SIST EN 301 702 V7.1.2:2003 is the Slovenian adoption of ETSI EN 301 702 V7.1.2, a European Standard for the GSM User-to-User Signalling (UUS) supplementary service. It specifies the Stage 1 service description for how User-to-User Information (UUI) is sent and received over the signalling channel during a call, for GSM mobile subscribers and the PLMN or ISDN users they call.

What does SIST EN 301 702 V7.1.2:2003 specify?

SIST EN 301 702 V7.1.2:2003 specifies the UUS service for digital cellular telecommunications system (Phase 2+) GSM. It covers the service description, procedures, service interactions, and interworking points that matter when a network has to carry UUI transparently during a call.

The document is organized into scope, references, definitions and abbreviations, description, normal procedures, exceptional procedures, interactions with other supplementary services, interactions with other network features, and interworking considerations.

What are the key requirements of SIST EN 301 702 V7.1.2:2003?

SIST EN 301 702 V7.1.2:2003 requires the network to pass UUI transparently, meaning the network normally does not interpret or modify the content. In practice, UUS is a signalling service, not a user-data service.

Clause 4 defines three UUS services with different call phases:

  • Service 1 carries UUI during call origination and termination, embedded in call control messages.
  • Service 2 carries UUI after the remote party has been alerted but before the connection is established.
  • Service 3 carries UUI only after the connection is established.

These services support up to 128 octets per message. That matters for implementation and interoperability, because a switch or handset must handle the message size limit correctly.

Clause 5 says the UUS supplementary service is provided after pre-arrangement with the service provider. The remote party does not need to subscribe to UUS, which matters when one side of a call uses UUS and the other side only needs to receive or pass on the signalling.

Activation rules are specific. Service 1 can be activated implicitly by including UUI when setting up the call, or explicitly through the procedure in GSM 02.30. Service 2 and Service 3 are explicitly activated, and explicit activation is confirmed only after an end-to-end check of service availability.

Clause 5.7.1.4 adds the “UUS required” request. If UUI cannot be passed and the call was marked UUI-required, the call shall not be completed. If UUI is not required, the call can continue even when the UUS path is unavailable.

Charging is also part of the service behavior. Clause 5.7.2.4 says charging is based on the number of UUI messages transferred in either direction, and the destination of the call is not considered. The service invocation itself can be chargeable even when there are no other call charges.

Clause 6 lists the main rejection causes: no subscription, no signalling connectivity, conflict with another supplementary service, service already active, and network congestion. If implicit activation of Service 1 cannot be accepted, no notification is given to the subscriber.

Clause 7 defines interactions with call forwarding, call waiting, call hold, CCBS, explicit call transfer, MPTY, and several barring and charging services. Clause 9 adds interworking rules, including the case where only 32 octets of Service 1 UUI may be transferred in some networks.

What terms does SIST EN 301 702 V7.1.2:2003 define?

  • User-to-User Information (UUI) - The information transferred by the UUS supplementary service.
  • User-to-User Signalling (UUS) - The signalling service that carries UUI between users associated with a call.
  • UUS service - One of the service components of UUS; the document names Service 1, Service 2, and Service 3.
  • Served subscriber - The subscriber who has UUS provided and who activates it; for Service 1 and 2 this is always the calling subscriber.
  • Remote party - The other party involved in the call who receives or responds to the UUS-related request.

Who uses SIST EN 301 702 V7.1.2:2003?

SIST EN 301 702 V7.1.2:2003 is used by GSM network operators, service providers, handset and switching implementers, and engineers working on supplementary services. It is also relevant to charging, interoperability, and test teams, because it defines how UUS behaves during call setup, call handling, and interaction with other services.

What changed in SIST EN 301 702 V7.1.2:2003 from the previous edition?

The change history records updates to the charging requirements, the service description of UUS, the interrogation section, interactions with call forwarding, support for Optimal Routeing, and the interactions with CFNRy and ECT. It also records the update to version 7.1.2 for publication.

Which standards are used with SIST EN 301 702 V7.1.2:2003?

For this Release 1998 document, GSM references are to Release 1998 versions.

  • GSM 01.04 - provides abbreviations and acronyms used across GSM specifications.
  • GSM 02.04 - gives the general framework for supplementary services and defines the applicability of UUS.
  • GSM 02.30 - defines the Man-Machine Interface (MMI) procedures used for explicit activation.

What does the SIST EN 301 702 V7.1.2:2003 document contain?

The document contains the full service description for UUS, including the three service variants, the activation and deactivation rules, and the handling of UUI during call setup and established calls. It also contains normal and exceptional procedures, charging behavior, and detailed interaction rules with call forwarding, call waiting, call hold, CCBS, explicit call transfer, MPTY, Advice of charge, barring, Call Deflection, and Optimal Routeing.

Annex A explains how the GSM UUS service differs from the ISDN service. Annex B records the change history that led to version 7.1.2.

3 Definitions and Abbreviations
3.1 Definitions
For the purposes of the present document, the following terms and definitions apply:
User-to-User Information (UUI): The information transferred by using the UUS supplementary service.
UUS service: The UUS services (Service 1, 2 and 3) are components of the UUS supplementary service. If the UUS
supplementary service is provided to a subscriber, she can handle the UUS services independently within a call.
Served subscriber: The subscriber who has a provision of the UUS supplementary service and who activates the UUS
supplementary service. For service 1 and 2 the served subscriber is always the calling subscriber, for service 3 either the
calling or the called subscriber can be the served subscriber.
Remote party: For service 1 and 2 the remote party is the called party of a call to which the UUS supplementary service
is activated by the served subscriber. For service 3 the remote party can be either the called or the calling party of an
established call to whom the use of the UUS supplementary service is requested by the served subscriber.
3.2 Abbreviations
For the purposes of the present document the following abbreviations apply.
UUS User-to-User Signalling
UUI User-to-User Information

4 Description
4.1 Description
The UUS supplementary service allows the served subscriber to send/receive a limited amount of subscriber generated
information to/from another user in association with a call to the user. This information shall be passed transparently
(i.e. without modification of contents) through the network. Normally, the network shall not interpret or act upon this
information.
The served subscriber can send and receive UUI in different phases of the call depending on the service(s) to which the
subscriber subscribes. These services are:
Service 1: UUI can be sent and received during the origination and termination of a call, with UUI embedded
within call control messages. The service 1 can be activated implicit by inserting UUI when set-up
a call or explicit with an appropriate procedure.
Service 2: UUI can be sent and received after the served subscriber has received an indication that the remote
party is being informed of the call and prior to the establishment of the connection. UUI sent by the
served subscriber prior to receiving the acceptance of the call by the remote party, may as a
network option be delivered to the remote party after the call has been established. The service 2
shall be activated explicitly.
Service 3: User-to-user-information can be sent and received only while the connection is established. The
service 3 shall be activated explicitly.
Service 1, service 2 and service 3 shall allow the transmission of UUI with the maximum length of 128 octets per
message.
4.2 Applicability to telecommunication services
The applicability of this supplementary service is defined in GSM 02.04 [2].
5 Normal procedures with successful outcome
5.1 Provision
The UUS supplementary service shall be provided to the served subscriber after pre-arrangement with the service
provider. The remote party needs no subscription of the UUS supplementary service.
NOTE: The remote party is able to send UUI without provision of the UUS supplementary service when the
service is activated against her by the served subscriber.
