, the call may still count as established once at least the originating cell, or one cell in the group call area for a dispatcher-originated call, is included.
Clause 7 explains how VBS interacts with services such as CLIP, CLIR, COLP, COLR, CFU, CFB, CFNRy, CFNRc, CW, HOLD, MPTY, CUG, AoC, BAOC, BOIC, BOIC-exHC, BAIC, BIC-Roam, ECT, SMS and ODB. For users, this section tells you which existing GSM features apply unchanged, which are ignored, and where the network may override them.
What terms does SIST ETS 300 926 E3:2003 define?
- network operator - The entity that provides the network elements and resources used to execute VBS.
- service provider - The entity that offers VBS for subscription; the network operator may also be the service provider.
- service subscriber - A mobile subscriber who subscribes to VBS and may receive, and in some cases initiate, broadcast calls.
- voice broadcast call - One VBS call instance initiated by a VBS subscriber; the standard uses this term as the broadcast call itself.
- group ID - The numerical classification used to identify the subscribed group for broadcast delivery.
- dispatcher - A predefined fixed or mobile user who can receive all calls for a group ID in a group call area and may also initiate them.
- group call area - The predefined set of one or more cells where a particular VBS call is distributed.
- destination subscriber - A service subscriber or dispatcher to whom the VBS call is directed.
Who uses SIST ETS 300 926 E3:2003?
Network operators use this standard to configure group IDs, group call areas, authentication handling, priority behaviour and feature interactions. Service providers use it to define what a VBS subscription includes and how dispatcher rights are assigned.
Engineers and system integrators use it when implementing call establishment, location-based delivery, roaming support and interaction with GSM supplementary services. Quality managers and buyers use it to check whether a GSM network or service offering supports broadcast calls in the way this service description expects.
Which standards are used with SIST ETS 300 926 E3:2003?
| Reference | What it contributes |
|---|---|
| GSM 01.04 | Abbreviations and acronyms used in the standard |
| GSM 02.67 | Stage 1 description of enhanced Multi-Level Precedence and Pre-emption service (eMLPP) |

What does the SIST ETS 300 926 E3:2003 document contain?
The document contains a logical concept figure for VBS and textual procedures for how the service works in normal and exceptional cases. Clause 5 covers provision, withdrawal, network configuration, call establishment and charging, while clause 6 covers unsuccessful setup and partial establishment rules.
Clause 7 is a detailed interaction section that shows how VBS behaves with CLIP, CLIR, COLP, COLR and the main GSM supplementary services. Annex A gives the status history of GSM 02.69.

Page 8ETS 300 926 (GSM 02.69 version 5.2.1 Release 1996): November 19983Definitions and abbreviations3.1DefinitionsFor the purposes of this ETS, the following definitions apply:network operator: Entity which provides the network operating elements and resources for the executionof the VBS.service provider: Entity which offers the VBS for subscription. The network operator may be the serviceprovider.service subscriber: Mobile subscriber which subscribes to the VBS.voice broadcast call: An instance of the VBS initiated by a VBS subscriber. This term is usedsynonymously with the term "VBS call".group identification (group ID): A numerical classification. The maximum number of group IDs whichcan be defined in one PLMN depends on the maximum number of group call areas defined in this PLMN.The maximum number of group IDs and group call areas shall be 108, Service subscriber shall beprovided with one or up to 50 group IDs.dispatcher: Particular fixed line or mobile users are identified within the network as dispatchers.Dispatchers shall receive all voice broadcast calls to a certain group ID in a group call area (this shall bedone automatically by the network). In addition they can initiate voice broadcast calls to a group ID in agroup call area.Dispatchers shall be connected to a voice broadcast call by means of standard links via radio or viaan ISDN. They shall be called by their ISDN or MSISDN number, respectively. When dispatchersinitiate voice broadcast calls, they shall call a particular MSISDN number which is related to a groupID and group call area. Dispatchers using the GSM network can be located outside of this groupcall area. The identities of the dispatchers are exclusively predefined in the network by the service provider. There will be none or up to five dispatchers involved in a particular voice broadcast call.destination subscriber: Service subscriber or dispatcher to which the VBS call is directed.calling subscriber: Service subscriber or dispatcher which invokes the VBS call.group call area: Predefined area composed of one or a cluster of cells, to which a particular VBS call isdistributed. The maximum number of group call area IDs which can be defined in one PLMN depends onthe maximum number of group IDs defined in this PLMN. The maximum number of group IDs and groupcall areas combined shall be 108, The composition of a group call area is predefined in the network by theservice provider. Changing of cell allocations in the network due to operational reasons will need anadaptation of the group call area definition. The group call area may include cells of more then one MSCarea and cells of more than one PLMN.3.2AbbreviationsAbbreviations used in this ETS are listed in GSM 01.04.SIST ETS 300 926 E3:2003
Page 9ETS 300 926 (GSM 02.69 version 5.2.1 Release 1996): November 19984DescriptionThe VBS is defined in the following. Figure 1 gives an explanation of the logical concept of the VBS.a)The VBS enables a calling subscriber to send speech unidirectional and simultaneously to allentitled dispatchers and to destination subscribers belonging to a predefined group call area whohave a subscription to the applicable group ID.b)The calling subscriber may be any service subscriber which has subscribed to the related group IDand is entitled to establish a voice broadcast call by his subscription or any dispatcher who isentitled for it by his identity which shall be registered in the network. The destination subscriber may be any service subscriber which has subscribed to the relatedgroup ID or any dispatcher who is entitled for it by his identity which is registered in the network.c)The broadcast call shall be established in a group call area which is comprised of one or a cluster ofcells. Group call areas shall be predefined in the network by the service provider, co-ordinated bythe network operator. In case of a service subscriber initiating a VBS call, the group call area is uniquely identified by theactual cell in which the service subscriber resides at the moment of VBS call initialization and by thecalled group ID.A dispatcher initiating a VBS call will be connected to a related predefined group call area. Theentitlement of the dispatcher is checked by the network element responsible for the voice broadcastcall management by verification of the calling identity. Since a dispatcher may be registered to morethan one group call area and group ID an indication of the wanted group call area
and group ID hasto be given in form of a dedicated address called by the dispatcher.
