EN 13317:2018 (CEN) specifies performance requirements, dimensions and tests for manhole cover assemblies used on tanks for the transport of dangerous goods. The standard applies to manhole cover assemblies that seal tank manholes and may provide mounting points for auxiliary equipment (fill-hole covers, pressure relief devices, vapour transfer valves, breather devices, level sensors). It is intended for tanks carrying Class 3 (ADR) liquids - including liquid petroleum products and petrol - with a vapour pressure not exceeding 110 kPa at 50 °C, and excludes substances classified as toxic or corrosive.

- Electrical resistance & bonding: The standard specifies a maximum electrical resistance between conductive parts and the neckring (given as 1 × 10^6 in the text); provisions for bonding the cover to the tank shell are required (see full standard for units and bonding details).
- Testing regime:
- Production tests (sampling per ISO 2859-1, AQL 2.5) - seat tightness in accordance with EN 12266-1.
- Type tests - minimum of two samples per model: seat tightness (type test pressure 200 kPa) and drop test.
- Test records must be retained per manufacturer procedures.
