Electronic cigarettes and e-liquids - Determination of nicotine delivery consistency over defined puff sequences within a single e-cigarette

This document specifies the method for the determination of nicotine delivery consistency of an electronic cigarette over the duration of use of e-liquid in the reservoir or a battery charge.
This document:
-   defines the equipment to be used;
-   specifies the preparation of the e-cigarette samples for testing;
-   specifies the aerosol generation process;
-   specifies the analytical method;
-   specifies the determination of the test result.
This document does not seek to demonstrate whether there is consistency of nicotine delivery between e-cigarettes. The latter is the aim of a separate method under development, EN 17634 Electronic cigarettes and e-liquids - Determination of nicotine delivery consistency over defined puff sequences of a number of e-cigarettes of identical type [1]. Two separate methods have been developed to determine consistency of nicotine delivery, pending regulatory clarity on the Tobacco Products Directive's requirement to "deliver nicotine doses at consistent levels" [2].

-   legt die anzuwendenden Geräte fest;
-   legt die Vorbereitung der zu untersuchenden Proben fest;
-   legt den Sammelvorgang von Aerosolen fest;

—   définit l’équipement à utiliser ;
—   spécifie la préparation des échantillons de e cigarettes pour les essais ;
—   spécifie le processus de génération de l’aérosol ;
—   spécifie la méthode d’analyse ;

Overview

EN 17746:2023 (CEN) specifies a standardized laboratory method to determine nicotine delivery consistency over defined puff sequences within a single electronic cigarette. The method assesses how consistently one device delivers nicotine as its e-liquid reservoir is consumed or its battery discharges. It defines equipment, sample preparation, aerosol generation, analytical measurement and calculation of test results - but does not compare consistency between multiple devices of the same model (that is addressed in EN 17634).

Key topics and technical requirements

  • Scope: Measure nicotine delivery consistency for a single e‑cigarette across its period of use (e‑liquid or battery life).
  • Apparatus & analytical method: Use apparatus and nicotine analysis in accordance with EN ISO 24199 (GC method) and vaping conditions per ISO 20768.
  • Sample preparation:
    • Minimum test sample: at least 5 e‑cigarettes (2 to determine puffs/sequence, 3 to assess consistency), with recommended spare units.
    • Follow device-specific instructions: unopened disposables, fully charged rechargeable batteries, specified e‑liquids or EN 17375 reference liquids for open systems.
  • Preliminary checks: leakage, battery function, priming (first 5 puffs to waste if no instructions), and pre‑vaping weighing to 1 mg.
  • Aerosol collection & sequencing:
    • Create sequences of puffs and collect aerosol collected mass (ACM) on traps; determine nicotine per sequence.
    • Recommended puffs/sequence based on per‑puff ACM:
      • ≤ 15 mg/puff → 20 puffs/sequence
      • 15–30 mg/puff → 10 puffs/sequence

      • 30 mg/puff → 5 puffs/sequence

    • Repeat sequences until refill or exhaustion criteria (or 75% of added e‑liquid consumed by mass loss); discard the last sequence and any sequences affected by battery depletion.
  • Result calculation: Determine nicotine (mg) per sequence and apply statistical procedures to quantify delivery consistency.

Practical applications and users

EN 17746:2023 is targeted to:

  • Test laboratories performing routine analytical vaping and nicotine quantification.
  • Manufacturers and product development teams for quality control, design validation and product consistency checks.
  • Regulatory bodies and notified bodies assessing claims about nicotine delivery stability.
  • Researchers studying device performance and user exposure.

Typical uses include product specification verification, batch release testing, comparative R&D studies, and preparing evidence for regulatory compliance or due diligence.
