ETSI EN 302 617-2 V1.1.1 (2010-06) - Electromagnetic compatibility and Radio spectrum Matters (ERM); Ground-based UHF radio transmitters, receivers and transceivers for the UHF aeronautical mobile service using amplitude modulation; Part 2: Harmonized EN covering the essential requirements of article 3.2 of the R&TTE Directive
SIST EN 302 617-2 V1.1.1:2010 is a Harmonized European Standard for ground-based UHF radio transmitters, receivers and transceivers used in the UHF aeronautical mobile service with amplitude modulation. It specifies the technical requirements and test provisions used to show conformity with article 3.2 of the R&TTE Directive, for DSB AM ground base stations with 25 kHz channel separation intended for analogue speech. In practice, it is used to assess spectrum use, transmitter performance and receiver selectivity for fixed aeronautical ground stations.
What does SIST EN 302 617-2 V1.1.1:2010 specify?
SIST EN 302 617-2 V1.1.1:2010 applies to ground-based transmitters, receivers and transceivers operating in the aeronautical frequency band from 225 MHz to 399,975 MHz. The document is focused on article 3.2 of Directive 1999/5/EC, which is about effective spectrum use and avoiding harmful interference.
The standard is organized into five clauses and three annexes.
| Part | What it covers |
|---|---|
| Clause 1 | Scope |
| Clause 2 | References |
| Clause 3 | Definitions and abbreviations |
| Clause 4 | Technical requirements specifications |
| Clause 5 | Testing for compliance with technical requirements |
| Annex A | HS Requirements and conformance Test specifications Table (HS-RTT) |
| Annex B | EN title in the official languages |
| Annex C | Bibliography |
Annex A is the key compliance map: it links each requirement to its test specification and marks the tests as essential for presumption of conformity.
What are the key requirements of SIST EN 302 617-2 V1.1.1:2010?
SIST EN 302 617-2 V1.1.1:2010 requires equipment to meet its technical limits within the declared operational environmental profile. That means the supplier must state the operating environment, and the equipment has to comply throughout that declared range.
Transmitter performance
Clause 4.2.1 covers transmitter requirements such as frequency error, carrier power, adjacent channel power, conducted spurious emissions, intermodulation attenuation, keying transient frequency behaviour and cabinet radiation. These checks matter because they show whether the transmitter stays on frequency, radiates the intended power and keeps unwanted emissions low enough to protect nearby channels.
The transmitter limits and test methods are taken from EN 302 617-1, except for cabinet radiation, which refers to EN 300 113-1. In practice, this lets a test house reuse common measurement methods while checking the specific aeronautical radio parameters required here.
Receiver performance
Clause 4.2.2 covers sensitivity, adjacent channel rejection, spurious response rejection, intermodulation response rejection, blocking or desensitisation, conducted spurious emissions, cross modulation rejection and cabinet radiation. The standard notes that these receiver aspects are essential for immediate and successful ground-to-air communication.
For users, this means the receiver must keep working when other signals are present nearby. Poor receiver performance can force retransmissions, which wastes spectrum and can disrupt aeronautical communications.
Test conditions and uncertainty
Clause 5 says tests shall be carried out at representative points within the declared environmental profile, using the procedures in EN 302 617-1 and, for cabinet radiation, EN 300 113-1. This makes the test reflect the way the equipment is actually intended to operate.
Clause 5.2 requires measurement uncertainty to be reported and controlled according to TR 100 028. The standard also ties the uncertainty figures to the confidence level used for the measurements, so test reports can be judged consistently.
Compliance mapping
Annex A lists 15 requirements and their corresponding test specifications in the HS-RTT table. All listed requirements are marked as essential, so a successful test programme has to cover the essential radio test suite to support presumption of conformity.
What terms does SIST EN 302 617-2 V1.1.1:2010 define?
- Aeronautical mobile service - A mobile service between aeronautical stations and aircraft stations, with survival craft stations also able to participate.
- Ground base station - Aeronautical station equipment for use with an external antenna and intended for a fixed location.
- Conducted measurements - Measurements made through a direct RF connection to the equipment under test.
- Radiated measurements - Measurements based on the radiated field from the equipment.
- Environmental profile - The range of environmental conditions within which the equipment must meet the standard.
- AM (Amplitude Modulation) - The modulation method used by the equipment covered by this standard.
- DSB (Double Side Band) - The AM mode named in the scope for the ground base stations.
- RF (Radio Frequency) - The frequency domain used for the direct and radiated measurements.
Who uses SIST EN 302 617-2 V1.1.1:2010?
Manufacturers of aeronautical ground radio equipment use this standard when designing and declaring compliance for transmitters, receivers and transceivers. Test laboratories use it to run the transmitter and receiver test suites and to prepare compliance reports.
Quality managers, conformity assessment teams and buyers use it to check whether a product is aimed at fixed UHF aeronautical voice communications in the 225 MHz to 399,975 MHz band. Regulators and spectrum specialists use it when assessing article 3.2 conformity for equipment intended for ground-to-air communications.
Which standards are used with SIST EN 302 617-2 V1.1.1:2010?
- ETSI EN 302 617-1 (V1.1.1) - Provides the technical characteristics, definitions and measurement methods reused throughout this part, including the transmitter and receiver test procedures.
- ETSI EN 300 113-1 (V1.6.2) - Supplies the cabinet radiation limits and the related test procedures referenced for both transmitter and receiver cabinet radiation.
- ETSI TR 100 028 (all parts) - Gives the method used to calculate and report measurement uncertainty.
- ETSI EG 201 399 - Explains the modular structure used for Harmonized Standards under the R&TTE Directive.
What does the SIST EN 302 617-2 V1.1.1:2010 document contain?
The document contains the scope, reference documents, definitions and abbreviations, followed by the technical requirements for transmitters and receivers. Clause 5 gives the compliance test approach, including environmental conditions, interpretation of measurement results and the essential radio test suites.
It also includes Table 1 for measurement uncertainty limits and Annex A’s HS-RTT mapping of requirements to test specifications. Annex B provides the title in official languages, and Annex C gives the bibliography.
