Overview

ISO 9657:2004 is an international standard that specifies the general technical requirements for pliers and nippers intended for electronics work. These tools are designed specifically for use on electronic components, printed circuit boards (PCBs), and similar precision tasks. However, ISO 9657:2004 excludes tools meant for working on live electrical circuits or for antistatic applications.

This standard ensures that manufacturers produce reliable and high-quality electronics pliers and nippers with consistent performance, durability, and ergonomic design. It focuses on critical aspects such as hardness, joint construction, jaws and cutting edges, handle comfort, and tool designation. Compliance with ISO 9657:2004 supports product safety, functionality, and operational efficiency in electronics manufacturing and repair environments.

Key Points

  • Scope: Applies to pliers and nippers used for electronic components and PCBs; excludes live electrical circuit tools and antistatic tools.
  • Handle Requirements: Handles must have a hardness of 40 HRC and be shaped with sleeves for comfortable grip, including the thickness of comfort grips in handle width.
  • Head and Jaw Hardness: Minimum hardness for the head is 40 HRC. Cutting nippers require a cutting edge hardness of at least 55 HRC for durability, while gripping surfaces on pliers require a minimum of 40 HRC.
  • Joint Design: The joint must allow smooth movement without excessive side play that could impair performance.
  • Tool Designation: Detailed designation includes type, dimensions, cutting edge position, joint type, nose shape, serrations, and field of application as per ISO 8979 nomenclature.
  • Marking: Tools must bear the manufacturer's name or trademark to ensure traceability and authenticity.
  • Compliance Testing: References ISO 9656 for test methods and ISO 6508-1 for Rockwell hardness testing.

Applications

ISO 9657:2004 compliant pliers and nippers are essential in various electronics settings, including:

  • Electronic Assembly and Repair: Precision tools for cutting and gripping wires, trimming leads, and manipulating components on PCBs.
  • Manufacturing: Ensures that assembly line hand tools meet strict quality standards for repeated use.
  • Research and Development Laboratories: Provides reliable and ergonomic tools for prototyping and testing electronic circuits.
  • Maintenance and Service: Facilitates safe and efficient electronics maintenance without damaging components.
  • Quality Control: Supports standardization and quality assurance of hand tool performance in electronics production.

Using tools that conform to ISO 9657:2004 enhances safety, accuracy, and operator comfort, reducing the risk of component damage and improving overall productivity.

Related Standards

  • ISO 8979: Pliers and nippers for electronics - Nomenclature - Defines terms and classification vital for consistent tool designation.
  • ISO 9656: Pliers and nippers for electronics - Test methods - Specifies test procedures to verify compliance with ISO 9657 technical requirements.
  • ISO 6508-1: Metallic materials - Rockwell hardness test - Details the hardness testing methods relevant to pliers and nipper materials.

Together, these complementary standards provide a comprehensive framework for manufacturing, testing, and classifying electronics pliers and nippers, helping suppliers and users maintain consistent quality and performance.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. ISO shall not be held responsible for identifying any or all such patent rights.
ISO 9657 was prepared by Technical Committee ISO/TC 29, Small tools, Subcommittee SC 10, Assembly
tools for screws and nuts, pliers and nippers.
This second edition cancels and replaces the first edition (ISO 9657:1989), which has been technically revised.

Avant-propos
