SIST EN 301 025-1 V1.2.1:2006 is the Slovenian adoption of ETSI EN 301 025-1 for maritime VHF radiotelephone equipment with associated Class D Digital Selective Calling (DSC). It specifies the technical characteristics, measurement methods, and required test results for shipborne fixed installations used for general communications at sea. It is written for manufacturers, test laboratories, and anyone who needs to verify voice and DSC performance on VHF maritime channels.
What does SIST EN 301 025-1 V1.2.1:2006 specify?
SIST EN 301 025-1 V1.2.1:2006 covers the minimum requirements for general communication on shipborne fixed installations using a VHF radiotelephone with associated Class D DSC equipment. The scope ties the equipment to the relevant ITU Radio Regulations, ITU-R DSC and maritime-use recommendations, and IMO guidance, then turns that into technical characteristics, measurement methods, and required test results.
The document is organized into general and operational requirements, technical requirements, measurement conditions, environmental tests, transmitter and receiver tests, DSC decoder receiver tests, and electromagnetic compatibility. The foreword places it as Part 1 of a multi-part ETSI deliverable, alongside Parts 2 and 3.
| Annex | What it covers |
|---|---|
| Annex A | DSC call formats and call types |
| Annex B | Measuring receiver specification for adjacent channel power measurement |
| Annex C | Radiated measurement sites and chamber arrangements |
| Annex D | Informative description of the equipment and intended operation |
What are the key requirements of SIST EN 301 025-1 V1.2.1:2006?
SIST EN 301 025-1 V1.2.1:2006 is mainly about how the equipment is built, how it behaves in service, and how it is tested. The clauses combine operator-facing functions, DSC handling, identity management, position input, and radio performance checks so that the equipment can be assessed as a complete maritime system.
Equipment layout and operator control
Clause 4.2 requires a transmitter, a receiver, a dedicated channel 70 watchkeeping receiver for the DSC decoder, a DSC encoder, and a DSC decoder. In practice, the product is expected to function as a complete VHF/DSC installation, not as separate unrelated units.
Clause 4.3 requires simple operation, support for all channels in ITU Radio Regulations Appendix 18, and blocking of any additional channels that are not permitted by the vessel’s licence. It also reserves channel 70 for DSC and AIS1 and AIS2 for AIS, prevents transmission while a frequency synthesizer is out of lock or during channel switching, and limits the chances of accidental misuse.
Clause 4.4 sets the mandatory controls and indicators, including DISTRESS, CALL, CANCEL, ENTER/Accept/OK, MMSI entry, on/off, push-to-talk, low-power selection, squelch, and dimming. Channel 16 must be clearly marked and must select maximum transmitter power automatically, which matters because it supports fast routine and emergency use.
DSC operation, identity, and position data
Clause 4.5 covers DSC calling functions and requires an individual call directory with at least 10 programmable entries. This gives the operator enough stored identities for routine calling without manual re-entry each time.
Clause 4.6 requires the display to show available functions, prompts, error messages, incoming and logged calls, and programmable call data before transmission. It also requires ready access to geographic position, time, and the last entered position, so the operator can confirm what will be sent in a DSC call.
Clause 5.4 requires permanent storage of the ship’s 9-digit Maritime Mobile Service Identity (MMSI), with the 10th digit added automatically as zero. No DSC call may be transmitted until the ship’s MMSI is stored, which prevents unidentified calling. The same clause allows storage of a Group MMSI for calls addressed to a group of ships.
Clause 5.5 requires manual and automatic entry of position and time information, with automatic input conforming to EN 61162-1 and recognizing GLL, GGA, RMC, and GNS. If position data are missing, the operator must be prompted for manual entry, and the prompt must repeat every 4 h. If position is still not updated after 23,5 h, it defaults to repeated 9s in line with ITU-R DSC rules.
Watchkeeping, test conditions, and performance checks
Clause 5.7 defines multiple watch behavior. During scanning, both channels must be shown, transmission must be blocked while scanning is active, and a transceiver must provide a quick way to return to the priority channel. If no separate priority channel is provided, the priority channel is channel 16.
Clause 4.10 requires the equipment to become operational within 5 s after switch-on. Clause 4.4 also limits continuous transmission time to 5 min and allows reactivation after a 10 s pause, which helps prevent prolonged carrier transmission.
Clauses 6 and 7 set the measurement environment. Tests use a 50 Ω artificial antenna where applicable, channel 16 for voice tests, and channel 70 for DSC tests. Clause 7.3 defines the performance check: transmitter output power, frequency error, voice receiver SINAD, and DSC receiver sensitivity are checked to show that the unit still operates correctly after environmental testing.
Radio performance and EMC
Clauses 8, 9, and 10 cover transmitter, radiotelephone receiver, and DSC decoder receiver performance. They include frequency error, carrier power, deviation, audio response, distortion, adjacent channel power, spurious emissions, transient behavior, sensitivity, selectivity, blocking, intermodulation, and correct decoding of DSC call types. Clause 11 sends emissions and immunity testing to EN 301 843-2.

Who uses SIST EN 301 025-1 V1.2.1:2006?
This standard is used by marine radio manufacturers who design VHF radiotelephones and DSC equipment for shipboard installation. It is also used by test laboratories and conformity assessment bodies that need a repeatable way to measure transmitter, receiver, DSC, environmental, and EMC performance.
Shipbuilders, installers, and integrators use it when fitting fixed VHF equipment on vessels, especially where channel access, MMSI handling, and position input must be checked. Buyers, quality managers, and approval teams use it to compare products against the same operational and test expectations before acceptance.
