Overview
EN 60931-1:1996/A1:2003 (CLC) is the European amendment to IEC 60931-1 covering shunt power capacitors of the non‑self‑healing type for AC systems with rated voltages up to and including 1 kV. It defines general requirements for performance, testing, rating, safety, and provides guidance for installation and operation. Amendment A1 (2003) updates key test levels, tolerances and impulse test values to reflect improved safety and harmonized test practice.
Key topics and technical requirements
- Scope: Non‑self‑healing shunt power capacitors used in low‑voltage AC systems (≤ 1 000 V).
- Capacitance tolerances: Amendment A1 clarifies tolerances:
- –5 % to +10 % for units and banks up to 100 kVAr.
- –5 % to +5 % for units and banks above 100 kVAr.
- Routine dielectric test: AC voltage applied between terminals (joined) and container. The amendment specifies the test voltage as 2U + 2 kV or 3 kV, whichever is higher, and includes provisions for a 6 kV routine test by agreement when units connect directly to aerial power lines.
- Type test: Units with fully insulated terminals are subjected to the routine test for 1 minute; additional provisions apply for units with one terminal connected to the container.
- Lightning impulse voltage test: Updated impulse peak values for terminal‑to‑container tests:
- 8 kV peak for rated voltage U ≤ 690 V.
- 12 kV peak for U > 690 V.
- Higher impulses (15 kV / 25 kV) permitted by agreement for direct aerial line connection. Tests require three positive and three negative impulses.
- Safety and installation guidance: Includes requirements for insulation, clearances, terminal connections and testing to ensure safe operation and handling.
Practical applications and who uses it
- Capacitor manufacturers use the standard for design validation, type testing and routine production testing.
- Test laboratories and certification bodies apply the described test methods and acceptance criteria.
- Utilities and network operators reference the standard when specifying capacitors for power factor correction and reactive power management in MV/LV distribution networks.
- Electrical installers, protection engineers and consultants use the guidance for safe installation, selection and operational commissioning of shunt capacitors.
- Regulators and procurement teams include EN 60931‑1/A1 in technical specifications and compliance checks.
Related standards
- IEC 60931‑1:1996 and its amendment A1 (the international base for this European amendment).
- Other parts of the IEC/EN 60931 series (for additional types, application rules and test procedures).
