Stationary electrostatic application equipment for ignitable flock material - Safety requirements

1.1   This European Standard specifies requirements for automatic electrostatic flock application equipment which is designed for applying ignitable flock which may form explosive atmospheres in the flock application area. In this context a distinction is made between flock application devices which due to their type of construction comply with the requirements as laid down in EN 50050-3, as applicable, and those for which higher discharge energies are stipulated.
This European Standard also specifies the constructional requirements for a safe operation of the stationary equipment of flock application booths, including the electrical installations and the accessories.
This European Standard deals with all significant hazards, hazardous situations and events relevant to flock application booths, when they are used as intended and under conditions which are foreseeable as malfunction by the manufacturer (see Clause 4).
1.2   This European Standard considers three types of electrostatic flock systems. For more details, see Table 1.
1.3   This European Standard deals with those hazards occurring during stationary automatic electrostatic flocking. Among these hazards are, above all, ignition hazards of the generated explosive atmosphere and hazard to persons.
1.4   The stationary equipment dealt with in this European Standard is considered to be equipment of group II, category 3D for the use in areas with potential explosion hazards of zone 22.
1.5   This European Standard is not applicable for
-   flock systems in which mixtures of solvent vapours in air occur with a concentration of > 20 % of the LEL,
-   flock systems operated with AC voltage,
-   the application system for liquid or pasty substances (e.g. adhesives, primer),
-   the cleaning of flock application booths,
-   the storage and handling of ignitable substances outside the coating plant.

1.1 Ta evropski standard določa zahteve za opremo za samodejno elektrostatični nanos kosmičev, izdelano za nanašanje vnetljivih kosmičev, ki lahko tvorijo eksplozivne atmosfere na območju nanosa kosmičev. V tem okviru standard razlikuje med napravami za kosmičenje, ki, zaradi tipa izdelave, izpolnjujejo zahteve, določene v standardu EN 50050-3, kjer je to primerno, in tistimi napravami, za katere je predpisana višja energija razelektritve.
Ta evropski standard določa tudi konstrukcijske zahteve za varno delovanje nepremične opreme kabin za kosmičenje, vključno z električnimi napravami in dodatki.

1.5 Ta evropski standard se ne uporablja za:
– sisteme za kosmičenje, v katerih so zmesi hlapov topil v zraku prisotne v koncentraciji > 20 % LEL;
– sisteme za kosmičenje, ki delujejo na izmenični tok;

Introduction In the process of electrostatic flock application, the flock is transported from a reservoir through an electrical field either by gravitational forces or an air stream or electrostatic forces. As the flock particles disperse due to the flock application device and/or the electric field, they are electrostatically charged by means of high voltage of some tens of kilovolts aligned and, in the form of a cloud, encased by and deposited on the grounded workpiece. They stick to those workpieces, which are covered with an adhesive layer. The adhesive is set at room temperature or by heating. Flock particles not deposited on the workpiece (overspray) are upcast or removed by the exhaust ventilation system, by brushes or other devices into the flock recovery system. SIST EN 50223:2015

3.16.1 zone 20 area, in which an explosive atmosphere in the form of a cloud of ignitable flock in air is present continuously, or for long periods or frequently Note 1 to entry: In general, these conditions, when they occur, arise inside containers, ducts and apparatus, etc. 3.16.2 zone 21 area, in which an explosive atmosphere in the form of a cloud of ignitable flock in air is likely to occur occasionally during normal operation Note 1 to entry: This zone can include, among others, areas in the immediate vicinity of e.g. flock filling and delivery positions and places where flock layers occur and, during normal operation, may give rise to an explosive concentration of ignitable flock in mixture with air. 3.16.3 zone 22 area in which an explosive atmosphere in the form of a cloud of ignitable flock in air is not likely to occur during normal operation. If it does occur, it will persist for a short period Note 1 to entry: This zone can include, among others, areas in the vicinity of equipment containing ignitable flock, from which flock can escape from leaks and form flock deposits. 3.17 equipment category equipment for potentially explosive atmospheres is divided into groups and categories.
Group II: Equipment for areas with a potentially explosive atmosphere, other than mines susceptible to firedamp; this group comprises three categories depending to the level of safety provided 3.17.1 equipment group II category 1D equipment intended for use in areas in which explosive atmospheres caused by flock/air mixtures are present continuously or for long periods or frequently Note 1 to entry: Equipment of category 1D is suitable for use in zone 20, zone 21 and zone 22. 3.17.2 equipment group II category 2D equipment intended for use in areas in which explosive atmospheres caused by flock/air mixtures are likely to occur Note 1 to entry: Equipment of category 2D is suitable for use in zone 21 and 22. 3.17.3 equipment group II category 3D equipment intended for use in areas in which explosive atmospheres caused by flock/air mixtures are unlikely to occur, or, if they do occur, are likely to do so only infrequently and only for a short period Note 1 to entry: Equipment of category 3D is suitable for use in zone 22. 3.18 explosion relief protective measure by which an area of the wall panel of the enclosure (for example of the flock recovery system) is designed and constructed to release the excess pressure in the event of an explosion to prevent injury to persons and further damage to equipment SIST EN 50223:2015

During the constant-voltage operation the adjusted output high voltage is maintained constant up to the capacity of the high voltage part via a control device, independent of the variable operational current Note 1 to entry: In this standard the symbol for this type of operation is Uk. 3.31 voltage-controlled operation open control circuit system, control without feedback of the output high voltage. During the voltage-controlled operation the output high voltage is adjusted generally to a defined operational current. Diese Europäische Norm (EN 50223:2015) wurde vom CLC/SC 31-8 „Elektrostatische Sprühanlagen und
-einrichtungen“ des CLC/TC 31 „Elektrische Betriebsmittel für explosionsgefährdete Bereiche“ ausgearbeitet.
Dieses Dokument ersetzt EN 50223:2010.

Einleitung
Beim elektrostatischen Beflocken wird Flock aus einem Vorratsbehälter durch ein elektrisches Feld mittels
Schwerkraft, im Luftstrom oder durch elektrostatische Kräfte transportiert. Während die Flockteilchen durch
die Flocksysteme und/oder das elektrische Feld dispergieren, werden sie durch Hochspannung von einigen
10 kV aufgeladen, ausgerichtet und, in Form einer Wolke, von dem geerdeten Werkstück angezogen und
darauf niedergeschlagen. Sie bleiben auf den Werkstücken, die mit einer Klebstoffschicht bedeckt sind,
haften. Der Klebstoff härtet bei Raumtemperatur oder durch Erwärmen aus.
Flockteilchen, die nicht auf dem Werkstück haften (Overspray), werden durch Bürsten oder andere Einrich-
tungen entfernt oder abgesaugt und durch das Abluftsystem in das Flockrückgewinnungssystem gefördert.

1 Anwendungsbereich
1.1 Diese Europäische Norm legt Anforderungen für automatisierte Ausrüstung zum elektrostatischen
Beschichten mit entzündbarem Flock, der im Flockbereich explosionsfähige Atmosphäre entwickeln kann,
fest. Für automatische elektrostatische Beschichtungsgeräte für entzündbarem Flock des Typs B-F, ist
EN 50050-3 zusätzlich zu dieser Norm anzuwenden.
Diese Europäische Norm spezifiziert auch die konstruktiven Anforderungen für den sicheren Betrieb der
stationären Ausrüstungen von Flockkabinen einschließlich der elektrischen Installationen und des Zubehörs.
Diese Europäische Norm behandelt alle signifikanten Gefährdungen, Gefährdungssituationen und gefähr-
denden Ereignisse, die auf Flockkabinen zutreffen, wenn sie bestimmungsgemäß und nach Angaben des
Herstellers unter Berücksichtigung vorhersehbarer Fehlfunktion verwendet werden (siehe Abschnitt 4).
1.2 Diese Europäische Norm berücksichtigt drei Typen elektrostatischer Flocksysteme. Näheres siehe
Tabelle 1.
1.3 Diese Europäische Norm behandelt Gefahren, die beim stationären automatisierten elektrosta-
tischen Beflocken auftreten. Hierzu gehören insbesondere Zündgefahren für die dabei entstehende explo-
sionsfähige Atmosphäre und Gefahren für Personen.
1.4 Die in dieser Europäischen Norm behandelten stationären Ausrüstungen gelten als Geräte der
Gruppe II, Kategorie 3D, zur Verwendung in explosionsgefährdeten Bereichen der Zone 22.
1.5 Diese Norm gilt nicht für
– Flockanlagen, in denen Lösemitteldampf-Luft-Gemische mit einer Konzentration > 20 % der UEG auf-
treten;
– Flockanlagen, die mit Wechselspannung betrieben werden;
– Handsprüheinrichtungen für entzündbaren Flock (siehe EN 50050-3);
– das Auftragssystem für flüssige oder pastöse Stoffe (z. B. Klebstoffe, Primer);
– Reinigung von Flockkabinen;
– Lagerung und Handhabung von entzündbaren Stoffen außerhalb der Beschichtungsanlage.

3 Begriffe
Für die Anwendung dieses Dokuments gelten die folgenden Begriffe.

stationäre elektrostatische Beschichtungseinrichtung für entzündbaren Flock
Flockkabinen oder Flockbereiche, in denen die elektrostatische Beschichtungsanlage entweder ortsfest (z. B.
an Stativen) angebracht ist und automatisch betrieben wird oder durch Bewegungsautomaten (z. B. Roboter)
geführt wird. Die Anlagen bestehen im Allgemeinen aus:
– Flockkabine;
– Flockbereich;
– Flocksystem;
– Flockrückgewinnungssystem;
– Werkstückaufnahme;
– Transporteinrichtungen;
– Erdungseinrichtungen;
– technische Lüftung;
– Brandschutzeinrichtungen;
– Explosionsschutzeinrichtungen.
3.2
Flocksystem
Geräte zum Auftragen von Flock durch elektrostatische Aufladung. Das Flocksystem besteht im Allgemeinen
aus:
– Einrichtung zum Transportieren von Flock;
– Hochspannungselektrode;
– Hochspannungsversorgung;
– Dosiereinrichtung.
3.3
Hochspannungsversorgung
besteht aus:
– Niederspannungsteil mit den Einrichtungen zum Ein- und Ausschalten der Anlage sowie zum Einstellen,
Steuern, Regeln, Begrenzen und Überwachen von Strom und Spannung und mit den notwendigen Ver-
bindungsleitungen;
– Hochspannungsgenerator;
– Hochspannungsschaltanlage;
– Hochspannungskabel;
– Hochspannungssteckverbinder.

Flockbereich
offener oder geschlossener Bereich, in dem der Flock mit Hilfe des elektrostatischen Flocksystems auf die
Werkstücke aufgebracht wird

die durch Grubengas gefährdet sind; diese Gruppe umfasst, abhängig vom Sicherheitslevel, drei Kategorien.

NACIONALNI UVOD

Standard SIST EN 50223 (sl), Vgrajena oprema za elektrostatični nanos gorljivih kosmičastih materialov
– Varnostne zahteve, 2015, ima status slovenskega standarda in je istoveten evropskemu standardu
EN 50233 (en), Stationary electrostatic application equipment for ignitable flock material – Safety
requirements, 2015-05.

Ta standard nadomešča SIST EN 50223:2010.

NACIONALNI PREDGOVOR

Evropski standard EN 50223:2015 je pripravil pododbor CLC/SC 31-8 Oprema za elektrostatično
barvanje in končno obdelavo, ki deluje v okviru tehničnega odbora CLC/TC 31 Električni aparati za
potencialno eksplozivne atmosfere. Slovenski standard SIST EN 50223:20015 je prevod evropskega
standarda EN 50182:2015. V primeru spora glede besedila slovenskega prevoda je odločilen izvirni
evropski standard v angleškem jeziku. Slovensko izdajo standarda je pripravil tehnični odbor SIST/TC
EXP Električni aparati za eksplozivne atmosfere.

Odločitev za izdajo tega standarda je dne 17. julija 2015 sprejel tehnični odbor SIST/TC EXP Električni
aparati za eksplozivne atmosfere.

Ta dokument (EN 50223: 2015) je pripravil pododbor CLC/SC 31-8 "Oprema za elektrostatično barvanje
in končno obdelavo", ki deluje v okviru tehničnega odbora CLC/TC 31 "Električni aparati za potencialno
eksplozivne atmosfere".

Ta dokument nadomešča EN 50223:2010.

Določena sta bila naslednja roka:

‒ zadnji datum, do katerega mora ta dokument (dop) 2016-04-13
dobiti status nacionalnega standarda bodisi z
objavo istovetnega besedila
ali z razglasitvijo

‒ zadnji datum, do katerega je treba razveljaviti (dow) 2018-04-13

Stanje tehnike je vključeno v dodatek ZY, "Pomembne spremembe med tem evropskim standardom in

Uvod

V procesu elektrostatičnega nanašanja kosmičastega materiala se ta material transportira iz skladišča
skozi električno polje z gravitacijsko silo ali zračnim tokom ali elektrostatično. Naprava za nanašanje
kosmičastega materiala in/ali električno polje razpršita delce kosmičastega materiala, ki se ob tem
elektrostatično nabijejo z visoko napetostjo nekaj deset kilovoltov, poravnajo in v obliki oblaka posedejo
ter obložijo ozemljeni obdelovanec. Delci se primejo na tiste obdelovance, ki so prekriti z lepljivo plastjo.
Lepilo je na sobni temperaturi ali se pred nanosom pogreje.

Delci kosmičastega materiala, ki se ne naložijo na obdelovanec (čezmerni pršec), se odpihnejo ali
odstranijo z odsesovalnim prezračevalnim sistemom, krtačami ali drugimi napravami in pripomočki v
sistem za obnavljanje kosmičastega materiala.

1 Področje in predmet uporabe

1.1 Ta evropski standard določa zahteve za nepremične naprave za elektrostatično nanašanje
kosmičastih materialov, zasnovane za nanašanje gorljivih kosmičastih materialov, ki lahko v prostoru
nanašanja ustvarijo eksplozivno atmosfero. Za nepremične naprave za elektrostatično nanašanje
kosmičastih materialov vrst B–F se poleg tega standarda uporablja tudi standard EN 50050-3.

Ta evropski standard določa tudi konstrukcijske zahteve za varno obratovanje nepremične opreme

Ta evropski standard obravnava vse pomembnejše nevarnosti, nevarne situacije in dogodke v povezavi
s komorami za nanašanje kosmičastih materialov, če se uporabljajo namensko in v pogojih, ki jih
proizvajalec predvidi kot nepravilno delovanje (glej točko 4).

1.2 Ta evropski standard obravnava tri vrste sistemov za elektrostatično nanašanje kosmičastega
materiala. Za več podrobnosti glej preglednico 1.

1.3 Ta evropski standard obravnava tiste nevarnosti, ki nastanejo v nepremičnih komorah s samodejnim
elektrostatičnim nanašanjem kosmičastega materiala. Te nevarnosti so predvsem nevarnost vžiga
nastale eksplozivne atmosfere in nevarnosti za ljudi.

1.4 Nepremična oprema, ki jo obravnava ta evropski standard, se šteje za opremo skupine II, kategorije
3D, za uporabo v potencialno eksplozijsko ogroženih prostorih, ki spadajo v cono 22.

1.5 Ta evropski standard se ne uporablja za:

‒ sisteme za nanašanje kosmičastega materiala, pri katerih v zraku nastajajo mešanice hlapov topil
s koncentracijo > 20 % SME,

‒ sisteme za nanašanje kosmičastega materiala, ki delujejo na izmenično visoko napetost,

‒ ročno opremo za naprševanje gorljivega kosmičastega materiala (glej EN 50050-3),

‒ sistem za nanašanja tekočih ali mazavih snovi (npr. lepila, temeljni premaz),

‒ čiščenje komor za nanašanje kosmičastega materiala,

‒ za skladiščenje in ravnanje z gorljivimi snovmi zunaj obratov za nanašanje.
