Overview
SIST EN 60335-2-23:2003/A11:2011 is a crucial European safety standard published by CLC, focusing on household and similar electrical appliances specifically designed for skin or hair care. This amendment to the EN 60335-2-23:2003 standard refines and updates the specific safety requirements to ensure user protection and product reliability.
The standard addresses common hazards in domestic environments while recognizing the specific safety needs when appliances like hairdryers, curling tongs, hair straighteners, and facial saunas are used. It emphasizes safe design, clear user instructions, and constraints on use especially in vulnerable populations, including children and disabled persons.
Key Topics
Scope and User Considerations
The amendment outlines that the standard primarily targets household appliances, excluding risks related to unsupervised use by very young children or children playing with the appliance. It recognizes the additional needs of vulnerable and very vulnerable people, defining age groups and capability levels to guide safe appliance use.Definitions Relevant to Safety
Includes detailed user categories such as:- Very young children (0-36 months)
- Young children (over 36 months and under 8 years)
- Older children (8-14 years)
- Vulnerable and very vulnerable persons with physical, sensory, or mental impairments.
Marking and Instructions
Appliance controls designed for starting and stopping operations must be easily distinguishable by tactile, visual, or auditory feedback (e.g., motor sound).
Instructions must clearly state safe usage practices, including:- Supervision requirements for children and vulnerable people
- Specific precautions for hairdryers used near water
- Cleaning and maintenance details, particularly for facial saunas
- Warnings on hazards like use near bathtubs or water vessels.
Protection Against Electrical Hazards
The amended standard incorporates rigorous testing methods using IEC 61032 test probes to ensure live parts are inaccessible under normal and abnormal conditions.Thermal Safety
Defines maximum allowable temperature rises for various surfaces, including plastic, coated metal, glass, and bare metal, to prevent burns. Differentiates between functional (intentionally hot) surfaces and adjacent or user-contact surfaces.Mechanical Safety and Stability
Appliances must withstand mechanical stress and maintain stability during use. Tests involve applying forces with precise test probes and secure positioning to identify any potential hazards like tipping or component detachment.Construction Requirements
Appliances, notably hairdryers, must prevent hair entanglement risks via grids or suitable protection on air intakes, addressing choking or ingestion hazards for vulnerable people.Compliance and Testing Dates
- National implementation deadline: May 1, 2011
- Withdrawal of conflicting national standards: April 14, 2013
Applications
This standard applies broadly to domestic and similar appliances designed for skin or hair care, including:
- Hairdryers
- Hair straighteners and curling tongs
- Facial saunas
- Other electrically operated body care equipment
It benefits manufacturers, product designers, and safety compliance officers by:
- Guiding development of safer appliances with clear user safety features
- Assisting in designing intuitive controls with tactile and audible feedback
- Ensuring products include comprehensive safety markings and user instructions
- Helping assess products for electrical, thermal, and mechanical safety risks
- Supporting compliance with EU safety regulations to facilitate market access.
