Overview

EN 13317:2018 (CEN) specifies performance requirements, dimensions and tests for manhole cover assemblies used on tanks for the transport of dangerous goods. The standard applies to manhole cover assemblies that seal tank manholes and may provide mounting points for auxiliary equipment (fill-hole covers, pressure relief devices, vapour transfer valves, breather devices, level sensors). It is intended for tanks carrying Class 3 (ADR) liquids - including liquid petroleum products and petrol - with a vapour pressure not exceeding 110 kPa at 50 °C, and excludes substances classified as toxic or corrosive.

Key topics and technical requirements

  • Scope of equipment: Manhole cover, gaskets and any securing devices to the tank shell neckring. Cover plates that are not integral to loading/venting are excluded.
  • Leak tightness: Assemblies must be vapour- and liquid-tight in any orientation within the tank’s maximum pressure range.
  • Dimensional requirements: Nominal manhole diameter is 500 mm; maximum external height of the assembly (including auxiliary equipment) is 150 mm above the mounting face. Critical mounting-face dimensions are given in normative annexes.
  • Temperature range: Default design range –20 °C to +50 °C; where needed extendable to –40 °C or +70 °C.
  • Mechanical strength: Assemblies must withstand a drop test without leakage or permanent deformation that impairs integrity (details and rig dimensions in Annex A).
  • Electrical resistance & bonding: The standard specifies a maximum electrical resistance between conductive parts and the neckring (given as 1 × 10^6 in the text); provisions for bonding the cover to the tank shell are required (see full standard for units and bonding details).
  • Testing regime:
    • Production tests (sampling per ISO 2859-1, AQL 2.5) - seat tightness in accordance with EN 12266-1.
    • Type tests - minimum of two samples per model: seat tightness (type test pressure 200 kPa) and drop test.
    • Test records must be retained per manufacturer procedures.

Practical applications and users

  • Useful for tank manufacturers, component suppliers and designers specifying or producing manhole cover assemblies for road tanks under ADR.
  • Employed by conformity assessment bodies, testing laboratories, fleet operators and maintenance organizations to validate installation, procurement and in-service inspection.
  • Helps ensure safe loading/unloading, inspection access and integration of auxiliary devices while meeting regulatory ADR references.
