Overview

ISO 23316-3:2023 - Tractors and machinery for agriculture and forestry - Electrical high‑power interface 700 V DC / 480 V AC - Part 3: Safety requirements defines general safety requirements and guidance for the high‑power interface (HPI) used on agricultural and forestry machinery. It sets safety expectations for systems operating at nominal 700 V DC / 480 V AC (VC‑B2 class) and is intended to be used together with other parts of the ISO 23316 series (physical layer, AC/DC modes, control‑communication, etc.).

This part specifically excludes service/maintenance, functional safety, control strategies, component design, energy storage, and multiple supplies to a common DC link.

Key topics and requirements

  • Scope and system context
    • Applies to HPI safety for tractors and implements; assumes the overall VC‑B2 electrical system meets ISO 16230‑1 or an equivalent electrical safety standard.
  • Connector and mechanical safety
    • HPI connectors must provide a break‑away function to minimize electrical hazards if the mechanical coupling is lost while energized.
  • Cable design and environmental protection
    • Cables must prevent moisture ingress to the connector rear to the level of IPX9K per ISO 20653 and meet ISO 16230‑1 requirements.
    • Power cable outer coating must be orange (per ISO 16230‑1).
  • Electrical system behavior
    • The HPI control (HPI‑C) and master control (HPI‑MC) shall coordinate voltage on VC‑B2 conductors per ISO 16230‑1, including permitting controlled reverse power flow (e.g., regenerative braking) when safe.
    • Automatic shutdown: voltage must reduce to below VC‑B within 1 s after interlock break or cable severance unless justified by risk assessment.
  • Protection and bonding
    • Protection of persons against electric shock must follow ISO 16230‑1 Clause 5 (double/reinforced insulation, barriers, enclosures).
    • Exposed conductive parts used in the bonding path must be galvanically connected to the protective bonding conductor (PBC).
    • For mated machinery, bonding resistance requirements account for a 2.5 m separation; the allowed total resistance can be split so each side is ≤ 0.05 Ω (half of 0.1 Ω).
  • Insulation monitoring
    • Insulation monitoring coordination references ISO/FDIS 23316‑6 where used (continuous monitoring is not mandated by ISO 16230‑1).

Applications and who uses it

  • Original equipment manufacturers (OEMs) of tractors and implements
  • Electrical and safety engineers designing HPI systems at 700 V DC / 480 V AC
  • Integrators implementing tractor‑implement interoperability and safety
  • Test laboratories and certification bodies assessing electrical safety compliance
  • Standards and compliance teams verifying conformity across ISO 23316 parts

Related standards

  • ISO 23316‑1, ‑2, ‑4, ‑5, ISO/FDIS 23316‑6 (ISO 23316 series)

iv
Introduction
The purpose of the ISO 23316 series is to provide design and application standards covering
implementation of electrical high-power interface with a nominal voltage of 700 V DC/480 V AC for
agricultural and forestry machinery.
Conformance to the ISO 23316 series is determined when applicable requirements from all parts of the
ISO 23316 series are met.
It is permitted for partial systems or components to conform with the ISO 23316 series by applying all
applicable requirements, e.g. for the plug, receptacle, or inverters, on a tractor or implement.
NOTE For example, if a DC-mode only HPI is provided, it is not necessary to conform with ISO 23316-4
describing AC-mode, as it is not applicable. If an AC-mode only HPI is provided, it is not necessary to conform with
ISO 23316-5 describing DC-mode, as it is not applicable.
The ISO 23316 series specifies physical and logical interface requirements that provide interoperability
and cross compatibility for systems and equipment operating at nominal voltages of 700 V DC/480 V
AC.
ISO 23316-1 describes the general purpose and structure of standards in the ISO 23316 series.
The structure of safety standards in the field of machinery is as follows:
— type-A standards (basis safety standards) giving basic concepts, principle for design, and general
aspects that can be applied to machinery;
— type-B standards (generic safety standards) dealing with one safety aspect or one type of safeguards
that can be used across a wide range of machinery:
— type-B1 standards on particular safety aspects (e.g. safety distances, surface temperature,
noise);
— type-B2 standards on safeguards (e.g. two-hands controls, interlocking devices, pressure
sensitive devices, guards);
— type-C standards (machinery safety standards) dealing with detailed safety requirements for a
particular machine or group of machines.
This document is a type C standard as stated in ISO 12100.
When provisions of this type C standard are different from those which are stated in type A or B
standards, the provisions of this type C standard take precedence over the provisions of the other
standards for machines that have been designed and built according to the provisions of this type C
standard.
The machinery concerned and the extent to which hazards, hazardous situations and events are
covered are indicated in the scope of this document.
