Overview

EN 50290-2-21:2001 (CLC) is a European (CENELEC) standard that specifies requirements for PVC insulation compounds used in communication cables. It defines graded PVC compound types and the laboratory test methods and performance limits that manufacturers, test labs and specifiers must follow. This Part 2-21 is intended to be read in conjunction with EN 50290-2-20 and incorporates normative test methods from the EN 60811 series and ISO 868.

Key topics and technical requirements

  • Compound grades and temperature ratings
    • The standard’s Table 1 lists specified PVC grades (TI51–TI54) and the maximum rated cable temperatures (one grade is specified for 90 °C-rated cables).
  • Mechanical properties
    • Tensile strength and elongation at break are given for both delivery state and after thermal ageing, with allowable variation limits.
  • Thermal and ageing tests
    • Thermal stability (loss of mass at elevated temperature), heat shock resistance and specified thermal ageing regimes are required (tests referenced to EN 60811 parts).
  • High-temperature pressure and indentation
    • Pressure test at elevated temperature to assess indentation limits (EN 60811-3-1).
  • Low-temperature behaviour
    • Bending and elongation tests at low temperature (EN 60811-1-4) to verify no cracking and minimum elongation.
  • Electrical properties
    • Volume resistivity requirements and a normative Annex A describing the immersion test method, measurement timing and the formula to convert insulation resistance to resistivity (Ω·m).
  • Other properties
    • Density and hardness (ISO 868 Shore), shrinkage limits and where applicable dielectric constant measured at 1 kHz.

Practical applications and users

  • Cable manufacturers selecting or qualifying PVC insulation compounds for telecommunication, coaxial and other communication cables.
  • Materials and product engineers drafting cable design specifications and acceptance criteria.
  • Test laboratories performing compliance testing to EN 60811 methods and producing certification data.
  • Procurement teams and standards bodies ensuring suppliers meet required mechanical, thermal and electrical performance for safe, reliable cable insulation.
  • Useful when specifying insulated conductor materials for installations requiring specific rated temperatures (including 90 °C-rated applications).

Related standards

  • EN 50290-2-20 (other common design rules - read together)
  • EN 60811 series (insulating and sheathing materials - test methods)
  • ISO 868 (Shore hardness)

EN 50290-2-21 is a practical reference for ensuring PVC insulation compounds meet consistent mechanical, thermal and electrical performance for communication cable applications.
