ISO 22702:2026 is an International Organization for Standardization (ISO) standard for utility lighters. It sets safety specifications for flame-producing consumer lighters used to light candles, fireplaces, charcoal or gas grills, camp stoves, lanterns, appliances and pilot lights. It applies to manufacturers, test laboratories, quality teams and buyers who need to judge whether a utility lighter design is suitable for normal use and reasonably foreseeable misuse.

What does ISO 22702:2026 specify?

ISO 22702:2026 specifies safety requirements, test methods, instructions and marking for utility lighters. The scope covers hand-held flame-producing consumer products commonly known as utility lighters, including grill lighters, fireplace lighters, lighting rods and gas matches.

ISO 22702:2026 does not apply to matches or to flame-producing products intended for igniting cigars, pipes and cigarettes.

The document is organized into:

  • Clause 1 Scope
  • Clause 2 Normative references
  • Clause 3 Terms and definitions
  • Clause 4 Functional requirements
  • Clause 5 Structural-integrity requirements
  • Clause 6 Refilling of utility lighters
  • Clause 7 Instructions and warnings
  • Clause 8 Test methods
  • Clause 9 Product marking
  • Annex A Test sequencing and minimum sampling size

What are the key requirements of ISO 22702:2026?

ISO 22702:2026 focuses on preventing accidental ignition, uncontrolled flame behaviour, leakage, damage after impact or heat, and unsafe refilling. In practice, the standard tells a manufacturer what the lighter must be able to withstand and what information must reach the user.

Flame generation and flame height

Clause 4.1 requires a deliberate manual operation to produce a flame, with at least one of three safeguards: positive action, two independent actions, or an actuating force of at least 15 N. This matters because it reduces the chance of unintended ignition in pockets, bags or during handling.

Clause 4.2 limits maximum flame height and distinguishes between non-adjustable, adjustable, premixing burner and postmixing burner utility lighters. The limits depend on the flame type and whether the lighter is at first ignition, maximum setting or lowest setting. For a buyer or designer, this means the flame control must be built into the product design and verified by test.

Clause 4.3 requires deliberate action to change flame height and requires a minimum 1 N actuating force for protruding adjustment features. It also requires clear, permanent direction marking for increasing or decreasing flame height. In practice, the control must be easy to understand and not so loose that it changes by accident.

Flame behaviour and extinction

Clause 4.4 requires no spitting, sputtering or flaring at maximum flame height. Clause 4.5 sets extinction times after burning, with different limits for premixing and postmixing burner utility lighters and special treatment for shields. This matters because a lighter should shut off cleanly without lingering flames that could burn the user or nearby material.

Fuel limits and leakage control

Clause 4.6 limits the liquid portion of fuel in shipped fuelled lighters to 85 % of chamber capacity. Clause 4.7 limits the mass of liquefied fuel in gas utility lighters shipped with fuel to 10 g. These limits help control pressure and reduce leakage or rupture risk during distribution and use.

Structural integrity and durability

Clause 5 requires the lighter to survive dropping, elevated temperature, burning, continuous burning, cyclic burning, fuel contact and internal pressure. The drop test, heat exposure and pressure requirement are especially important for transport, storage and normal household use. If the lighter still ignites after these stresses, it must continue to meet the functional requirements.

Refilling safety

Clause 6 covers refillable utility lighters. A refillable lighter needs specific instructions and warnings, and its refilling valve or sealing mechanism must not leak above the permitted rate. This is important because refilling is one of the highest-risk user operations and the standard treats it as a separate safety case.

User information and marking

Clause 7 requires safety information in text or by signs, with placement that is clear and visible. The required text includes the warning statement, child-access warning, safe ignition distance from face and clothing, and a prohibition on use for cigarettes, cigars or pipes. Clause 9 requires a permanent logo, brand or name identifying the manufacturer or distributor, which supports traceability and product responsibility.

Verification by test

Clause 8 gives the test methods used to prove compliance, including flame height measurement, spitting and flaring tests, flame extinction, drop, elevated temperature, continuous burning, cyclic burning, fuel compatibility, internal pressure, refilling and fuel volumetric displacement. Annex A defines test sequencing and minimum sampling size, so the order of testing and sample selection are part of the compliance work, not just the product design.

What terms does ISO 22702:2026 define?

  • Utility lighter - A hand-held flame-producing article with a manually operated ignition system, used mainly to ignite candles, grills, stoves, lanterns, appliances and pilot lights.
  • Adjustable utility lighter - A utility lighter that lets the user manually vary flame height after purchase.
  • Non-adjustable utility lighter - A utility lighter with a flame height preset by the manufacturer and no user adjustment mechanism.
  • Refillable utility lighter - A utility lighter intended to be refuelled from an external container or by inserting a new prefilled fuel reservoir.
  • Premixing burner utility lighter - A gas utility lighter in which fuel and air are mixed before combustion.
  • Postmixing burner utility lighter - A gas utility lighter in which fuel and air meet at the point of combustion.
  • Shield - A structure that partly or fully surrounds the nozzle of the lighter.
  • Fuel - Butane, isobutane, propane or another liquefied hydrocarbon, or a mixture containing them, with vapour pressure above the stated threshold at 24 °C.

Who uses ISO 22702:2026?

ISO 22702:2026 is used by utility lighter manufacturers, component suppliers, product designers and test laboratories. Quality managers and compliance teams use it to define product checks, acceptance criteria and verification tests.

It is also relevant to importers, distributors and buyers of consumer ignition products who need a technical basis for product specification or supplier assessment. Retail and private-label teams can use it to check that a lighter design includes the required warnings, marking and refilling information.

What changed in ISO 22702:2026 from the previous edition?

ISO 22702:2026 is the third edition and replaces ISO 22702:2018. The foreword states that it was technically revised.

The listed changes include:

  • added definitions for article, substance, mixture and aerosol dispenser
  • additions and revisions in refilling-related requirements
  • updates to several test method clauses
  • updates to figures used for test equipment and test sequencing
  • updates to Annex A
  • revisions to Clause 7 safety information and warning content

Which standards are used with ISO 22702:2026?

ISO 22702:2026 cites two normative references:

  • ISO 7941 - used for chromatographic analysis to identify fuel type and formulation, supporting the pressure and fuel-related checks in Clauses 8.10 and 8.12
  • UL 1439 - used if an external sharp edge is found on the lighter, so the edge hazard can be checked with a referenced sharpness test

The bibliography also points to ISO 7010 and IEC 60417 for the graphical symbols used in the safety signs.

What does the ISO 22702:2026 document contain?

ISO 22702:2026 contains detailed test procedures, apparatus descriptions and acceptance criteria for utility lighters. It gives the setup for flame height measurement, the observation of spitting, sputtering and flaring, and the timing of flame extinction after use.

The document also includes procedures for drop testing, elevated temperature exposure, continuous burning, cyclic burning, fuel compatibility and internal pressure testing. For refilling, it gives separate procedures for external-container refilling and replacement of a prefilled fuel reservoir.

Clause 8 includes formulas for calculating fuel volume and reservoir volume, together with the steps needed to compare those values against the permitted fuel fill level. Figures show the test equipment, the flame measurement setup, specimen orientation during burning tests, and examples of sign presentation. Annex A provides the permitted test sequencing options and the minimum sampling size needed for the test program.

4 Functional requirements
4.1 Flame generation
In order to minimize the possibility of inadvertent ignition or self-ignition, utility lighters shall require a
deliberate manual operation to produce a flame. These operations shall conform to at least one of the
following requirements:
a) a system such that positive action on the part of the user is required to generate and maintain a flame;
b) a system that requires two or more independent actions by the user to generate a flame;
c) a system that requires an actuating force equal to or greater than 15 N to generate a flame (see Figure 1
for an example of test equipment).
Figure 1 — Block diagram showing a typical example of test equipment for measuring the flame
generation actuating force
4.2 Flame heights
4.2.1 General
The maximum attainable flame height for utility lighters shall be limited with a setting or by product design,
or both. For adjustable-flame-height utility lighters, the maximum flame height that a user will obtain on
first activating the utility lighter without adjustment shall also be limited. These limits shall conform to the
following requirements when tested in accordance with 8.2.
4.2.2 Non-adjustable postmixing burner utility lighters
Non-adjustable postmixing burner utility lighters, as defined in 3.10 and 3.18, shall have, in the user’s hands,
a maximum attainable flame height of no more than 100 mm when the flame is directed vertically upward
when tested in accordance with 8.2.

4.2.3 Non-adjustable premixing burner utility lighters
Non-adjustable premixing burner utility lighters, as defined in 3.10 and 3.17, shall have, in the user’s hands,
a maximum attainable flame height of no more than 75 mm when the flame is directed vertically upward
when tested in accordance with 8.2.
4.2.4 Adjustable postmixing burner utility lighters
Adjustable postmixing burner utility lighters, as defined in 3.7 and 3.18, shall not be capable of producing a
flame height greater than 150 mm when the flame is directed vertically upward, when deliberately adjusted
by the user to the manufacturer’s design limit for maximum flame height and when tested in accordance
with 8.2.
4.2.5 Adjustable premixing burner utility lighters
Adjustable premixing burner utility lighters, as defined in 3.7 and 3.17, shall not be capable of producing a
flame height greater than 75 mm when the flame is directed vertically upward, when deliberately adjusted
by the user to the manufacturer’s design limit for maximum flame height and when tested in accordance
with 8.2.
4.2.6 Adjustable postmixing burner utility lighters (flame height on first ignition)
Adjustable postmixing burner utility lighters, as defined in 3.7 and 3.18, shall have the flame height adjusted
by the manufacturer in such a manner that the utility lighter, when first ignited by the user without changing
the adjustment, will not produce a flame height in excess of 100 mm when the flame is directed vertically
upward and when tested in accordance with 8.2.
4.2.7 Adjustable premixing burner utility lighters (flame height on first ignition)
Adjustable premixing burner utility lighters, as defined in 3.7 and 3.17, shall have the flame height adjusted
by the manufacturer in such a manner that the utility lighter, when first ignited by the user without changing
the adjustment, will not produce a flame height in excess of 60 mm when the flame is directed vertically
upward and when tested in accordance with 8.2.
4.2.8 Adjustable postmixing burner utility lighters (flame height at lowest setting)
Adjustable postmixing burner utility lighters, as defined in 3.7 and 3.18, shall be capable of producing a
flame not in excess of 75 mm with the flame directed vertically upward, when set at the lowest possible
flame height and tested in accordance with 8.2.
4.2.9 Adjustable premixing burner utility lighters (flame height at lowest setting)
Adjustable premixing burner utility lighters, as defined in 3.7 and 3.17, shall be capable of producing a flame
not in excess of 50 mm with the flame directed vertically upward, when set at the lowest possible flame
height and tested in accordance with 8.2.
4.2.10 Dual flame type utility lighters
Dual flame type utility lighters for each type of flame of a dual flame type utility lighter, each flame height
shall conform to the corresponding requirement for that type of flame provided in 4.2.1 to 4.2.9.
4.2.11 Multiple flame type utility lighters

or to increase the flame height when the utility lighter is used in the normal fashion.
4.3.2 If flame-height adjustment features protrude from the body of the utility lighter, it shall require a
minimum actuating force of 1 N applied over the entire range of adjustment in a tangential direction (see
Figure 2 for an example of test equipment).
Figure 2 — Block diagram showing a typical example of test equipment for measuring the flame-
height adjustment feature actuating force
4.3.3 Adjustable utility lighters having rotary movement flame-height adjustment features approximately
at right angles to the flame shall perform as follows.
a) When the flame-height adjustment feature of the utility lighter is held so the flame is oriented vertically
upward, and the user is facing the flame-height adjustment feature, moving the actuator to the left shall
produce a decrease in flame height.
b) Adjustable utility lighters requiring motion of the flame-height adjustment feature approximately
parallel to the flame axis shall decrease or increase the flame height according to the direction of the
movement.
c) When the flame control actuator is at the bottom of the utility lighter, and the utility lighter is held so
that the user is facing the actuator, a clockwise movement shall produce a decrease in flame height.
Adjustable utility lighters shall indicate the direction of movement to produce a higher or lower flame height.
On utility lighters, the direction of movement shall be permanently imprinted or engraved on the utility
lighter. Such information shall be placed on the utility lighter in the vicinity of the flame-height adjustment
feature and be readily visible and understandable.
4.4 Resistance to spitting or sputtering and flaring
Utility lighters when set at the maximum flame height, shall exhibit no spitting or sputtering or flaring when
tested in accordance with 8.3.

4.5 Flame extinction
4.5.1 Adjustable postmixing burner utility lighters
Adjustable postmixing burner utility lighters, after a 10 s burn at maximum flame height, when extinguished
in the intended manner such as by releasing a button or lever, shall have any exposed flame completely
extinguished within 3 s after such action is completed, when tested in accordance with 8.4. In the case of
postmixing burner utility lighters that have shields, an additional 3 s afterburn is acceptable if the flame
height during this additional 3 s period does not extend above the shield.
4.5.2 Adjustable and non-adjustable postmixing burner utility lighters
Adjustable postmixing burner utility lighters when set at a flame height of 100 mm (or the maximum height
the adjustment allows if lower than 100 mm), or non-adjustable postmixing burner utility lighters at their
permanently set flame heights, after a 20 s burn, when extinguished in the intended manner such as by
releasing a button or lever, shall have any exposed flame completely extinguished within 3 s after such action
is completed, when tested in accordance with 8.4. In the case of postmixing burner utility lighters that have
shields, an additional 3 s afterburn is acceptable if the flame height during this additional 3 s period does not
extend above the shield.
4.5.3 Adjustable and non-adjustable premixing burner utility lighters
Adjustable premixing burner utility lighters when set at a flame height of 75 mm (or the maximum height
the adjustment allows if lower than 75 mm), or non-adjustable premixing burner utility lighters at their
permanently set flame heights, after a 20 s burn, when extinguished in the intended manner, such as by
releasing a button or lever, shall have any exposed flame completely extinguished in no more than 6 s, when
tested in accordance with 8.4.
NOTE The total afterburn time of 6 s is intended to be reconsidered periodically with a view to gradual reduction
in line with technological progress.
4.5.4 Dual flame type utility lighters
In the case of dual flame type utility lighters, the extinction time of each type of flame shall conform to the
corresponding requirement for that type of flame provided in 4.5.

4 Exigences fonctionnelles
flamme;
l’utilisateur, pour produire une flamme;
