Abstract

This European Telecommunication Standard (ETS) specifies the stage one  description of the Voice Broadcast Service (VBS) which allows the dist ribution of speech (or other signals which can be transmitted via the speech co dec), generated by a service subscriber, into a predefined geographical area to all or a group of service subscribers located in this area. [Remark: A similar service might be provided for the distribution of d ata messages. This service is not treated in the present stage 1 descripti on. However, the principle requirements and realizations should be co-ordi nated and synergies with the respective work item on General Packet Radio Servic e (GPRS) regarded.] The Voice Broadcast Service (VBS) is applicable to all mobile stations in a certain network and area which have the technical capability and the r espective subscription to receive a VBS call. NOTE:   It is not considered as requirement that normal GSM phase 2 mobi le stations will be able to be used for this service. The service is described from the service subscriber s and user s poin t of view; in particular: -   the procedure for normal operation with successful outcome; -   the action to be taken in exceptional circumstances; -   the interaction with other GSM services and features. This ETS does not deal with the Man-Machine Interface (MMI) requiremen ts, but makes reference to the appropriate Global System for Mobile communicat ions (GSM) specifications. This ETS defines a teleservice of the digital cellular telecommunicati on system GSM. Any interaction with other services and/or networks not dealt wit hin clauses 8 or 9 are outside the scope of this ETS.

SIST ETS 300 926 E1:2003 is the Slovenian standard identical to ETS 300 926 Edition 1, an ETSI European Telecommunication Standard for the GSM Voice Broadcast Service (VBS). It specifies the stage 1 service description for broadcasting speech, or other signals carried by the speech codec, from one subscriber to users in a predefined geographical area.

SIST ETS 300 926 E1:2003 describes the service from the subscriber and user point of view, including normal operation, exceptional cases and interaction with other GSM services and features. It is written for GSM networks where the service can be offered to mobile stations with the right capability and subscription.

What does SIST ETS 300 926 E1:2003 specify?

SIST ETS 300 926 E1:2003 specifies the stage 1 description of Voice Broadcast Service (VBS) in the digital cellular telecommunications system GSM. The service distributes voice to all or a group of entitled users in a predefined geographical area.

The scope is narrow and practical: it focuses on how the service works for users, not on terminal man-machine interface (MMI) requirements. It also leaves aside a similar service for data messages, while noting the need to coordinate with work on General Packet Radio Service (GPRS).

AnnexWhat it covers
Annex AInformative status of Technical Specification GSM 02.69

The document is organized into these main parts:

  • Clause 1 - Scope
  • Clause 2 - Normative references
  • Clause 3 - Definitions and abbreviations
  • Clause 4 - Description
  • Clause 5 - Normal operation with successful outcome
  • Clause 6 - Exceptional procedures or unsuccessful outcome
  • Clause 7 - Interaction with GSM services and features
  • Clause 8 - Interworking considerations
  • Annex A - Status of Technical Specification GSM 02.69

What are the key requirements of SIST ETS 300 926 E1:2003?

SIST ETS 300 926 E1:2003 defines how a VBS call is set up, who can receive it, and how it interacts with other GSM services. In practice, the document tells a network operator or service provider what must be preconfigured, what the caller sees, and how the network should react when the service cannot be completed normally.

Provision, subscription and network setup

Clause 5.1 requires prior arrangements with the service provider and assignment of group IDs to the service subscriber. A subscription can allow only receiving calls, or also initiating them, including while roaming. This matters because the network must know which subscribers may start broadcasts and which group IDs they can use.

Clause 5.3 says each broadcast call is pre-registered in the network with a group ID, group call area composition, dispatcher identities and other call attributes. In practice, the service is controlled by network configuration rather than by ad hoc setup.

Call establishment and delivery

Clause 5.4 says a service subscriber or dispatcher starts a VBS call by dialing a specific short code or address. The network then connects the call to subscribers with the right group ID who are located in the relevant group call area, and to preregistered dispatchers.

Clause 4 and 5.4 also state that destination subscribers are notified by group ID, not individual paging, while dispatchers are called individually. The calling subscriber must receive a positive indication when the call is established so that speech can begin.

Operational behaviour and mobility

Clause 4 explains that subscribers who enter the group call area during an ongoing VBS call become destination subscribers within 500 ms after the first notification message. Subscribers who leave the area stop being destination subscribers. This is important for mobility planning and for understanding when a handset should start or stop receiving the broadcast.

Clause 4 also allows multiple VBS calls in the same group call area, and parallel calls to the same destination group in different, possibly overlapping areas. It also permits optional acknowledgement of receipt for certain priority calls.

Exceptional cases and service interaction

Clause 6 covers failure and partial setup. If the service cannot be provided, the caller must get a reason; if a dispatcher is not entitled, the call is rejected. If full setup is not achieved in time, the call can still count as established once minimum coverage conditions are met.

Clause 7 defines how VBS behaves with services such as CLIP, CLIR, COLP, COLR, Call Forwarding, Call Waiting, Call Hold, BAOC, BOIC, BAIC, BIC-Roam, ECT, CCBS, eMLPP and SMS. For a reader, this is the part that shows which familiar GSM features are ignored, overridden, or still active during a broadcast call.

What terms does SIST ETS 300 926 E1:2003 define?

  • network operator - The entity that provides the network resources needed to run VBS.
  • service provider - The entity that offers VBS for subscription; it may also be the network operator.
  • service subscriber - A mobile subscriber who subscribes to VBS.
  • voice broadcast call - A VBS call started by a VBS subscriber.
  • group ID - The numerical identifier used to select the intended broadcast group.
  • dispatcher - A predefined fixed or mobile user who can receive all VBS calls for a certain group ID and may also initiate them.
  • group call area - The predefined cell or cluster of cells where a particular VBS call is distributed.

Who uses SIST ETS 300 926 E1:2003?

SIST ETS 300 926 E1:2003 is used by GSM network operators, service providers and system planners who need to configure VBS in a network. It is also relevant to engineers and testers who must verify call setup, roaming behaviour, priority handling and interaction with other GSM services.

The document is also useful for organizations that rely on group voice distribution, because it explains what the service can and cannot do from the user side. Dispatch-oriented deployments can use it to understand how predefined dispatchers, group IDs and group call areas are handled.

Which standards are used with SIST ETS 300 926 E1:2003?

  • GSM 01.04 (ETR 350) - provides the abbreviations and acronyms used in the document.
  • GSM 02.40 - provides procedures for call progress indications, used when the network rejects or handles a call.
  • GSM 02.67 (ETS 300 924) - defines eMLPP, which supplies the priority and pre-emption behaviour referenced for VBS.
  • GSM 12.05 (ETS 300 616) - provides subscriber-related event and call data used for charging-related recording.

What does the SIST ETS 300 926 E1:2003 document contain?

Clause 4 includes a logical concept figure that shows how VBS works with service subscribers, group IDs, group call areas and dispatchers. Clause 5 describes provision, withdrawal, network configuration, call establishment and charging-related behaviour.

Clause 6 gives the failure handling rules, including partial establishment and rejection cases. Clause 7 is the main interoperability section and explains how VBS behaves with identification, call forwarding, barring, call waiting, call hold, CCBS, eMLPP and SMS.

Annex A gives the publication status history of Technical Specification GSM 02.69.

1 Scope
This European Telecommunication Standard (ETS) specifies the stage one description of the Voice
Broadcast Service (VBS) which allows the distribution of speech (or other signals which can be
transmitted via the speech codec), generated by a service subscriber, into a predefined geographical area
to all or a group of service subscribers located in this area.
[Remark: A similar service might be provided for the distribution of data messages. This service is not
treated in the present stage 1 description. However, the principle requirements and realizations should be
co-ordinated and synergies with the respective work item on General Packet Radio Service (GPRS)
regarded.]
The Voice Broadcast Service (VBS) is applicable to all mobile stations in a certain network and area which
have the technical capability and the respective subscription to receive a VBS call.
NOTE: It is not considered as requirement that normal GSM phase 2 mobile stations will be
able to be used for this service.
The service is described from the service subscriber's and user's point of view; in particular:
- the procedure for normal operation with successful outcome;
- the action to be taken in exceptional circumstances;
- the interaction with other GSM services and features.
This ETS does not deal with the Man-Machine Interface (MMI) requirements, but makes reference to the
appropriate Global System for Mobile communications (GSM) specifications.
This ETS defines a teleservice of the digital cellular telecommunication system GSM. Any interaction with
other services and/or networks not dealt within clauses 8 or 9 are outside the scope of this ETS.
2 Normative references
This ETS incorporates by dated and undated reference, provisions from other publications. These
normative references are cited at the appropriate places in the text and the publications are listed
hereafter. For dated references, subsequent amendments to or revisions of any of these publications

3 Definitions and abbreviations
3.1 Definitions
For the purposes of this ETS, the following definitions apply:
network operator: Entity which provides the network operating elements and resources for the execution
of the VBS.
service provider: Entity which offers the VBS for subscription. The network operator may be the service
provider.
service subscriber: Mobile subscriber which subscribes to the VBS.
voice broadcast call: An instance of the VBS initiated by a VBS subscriber. This term is used
synonymously with the term "VBS call".
group identification (group ID): A numerical classification. The maximum number of group IDs which
can be defined in one PLMN depends on the maximum number of group call areas defined in this PLMN.
The maximum number of group IDs and group call areas shall be 10 -1, Service subscriber shall be
provided with one or up to 50 group IDs.
dispatcher: Particular fixed line or mobile users are identified within the network as dispatchers.
Dispatchers shall receive all voice broadcast calls to a certain group ID in a group call area (this shall be
done automatically by the network). In addition they can initiate voice broadcast calls to a group ID in a
group call area.
Dispatchers shall be connected to a voice broadcast call by means of standard links via radio or via
an ISDN. They shall be called by their ISDN or MSISDN number, respectively. When dispatchers
initiate voice broadcast calls, they shall call a particular MSISDN number which is related to a group
ID and group call area. Dispatchers using the GSM network can be located outside of this group
call area.
The identities of the dispatchers are exclusively predefined in the network by the service provider.
There will be none or up to five dispatchers involved in a particular voice broadcast call.
destination subscriber: Service subscriber or dispatcher to which the VBS call is directed.
calling subscriber: Service subscriber or dispatcher which invokes the VBS call.
group call area: Predefined area composed of one or a cluster of cells, to which a particular VBS call is
distributed. The maximum number of group call area IDs which can be defined in one PLMN depends on
the maximum number of group IDs defined in this PLMN. The maximum number of group IDs and group
call areas shall be 10 -1, The composition of a group call area is predefined in the network by the service
provider. Changing of cell allocations in the network due to operational reasons will need an adaptation of
the group call area definition. The group call area may include cells of more then one MSC area and cells
of more than one PLMN.
3.2 Abbreviations
Abbreviations used in this ETS are listed in GSM 01.04.

4 Description
The VBS is defined in the following. Figure 1 gives an explanation of the logical concept of the VBS.
a) The VBS enables a calling subscriber to send speech unidirectional and simultaneously to all
entitled dispatchers and to destination subscribers belonging to a predefined group call area who
have a subscription to the applicable group ID.
[Remark: calls with the possibilities of semi-duplex conversation between the service subscribers
involved are not subject to the VBS but are treated in an additional stage 1 description on Voice
Group Call Service (VGCS).]
b) The calling subscriber may be any service subscriber which has subscribed to the related group ID
and is entitled to establish a voice broadcast call by his subscription or any dispatcher who is
entitled for it by his identity which shall be registered in the network.
The destination subscriber may be any service subscriber which has subscribed to the related
group ID or any dispatcher who is entitled for it by his identity which is registered in the network.
c) The broadcast call shall be established in a group call area which is comprised of one or a cluster of
