ETSI ES 283 018 V2.3.1 (2008-06) - Telecommunications and Internet converged Services and Protocols for Advanced Networking (TISPAN); Resource and Admission Control: H.248 Profile for controlling Border Gateway Functions (BGF) in the Resource and Admission Control Subsystem (RACS); Protocol specification
SIST ES 283 018 V2.3.1:2009 is the Slovenian standard identical to ETSI ES 283 018 V2.3.1. It specifies an H.248.1 profile for controlling Border Gateway Functions (BGF) in the Resource and Admission Control Subsystem (RACS), at the Ia reference point between the Service Policy Decision Function (SPDF) and the BGF. It is intended for implementers of NGN/TISPAN control, media gateway, and policy systems that need a common protocol profile for gateway admission and resource control.
What does SIST ES 283 018 V2.3.1:2009 specify?
SIST ES 283 018 V2.3.1:2009 defines how the Gateway Control Protocol (H.248.1) is profiled for BGF control. The scope ties the profile to the BGF role defined in ES 282 003 and to the Ia reference point used by the SPDF to request services from the BGF.
The document is organized from architecture and profile description into detailed command procedures and then informative annexes. The main body covers applicability, termination naming, descriptors, commands, transport, security, packages, SDP usage, session-dependent procedures, non-session-related use cases, and session-independent procedures.
| Annex | What it covers |
|---|---|
| Annex A | General explanation of the point-to-point session model and the relationship between gates and H.248 streams |
| Annex B | Comparison between ES 283 018 V1.1.4 and TS 102 333 |
| Annex C | Differences between ES 283 018 V1.1.4 and the present profile version |
| Annex D | Example IP processing model for an H.248 (IP, IP) context |
| Annex E | Guidelines for Ia-to-Gq' mapping |
What are the key requirements of SIST ES 283 018 V2.3.1:2009?
The profile fixes the H.248 control model, the termination naming scheme, and the package set that the BGF and SPDF use on the Ia interface. In practice, this tells an implementer how to create terminations, which messages are allowed, what transport to use, and which control functions the BGF must expose.
Control model and context rules
The profile uses ITU-T Recommendation H.248.1 Version 3. Version 3 is required because the profile may use stream statistics.
The connection model is point-to-point: the maximum number of terminations per context is 2, and the allowed termination type combination is (IP,IP). This matters because the implementation is built around a simple IP-to-IP media path rather than multipoint mixing.
Context attributes are tightly constrained. Priority Indicator is supported with values 0 to 15, and Emergency Indicator is supported as ON/OFF. Topology, IEPS Indicator, ContextAttribute Descriptor, ContextIdList Parameter, and AND/OR Context Attribute are not used in this profile.
Terminations and naming
The IP Termination name is structured as ip/<group>/<interface>/<id>. The Group field is an integer from 0 to 255, the Interface field is a string of up to 51 alphanumeric characters, and the Id is a non-zero 32-bit integer.
This naming structure supports wildcarding and operational grouping. The document explains both strict and partial relationships between group and interface, which affects how the MGC can issue wildcarded audit or ServiceChange commands when hardware failures or selective audits occur. For the reader, that means termination numbering is not just a label - it is part of the operational control model.
The profile also states that the CHOOSE wildcard for Id must be used in ADD.request, while the MG manages the usable Id range. That is important when allocating termination identifiers automatically.
Commands, descriptors, and transaction limits
The profile supports the core H.248 commands used for gateway control: Add, AuditValue, Modify, Notify, ServiceChange, and Subtract. Table 35 also shows which commands can target IP and ROOT terminations and where wildcarding is allowed.
Transactions are small and bounded. The profile allows only one transaction request/reply/response-ack/segment reply per message, and at most 2 commands per transaction request and 2 per transaction reply. AuditValue may be marked optional, and Subtract may be wildcarded. In practice, this keeps control messages simple and predictable.
The command tables also show which descriptors appear in requests and replies. The profile uses H.248 descriptors such as Local, Remote, Stream, Media, Statistics, Events, ObservedEvents, ServiceChange, and Error, while several audit combinations are restricted by the profile rules.
Transport, monitoring, and security
SCTP is the recommended transport and UDP is optional. Segmentation is inherent in SCTP, while UDP segmentation is optional and depends on the Segmentation package. Control association monitoring is also transport-dependent: SCTP provides it inherently, while UDP relies on H.248.14 or an empty AuditValue on ROOT.
Table 66 lists Security as none. That is a direct profile statement and means the H.248 profile itself does not define security services.
Packages and functional behavior
The profile includes mandatory and optional H.248 packages, and the SPDF may use package audit to discover which optional packages the BGF supports. The package set includes, among others, gate management, traffic management, IP NAPT traversal, MPLS, VLAN, MGC information, inactivity, segmentation, RTP, application data inactivity detection, IP domain connection, media gateway overload control, hanging termination detection, and statistic conditional reporting.
These packages carry the practical behavior of the profile: gate opening and closing, NAT traversal, QoS marking, resource reservation, policing, statistics, inactivity detection, overload handling, and recovery behavior. For implementers, the package list is the checklist for feature support.
SDP usage
The profile also constrains SDP usage. It requires specific handling of the protocol version line, connection line, and bandwidth line. The bandwidth value uses the AS modifier and represents the IP-layer bandwidth for the H.248 stream; for RTP flows, the bandwidth can include both RTP and RTCP when the RTP-specific behavior of the Gate Management package is used.
The profile gives guidance for optional SDP elements such as origin, session name, and timing, and it notes that Annex C information elements are not required in H.248 text encoding mode. This matters when building interoperable encoders and decoders.
Operational procedures
The profile defines session-dependent procedures for common gateway tasks: adding terminations, establishing sessions, updating media, changing bandwidth, deleting streams, auditing statistics, and reporting events such as IP media stop, hanging termination, and statistic conditional reporting.
It also defines session-independent procedures for registration, restoration, enabling and disabling MGs, failover, overload notification, handoff, and control-association recovery. In practice, these clauses tell the MGC and MG how to behave during startup, shutdown, failure, and recovery, not only during normal call setup.
What terms does SIST ES 283 018 V2.3.1:2009 define?
BGF - Border Gateway Function; a packet-to-packet gateway for user plane media traffic that performs policy enforcement and NA(P)T functions under SPDF control.
SPDF - Service Policy Decision Function; the controller that interacts with the BGF on the Ia reference point.
RACS - Resource and Admission Control Subsystem; the control framework in which the BGF is managed.
GATE - A transport-plane function that enables or disables unidirectional IP packet forwarding under specified conditions, such as QoS.
MGC - Media Gateway Controller; the control entity that sends H.248 commands to the MG/BGF role in this profile.
MG - Media Gateway; in this profile, the BGF has the H.248 MG role.
NAPT-PT - NAPT and Protocol Translation; the profile uses it for IP address/port translation and IPv4/IPv6 interworking.
CoAC - Context Admission Control; the admission-control decision at the context level in the MG side of the profile.
Who uses SIST ES 283 018 V2.3.1:2009?
The profile is used by vendors and integrators building H.248-controlled media gateways, border gateways, and policy control systems in TISPAN/NGN environments. It is also relevant to network operators and quality managers who need to configure or validate admission control, NAT traversal, QoS marking, bandwidth reservation, statistics reporting, and failure handling.
In practice, the main users are SPDF and BGF implementers, MGC and MG designers, and test teams verifying registration, session setup, mid-session updates, overload behavior, and recovery behavior.
What changed in SIST ES 283 018 V2.3.1:2009 from the previous edition?
Annex C states that the present document is the upversioned profile defined in ES 283 018 V1.1.4. The main changes listed there are:
- QoS monitoring is added through H.248 statistics.
- The termination ID structure is changed to
ip/<group>/<interface>/<id>, with the interface field separated from IP realm/domain indication. - Guidance is added for SDP
s=,t=, ando=lines. - The meaning of SDP
b=changes so that the bandwidth value defines IP-layer bandwidth for the H.248 stream. - The RTP package becomes optional in this profile version.

2 References
References are either specific (identified by date of publication and/or edition number or version number) or
non-specific.
• For a specific reference, subsequent revisions do not apply.
• Non-specific reference may be made only to a complete document or a part thereof and only in the following
cases:
- if it is accepted that it will be possible to use all future changes of the referenced document for the
purposes of the referring document;
- for informative references.
Referenced documents which are not found to be publicly available in the expected location might be found at
http://docbox.etsi.org/Reference.
For online referenced documents, information sufficient to identify and locate the source shall be provided. Preferably,
the primary source of the referenced document should be cited, in order to ensure traceability. Furthermore, the
reference should, as far as possible, remain valid for the expected life of the document. The reference shall include the
method of access to the referenced document and the full network address, with the same punctuation and use of upper
case and lower case letters.
NOTE: While any hyperlinks included in this clause were valid at the time of publication ETSI cannot guarantee
their long term validity.
