- Abstract
The Call Forwarding on Not Reachable (CFNRc) supplementary service enables a served user to have the network redirect to another user calls which are addressed to the served user's ISDN number for the phase 1 of CTM. The CFNRc supplementary service operate on all calls. The served user's ability to originate calls is in principle unaffected by the CFNRc supplementary service.

SIST EN 302 094-1 V1.1.3:2005 is the Slovenian adoption of ETSI EN 302 094-1 V1.1.3. Published by SIST, it specifies the stage 3 protocol for the Call Forwarding on Not Reachable (CFNRc) supplementary service for Cordless Terminal Mobility (CTM) phase 1, using DSS1 and SS7 signalling at the T reference point or coincident S and T reference point.
It is intended for service providers, network operators, and equipment implementers that need to support call diversion when a cordless terminal is not reachable.
What does SIST EN 302 094-1 V1.1.3:2005 specify?
SIST EN 302 094-1 V1.1.3:2005 defines the protocol procedures and switching functions for CFNRc in CTM phase 1. It covers the signalling application for DECT-based mobility management and DECT access to GSM via ISDN, and it applies to equipment at either side of a T reference point or a coincident S and T reference point.
The document is organized into 14 clauses and two annexes. Part 1 is the protocol specification, and the foreword identifies Part 2 as the PICS proforma specification.
| Annex | What it covers |
|---|---|
| A | Informative signalling flows for CFNRc invocation and service operation |
| B | Normative ROSE operation and ASN.1 definitions for the encapsulated generic stimulus protocol |
What are the key requirements of SIST EN 302 094-1 V1.1.3:2005?
Provision, subscription, and service profile
Clause 6.1 says CFNRc is provided by prior arrangement with the service provider, and the network keeps a service profile for each subscriber. Withdrawal is done at the subscriber’s request or for service-provider reasons. In practice, operators need a subscriber record that controls which CFNRc features are active.
Table 1 fixes the subscription options used with CFNRc. The served user does not receive forwarded-call notification, the calling user may be notified of diversion without the diverted-to number, reminder notification on outgoing calls is not used, and the diverting number may be released to the diverted-to user. That tells implementers which service features to suppress or expose.
Call diversion limits and invocation
Table 2 sets the network provider option for the maximum number of diversions for a single call, with an upper limit of five. All diversion types count toward that limit. This matters when a call is forwarded through multiple networks or services.
Clause 9.2 says CFNRc is invoked after activation when an incoming call meets one of three exception conditions - congestion, pagingFailure, or radioConnectionFailure. In practice, CFNRc is the fallback when the cordless terminal cannot be reached on the air interface.
Registration and service control signalling
Clause 9.1 requires the served user to establish a call, then send an EncapsulatedStimulus invoke component inside a FACILITY message. No Called party number information element is provided. If the network completes the operation, it can return an EncapsulatedStimulus component with Display information; if not, it can return a failure indication the same way. This is the control path for registration, erasure, activation, deactivation, and interrogation.
Diversion handling and user notifications
Clauses 9.2.1 to 9.2.5 follow the diversion procedures of EN 300 207-1, with CFNRc-specific limits. The calling user may be notified of diversion, and the diverted-to user may be identified, but the summary condition is restricted when CFNRc is involved. The served user receives no forwarded-call notification and no reminder notification. In practice, the implementation must hide or limit some diversion details.
Interworking with private ISDNs
Clause 10 adapts the diversion procedures for private ISDN interworking. When CFNRc is involved, the reason for diversion is treated as "unknown" in the specified public/private cases. Clause 10.6 also restricts T reference point procedures to the whole private network, so network-wide rather than per-user requests are the rule in that case.
Coding and state handling
Clause 7 points to annex B for coding requirements, and clause 14 bases the SDL on ETS 300 403-2 with specific CFNRc exceptions. The INFO-REQUEST primitive uses FACILITY instead of INFORMATION in states U2 and U10. That is the part implementers use to build the message handling and state machine behaviour.
What terms does SIST EN 302 094-1 V1.1.3:2005 define?
- Call Forwarding on Not Reachable (CFNRc) - a supplementary service that forwards calls only when the served user’s cordless terminal is not reachable.
- Served user - the user to whom CFNRc is provided.
- Diverted-to user - the user who receives the redirected call, whether forwarding or deflection is used.
- Cordless Terminal Mobility (CTM) - the ability of a cordless terminal to move within and between Fixed Parts while still using network services.
- Fixed Part (FP) - the physical grouping that contains the cordless network elements between the local network and the air interface.
- Portable Part (PP) - the physical grouping between the user and the air interface.
- Portable identity - the identity used by mobility management services to identify a subscriber unambiguously.
Who uses SIST EN 302 094-1 V1.1.3:2005?
This standard is used by network operators and service providers that offer CFNRc on public ISDN or GSM access. It is also used by equipment vendors building switches, access nodes, and cordless terminals that must exchange DSS1 or SS7 signalling correctly.
Test engineers use it to validate registration, activation, invocation, and diversion behaviour, including FACILITY and ROSE encoding. It is also relevant to teams working on DECT, CTM, and private ISDN interworking.
Which standards are used with SIST EN 302 094-1 V1.1.3:2005?
- EN 301 144-1 - provides the CTM signalling application on the alpha interface and the SDL baseline used in clause 14.
- EN 300 207-1 - provides the core diversion supplementary service procedures reused for collection, notification, and diverted-to-user handling.
- EN 300 196-1 - provides the generic functional protocol framework and the ROSE/Facility encoding base used in annex B.
- EN 300 195-1 - defines supplementary service interactions.
- ETS 300 403-2 - provides the SDL diagrams used as the basis for the CFNRc state handling.
- ETS 300 788 - provides DECT access to GSM via ISDN functional capabilities and information flows.
- ITU-T I.411, I.210, I.130, I.112 - supply the ISDN interface, service, and vocabulary framework used by the standard.
What does the SIST EN 302 094-1 V1.1.3:2005 document contain?
The body covers service description, operational requirements, coding, state definitions, signalling procedures, interworking with private ISDNs, interactions with other networks, interactions with other supplementary services, parameter values, and SDL diagrams.
Annex A gives signalling flow examples for invocation and service operation. Annex B defines the ROSE operation and the ASN.1 structures for the encapsulated generic stimulus protocol, including the FACILITY-based carrying of keypad and display information.
The document also includes table-based subscription and network provider options, plus normal and exceptional procedures throughout the signalling clauses.

ETSIETSI EN 302 094-1 V1.1.3 (1999-09)61ScopeThe present document specifies the stage 3 of the Signalling application for the mobility management service for thephase 1 of Call Forwarding on Not Reachable (CFNRc) supplementary service. The mobility management servicefunctions include Cordless Terminal Mobility (CTM) for CTM phase 1 (DECT/GAP limitation) and DECT access toGSM via an ISDN user-network interface at the T reference point or coincident S and T reference point (as defined inITU-T Recommendation I.411 [4]) by means of the Digital Subscriber Signalling System No. one (DSS1) protocol.Stage three identifies the protocol procedures and switching functions needed to support a telecommunicationservice (see CCITT Recommendation I.130 [2]).The Call Forwarding on Not Reachable (CFNRc) supplementary service enables a served user to have the networkredirect to another user calls which are addressed to the served user's ISDN number. After the Call Forwarding on NotReachable (CFNRc) supplementary service has been activated, calls are forwarded only if the served user's cordlessterminal is not reachable. The Call Forwarding on Not Reachable (CFNRc) supplementary service operates on all calls. The served user's ability to originate calls is in principle unaffected by the Call Forwarding on Not Reachable (CFNRc)supplementary service.NOTE:Practically the served user's ability to originate calls is affected if there is radio congestion or if the serveduser's cordless terminal is for example out of radio coverage. The signalling application for phase 1 describes the mobility management procedures required to allow users of cordlessterminals to be mobile within and between networks. Whenever radio coverage is provided and the cordless terminal hasappropriate access rights, the user is able to make calls from and to receive calls at any location within the network. The signalling application for phase 1 is applicable to the telephony 3,1 kHz teleservice (ETS 300 111 [19]), speechbearer service (ETS 300 109 [17]) and 3,1 kHz audio bearer service (ETS 300 110 [18]).Further parts of EN 302 094 specify the method of testing required to identify conformance to the present document. The present document is applicable to equipment supporting the signalling application for the alpha interface or the betainterface, to be attached at either side of a T reference point and coincident S and T reference point when used as anaccess to the public ISDN or GSM.2ReferencesThe following documents contain provisions which, through reference in this text, constitute provisions of the presentdocument.· References are either specific (identified by date of publication, edition number, version number, etc.) ornon-specific.· For a specific reference, subsequent revisions do not apply.· For a non-specific reference, the latest version applies.· A non-specific reference to an ETS shall also be taken to refer to later versions published as an EN with the samenumber.[1]ITU-T Recommendation I.112 (1993): "Vocabulary of terms for ISDN".[2]CCITT Recommendation I.130 (1988): "Method for the characterization of telecommunicationservices supported by an ISDN and network capabilities of an ISDN".[3]ITU-T Recommendation I.210 (1993): "Principles of telecommunication services supported by anISDN and the means to describe them".[4]ITU-T Recommendation I.411 (1993): "ISDN user-network interfaces - Reference configurations".[5]CCITT Recommendation X.208 (1988): "Specification of Abstract Syntax NotationOne (ASN.1)".SIST EN 302 094-1 V1.1.3:2005
