Overview

ISO/IEC 23000-19:2024/Amd 1:2024 is an amendment to the international standard for multimedia application formats known as MPEG-A, specifically Part 19 which defines the Common Media Application Format (CMAF) for segmented media. This amendment introduces support for Low Complexity Enhancement Video Coding (LCEVC) and incorporates related technologies to enhance video coding efficiency while ensuring compatibility within CMAF frameworks.

Developed jointly by ISO and IEC, this standard update integrates LCEVC as an extension to existing CMAF profiles, facilitating improved video compression performance and interoperability for segmented streaming media. The amendment also provides detailed normative specifications addressing codec constraints, track formats, switching mechanisms, and bitrate management for LCEVC-enhanced CMAF media.

Key Topics

  • LCEVC Integration in CMAF: Defines LCEVC media profiles and track formats compliant with CMAF-partitioned media, including the concept of dependent CMAF tracks that reference base video codecs using LCEVC enhancements.

  • Conformance Requirements: Specifies normative constraints for the storage, signaling, and decoding of LCEVC bitstreams within CMAF tracks. This includes the use of Sequence Configuration and Global Configuration NAL units to describe decoding parameters.

  • Track and Fragment Constraints: Outlines mandatory compliance for CMAF tracks carrying LCEVC streams, such as unique track IDs for base and enhancement layers, adherence to CMAF switching set regulations, and restrictions on sample entries.

  • Codec Parameter Signaling: Recommends signaling methods for codec profiles and levels within both base and enhancement layers using standards like IETF RFC 6381 and ISO/IEC 14496-15:2022.

  • Media Profiles and Branding: Introduces the 'clv1' CMAF file brand reserved for LCEVC encoded content, defining supported codec profiles, levels, and maximum resolutions for compliant implementations.

Applications

  • Adaptive Streaming Services: Enables streaming providers to deploy LCEVC-enhanced CMAF content, improving video quality at lower bitrates across segmented media, which benefits bandwidth-constrained environments.

  • Broadcast and OTT Platforms: Integrates LCEVC technology into existing CMAF ecosystems, optimizing multi-device and multi-network delivery scenarios by supporting low-complexity video enhancement.

  • Video Content Encoding and Packaging: Provides guidelines for content creators and system integrators to package and signal LCEVC streams properly within CMAF, ensuring interoperability and compatibility with compliant decoders.

  • Next-Generation Multimedia Frameworks: Facilitates adoption of advanced video coding enhancements alongside established base codecs (AVC, HEVC, EVC, VVC) in a standardized format, enabling future-proof media workflows.

Related Standards

  • ISO/IEC 23000-19 (CMAF): The base international standard specifying the Common Media Application Format for segmented media delivery in multimedia applications.

  • ISO/IEC 23094-2:2021: Defines Low Complexity Enhancement Video Coding (LCEVC), the technology incorporated by this amendment to enhance video coding in CMAF.

  • ISO/IEC 14496-15:2022: Specifies the ISO Base Media File Format (ISOBMFF) segments and multiplexing rules referenced for storing LCEVC media tracks.

  • IETF RFC 6381: Provides standard conventions for signaling codec parameters critical for interoperability in multimedia streaming.

This amendment of ISO/IEC 23000-19 ensures that implementers can deliver efficient, scalable, and interoperable segmented media streams by embracing LCEVC within the widely adopted CMAF framework, supporting modern multimedia use cases and enhancing user experiences globally.
