SIST EN 300 958 V7.0.1:2003 is the Slovenian adoption of ETSI EN 300 958 V7.0.1 for the GSM Explicit Call Transfer (ECT) supplementary service. It specifies Stage 3 radio-interface procedures for how the service is invoked, signalled, notified, activated, deactivated, and interrogated in digital cellular telecommunications systems. The standard is aimed at mobile network and terminal implementers who need the correct call-control behavior at the GSM radio interface.

What does SIST EN 300 958 V7.0.1:2003 specify?

SIST EN 300 958 V7.0.1:2003 specifies the Stage 3 description of the ECT supplementary service. It focuses on procedures at the Um radio interface for normal operation, registration, erasure, activation, deactivation, invocation, and interrogation.

The scope is limited to the ECT supplementary service. Provision and withdrawal of the service are treated as administrative matters between the subscriber and the service provider, and they cause no signalling on the radio interface.

The document is organized into these main parts:

  • Clause 1 - Scope
  • Clause 2 - References
  • Clause 3 - Abbreviations
  • Clause 4 - Explicit Call Transfer (ECT)
  • Clause 5 - Support by "old" MSs
  • Annex A - informative change request history

What are the key requirements of SIST EN 300 958 V7.0.1:2003?

SIST EN 300 958 V7.0.1:2003 defines how the mobile station and network must handle ECT call transfer procedures, message exchanges, remote-party notification, and backward compatibility. In practice, the standard tells implementers when to send FACILITY or REGISTER messages, what state the calls must be in, and how to react when the network accepts or rejects the transfer.

ECT invocation uses two existing calls

Clause 4.1 says ECT is used with two existing calls: one answered and held, and the other answered and active or alerting. The mobile station sends a FACILITY message with an ECT request and must not change the basic or auxiliary state of either call itself. This matters because the transfer must be coordinated by the network, not forced locally by the terminal.

The network response determines the outcome

Clause 4.1 says the network normally accepts the request, connects the two calls, reports success, and then disconnects the served subscriber from both calls. If the request is rejected, the network reports an error and leaves both calls as they were before the request. The mobile station runs timer TECT during the operation, so implementations need failure handling if no network response arrives in time.

Error handling is explicitly classified

Clause 4.2 and Table 1 define the error cases used for ECT, including illegal operation, subscription status, unavailability, incompatibility, facility not supported, system failure, resources not available, and call barred. The response uses the same transaction identifier as the invocation. This gives interoperability teams a clear way to map call-control failures to standard error causes.

Remote-party notification depends on SS Screening indicator

Clause 4.3 says the network sends notifications to remote parties only when it receives a non-zero SS Screening indicator from the remote party's MS. The notifications indicate that the call was transferred and, for the previously held party, that the call has been retrieved. For implementers, this affects what the other parties see during and after the transfer.

Activation and some management procedures do not use radio signalling

Clause 4.4 states that activation and deactivation of ECT cause no signalling on the radio path. Clause 4.5 states that registration, erasure, and interrogation are not applicable. In practice, ECT is a call-control function rather than a separately managed service profile on the air interface.

Older MSs can use USSD under operator control

Clause 5 allows operators to support ECT invocation for mobile stations that do not explicitly support ECT, using USSD. In that case, the MS invokes the service with a REGISTER message and a ProcessUnstructuredSS-Request operation, and the network uses operator-defined text strings for success or error. This section matters for backward compatibility and for mixed fleets of terminals.

What terms does SIST EN 300 958 V7.0.1:2003 define?

SIST EN 300 958 V7.0.1:2003 uses the GSM abbreviation set from GSM 01.04 and several service-specific terms that are central to ECT.

  • Explicit Call Transfer (ECT) - the supplementary service that connects two existing calls and then removes the served subscriber from them.
  • Mobile Station (MS) - the terminal that sends the ECT request or, for older support, the USSD-based REGISTER message.
  • Supplementary Service (SS) - an added service used with GSM call handling; ECT is one such service.
  • Unstructured Supplementary Service Data (USSD) - the signalling mechanism used for ECT support by older MSs.
  • Transaction Identifier (TI) - the identifier used to tie the ECT exchange to the active, answered, or held call.
  • SS Screening indicator - the indicator that controls whether the network sends transfer notifications to remote parties.
  • FACILITY message - the layer 3 message used by the MS and network to carry the ECT request and related notifications.

Who uses SIST EN 300 958 V7.0.1:2003?

SIST EN 300 958 V7.0.1:2003 is used by GSM network engineers, switch and protocol implementers, mobile device designers, and interoperability test teams. It is also relevant to operators and service providers that need to support ECT behaviour consistently across their network and terminal base.

In practice, these users apply it when implementing radio-interface signalling, validating call state handling, defining user notifications, and checking backward compatibility with older MSs. Quality and compliance teams use it to verify that ECT behaves as specified during network trials and terminal testing.

What changed in SIST EN 300 958 V7.0.1:2003 from the previous edition?

SIST EN 300 958 V7.0.1:2003 is identified as the Release 1998 version 7.0.1. Annex A records the version trail and shows the January 2000 update to version 7.0.1 for publication, following the earlier Release 1998 version 7.0.0.

Which standards are used with SIST EN 300 958 V7.0.1:2003?

SIST EN 300 958 V7.0.1:2003 references several GSM documents that provide the surrounding framework for ECT:

  • GSM 01.04 - abbreviations and acronyms used in the document.
  • GSM 02.04 - general principles for supplementary services.
  • GSM 02.30 - man-machine interface of the mobile station.
  • GSM 02.91 - service-level definition of Explicit Call Transfer.
  • GSM 03.11 - technical realization of supplementary services.
  • GSM 03.91 - stage 2 description of ECT.
  • GSM 04.02 - GSM PLMN access reference configuration.
  • GSM 04.07 and GSM 04.08 - layer 3 signalling and call-control procedures.
  • GSM 04.10 - general aspects of supplementary services at the layer 3 radio interface.
  • GSM 04.80 - formats and coding for supplementary services.

These references matter because this document depends on them for the general GSM signalling rules, coding, and service definitions that ECT builds on.

What does the SIST EN 300 958 V7.0.1:2003 document contain?

SIST EN 300 958 V7.0.1:2003 contains call-flow figures, an error table, and an informative change history. The figures show the message exchanges for ECT invocation, notifications to held and active or alerting remote parties, and the USSD-based procedure for older MSs.

Table 1 gives the ECT error cases used by the network response. Annex A records the change request history for the specification. The document is therefore useful for implementation, integration, and interoperability testing rather than for service marketing or user guidance.
