ISO/IEC 19785-3, published by ISO/IEC, specifies registered Common Biometric Exchange Formats Framework (CBEFF) patron formats and the registered patron format types that identify them. It tells implementers how to name, encode, and identify CBEFF biometric information records so biometric data can be exchanged consistently across products and systems.

What does ISO/IEC 19785-3 specify?

ISO/IEC 19785-3 specifies the patron formats registered by the CBEFF patron ISO/IEC JTC 1/SC 37 and the full ASN.1 OIDs that identify each format. In practice, that means it gives a standard way to label a biometric record format unambiguously, so a receiver can tell how the record is structured before trying to decode it.

The document is organized into:

  • Clause 5 on conformance
  • Clause 6 on ASN.1 type definitions for CBEFF data elements
  • Clauses 7 to 19 on individual patron format specifications
  • Annexes A to E for guidance, conformance, tagged coding, clarifications, and a sample ASN.1 module
AnnexWhat it covers
Annex AGuidelines on how patron formats are specified using CBEFF data elements
Annex BPatron format conformance statements
Annex CCoding specifications for tagged patron formats
Annex DClarifications and contextual information for Clause 11
Annex ESample ASN.1 module for TLV-encoded patron formats for ICCs and other tokens with explicit tag allocation authority

What are the key requirements of ISO/IEC 19785-3?

ISO/IEC 19785-3 defines the format families, the identification scheme, and the conformance rules that make each patron format usable in exchange systems. The most important practical point is that each format is not just named - it is also tied to a patron format owner, a patron format type, and a full ASN.1 OID.

Identification and conformance

  • Clause 5 says an implementation claiming conformance shall be able to generate at least one specified encoding for a patron format, or decode/process one of its specified encodings. This matters because conformance is based on actual interoperability behavior, not just reading the specification.
  • The scope states that each patron format has a registered patron format type and a resulting full ASN.1 OID. In practice, this lets software and registries identify the exact format instance without ambiguity.
  • The introduction explains that the combination of the BRA OID, the CBEFF patron format owner, and the patron format type forms the full ASN.1 OID. That is the identifier a system should use when it needs to refer to one exact patron format.

Shared data-element definitions

  • Clause 6 provides the ASN.1 module CBEFF-DATA-ELEMENTS for the CBEFF data elements and abstract values. This gives implementers a shared library of types instead of separate ad hoc definitions.
  • Clause 6 aligns those type definitions with the abstract values defined for CBEFF version major 4, minor 0. That means the patron formats in this part use the same data meaning as the current CBEFF data-element model.

Simple and byte-oriented patron formats

  • Clauses 7 and 8 define minimum simple patron formats, one bit-oriented and one byte-oriented. These are aimed at low-overhead encodings where storage and transfer cost matter more than rich metadata.
  • Clause 7 is marked deprecated and Clause 8 allows only a single BDB per BIR. For implementation, that means these are mainly legacy or minimal-profile options rather than general-purpose modern choices.
  • Clauses 9 and 10 define presence-oriented simple BIRs. They use a presence bitmap so an encoder can include only the optional fields needed, which helps when a device needs a compact record but still wants more metadata than the minimum formats.

Complex and nested patron formats

  • Clauses 12 and 14 define complex patron formats for carrying one or more BIRs in a single structure. This is the right family when a system must nest biometric records or bundle related biometric content together.
  • Clause 12 supports child BIRs and gives illustrative examples, while Clause 14 extends the model with more data elements, including capture device, feature extraction algorithm, comparison algorithm, quality algorithm, PAD mechanism, PAD mechanism vendor, and compression algorithm. That matters when a record needs to describe how the biometric data was created and processed.
  • These clauses also require ordered fields, length prefixes for strings and octet strings, big-endian integer encoding, and date handling based on ISO 8601-1. That gives predictable parsing across platforms.

XML and tag-oriented formats

  • Clause 13 defines the XML-full patron format and includes an XML schema, element semantics, and examples. It is kept for legacy reasons and is intended for systems that benefit from XML rather than binary coding.
  • Clauses 16 and 17 define self-identifying tag-oriented simple and complex BIRs. These formats are designed for tagged encodings and are generalized for use outside a single application profile, which helps future interoperability.
  • Annex C gives the coding conventions for tagged patron formats, so implementers can map the same CBEFF concepts into XML, JSON, TLV, or similar tagged representations in a consistent way.

Smartcard, PAD, and legacy token formats

  • Clause 11 defines the TLV-encoded patron format for smartcards or other tokens with implicit tag allocation authority, but it is maintained for legacy reasons. New applications are directed to the explicit tag allocation authority format in Clause 19.
  • Clause 18 defines the PAD patron format, which links PAD information with a relevant BDB by combining child BIRs. That matters when biometric capture and presentation attack detection need to be stored together.
  • Clause 19 defines the TLV-encoded patron format for ICCs and other tokens with explicit tag allocation authority. It is the preferred token-oriented choice for new applications that need TLV coding and clear tag authority.

What terms does ISO/IEC 19785-3 define?

  • Biometric information template group - A structure that allows two or more biometric information template instances to be nested.
  • CBEFF patron format structure type - The indication of which CBEFF BIR structure a patron format uses, including whether it is self-identifying.
  • TLV encoding - Type, length, and value encoding in which each field carries a tag, a length determinant, and a value.
  • BIR - Biometric information record, the CBEFF record that carries biometric content and related metadata.
  • SBH - Standardized biometric header, the part of a BIR that carries descriptive data about the BDB and the record.
  • BDB - Biometric data block, the biometric data itself or a standardized or proprietary payload.
  • SB - Security block, the optional security-related part of a BIR.
  • PFCS - Patron format conformance statement, the statement used in Annex B to report how a patron format meets the conformance model.

Who uses ISO/IEC 19785-3?

ISO/IEC 19785-3 is used by biometric system architects, smartcard and token implementers, device and software vendors, and conformity assessment teams. It is also relevant to quality managers and buyers who need to know whether a product can exchange biometric records in a known CBEFF format.

Typical tasks include:

  • assigning and checking patron format identifiers and OIDs
  • encoding and decoding BIRs for exchange between systems
  • defining tagged, XML, ASN.1, or TLV representations of biometric records
  • documenting conformance with a specific patron format
  • linking biometric data with PAD information or smartcard data objects
  • supporting on-card and off-card biometric comparison workflows

What changed in ISO/IEC 19785-3 from the previous edition?

ISO/IEC 19785-3 replaces ISO/IEC 19785-3:2020. The foreword says the document was technically revised, and it lists these changes:

  • the TLV-encoded patron format for use with smartcards or other tokens with implicit tag allocation authority was deprecated for new applications
  • some references that had been listed as normative were moved to the bibliography
  • element <sbX> was added to the XML-full patron format
  • vocabulary was updated and corrected
  • the ASN.1 definition and related information for the TLV-encoded patron format for ICCs and other tokens with explicit tag allocation authority were moved to a new informative annex

Which standards are used with ISO/IEC 19785-3?

ISO/IEC 19785-3 is built around several other standards that provide the vocabulary, encoding rules, and biometric context it relies on:

  • ISO/IEC 19785-1 - defines CBEFF data elements, structure types, and the self-identifying concept used throughout this part
  • ISO/IEC 19785-2 - defines the biometric registration scheme and the way organizations and biometric objects are identified
  • ISO/IEC 2382-37 - provides biometric vocabulary used in the terms and definitions
  • ISO/IEC 7816-11 - supports biometric methods for integrated circuit cards and the biometric information template group data object
  • ISO/IEC 7816-4 - provides the APDU and data-object framework used by the token-oriented legacy material
  • ISO 8601-1 - defines the date and time representation used in the record encodings
  • ISO/IEC 8825-4 - provides XML Encoding Rules, relevant to ASN.1/XML interoperability
  • ISO/IEC 10646 - provides the character set used for textual encodings
  • ISO/IEC 30107-2 - provides the PAD data-format context used by Clause 18
  • ISO/IEC 19784-1 - is named for BioAPI 2.0 and the BioAPI patron format
  • ISO/IEC 30106-1 - is the origin of the self-identifying tag-oriented profiles mentioned in Clauses 16 and 17
  • ISO/IEC 24787-1 - is referenced for explicit tag allocation authority examples and compatibility context

What does the ISO/IEC 19785-3 document contain?

ISO/IEC 19785-3 contains the full patron-format definitions, ASN.1 modules, and mapping tables needed to implement CBEFF patron formats. It includes clause-by-clause field definitions, optionality rules, default values, and examples for binary, XML, and tagged encodings.

The document also contains:

  • illustrative examples for several patron formats
  • XML schema material for the XML-full format
  • tabular field layouts for smartcard and tagged formats
  • a sample ASN.1 module in Annex E for explicit tag allocation authority
  • conformance guidance and PFCS material in Annex B

For an implementer, the useful part is that the document shows both the structure of each patron format and the concrete coding approach used to represent it in real systems.

Introduction
Biometric-based authentication systems and applications are expected to support multiple biometric devices
and multiple biometric data formats. The Common Biometric Exchange Formats Framework (CBEFF)
promotes interoperability of biometric-based application programmes and systems developed by different
vendors by facilitating biometric data interchange.
ISO/IEC 19785-1 defines the following items that enable standardized biometric data interchange:
a) a three-part standardized structure for biometric information records (BIRs) consisting of:
1) standardized biometric headers (SBHs);
2) biometric data blocks (BDBs, which can be standardized or proprietary); and
3) optional security blocks (SBs);
b) variations of the three-part structure to support BIRs containing:
1) only one SBH, at least one or more BDBs and possibly one SB (simple CBEFF BIRs),
2) only one self-identifying SBH, at least one or more BDB and possibly one SB (self-identifying simple
CBEFF BIRs), and;
3) more than one BDB along with some number of SBHs necessary to encode the BIR’s structure and
some number of SBs (complex CBEFF BIRs, multiple CBEFF BIRs);
c) a self-identifying concept, which can be applied to any variation of the three-part structure for BIRs, using
the ‘SBIR’ field as defined in ISO/IEC 19785-1;
d) more than 40 data elements and their associated abstract values that can be used in an SBH to describe
attributes of a BDB within a BIR, as well as attributes of the BIR itself;
e) the concept of a CBEFF patron format (but ISO/IEC 19785-1 does not itself define any patron formats),
which is a detailed specification of the structure and content of a particular, standardized BIR;
f) the concept of a CBEFF patron, which is a recognized standards organization that has registered with the
Biometric Registration Authoritybiometric registration authority (BRA) and declared its intention to
define CBEFF patron format specifications;
g) the concept of the BRA, which is the mechanism by which unique identifiers are assigned to organizations
(standards organizations, vendors and others) that create BDB formats and CBEFF patron formats
(ISO/IEC 19785-2 defines the identification scheme for biometric objects and organizations registered by
the BRA);
h) CBEFF data elements [see c) above] that support, within the SBH, the unique identifiers assigned by the
BRA for biometric organizations, BDB formats, biometric products, capture devices, feature extraction
algorithms, comparison algorithms, quality algorithms, compression algorithms, presentation attack
detection (PAD) mechanisms, patron formats (self-identifying or not),) and SB formats.
PatronIn addition to the patron formats specified in this document, additional patron formats can be specified
in other standards documents and registered with the BRA (see ISO/IEC 19785-2). For example, there is a
registered patron format specified in ISO/IEC 19784-1. For a complete list of registered patron formats,
consult the CBEFF Biometric Registration Authoritybiometric registration authority website.

ISO/IEC FDIS 19785-3:20252026(en)
This document specifies a number of CBEFF patron formats that are considered to be of general utility in a
variety of domains of use. Additional ISO/IEC JTC 1/SC 37 patron format specifications can be published as
new clauses in future amendments or editions of this document, or in other ISO/IEC JTC 1/SC 37 International
Standards.
The CBEFF patron format type unambiguously identifies the CBEFF patron format within the scope of the
CBEFF patron format owner. The CBEFF patron format type is unambiguous within the scope of an ASN.1
Object Identifier (see ISO/IEC 9834-1) that identifies the BRA (see ISO/IEC 19785-2). That ASN.1 Object
Identifier (OID) is itself globally unambiguous within the scope of all ASN.1 OIDs, which forms a widely used
global namespace.
NOTE ASN.1 OIDs are used by ITU-T, ITU-R, the UPU and many ISO and IEC Standards, to identify some IETF MIME
types and for many other purposes. These acronyms have not been spelled out, as the precise identification of these
organizations is not relevant to this document.
The combination of the BRA OID, the CBEFF patron format owner, and the CBEFF patron format type forms a
larger ASN.1 OID that provides an unambiguous identification of the CBEFF patron format. This document
specifies, for each CBEFF patron format that it defines, the ASN.1 OID that unambiguously identifies that
CBEFF patron format.
New implementations can make use of the tag-oriented CBEFF version 4.0 patron formats, i.e. 16 and onwards.
It is also important to note that, forFor legacy reasons, the technical content of patron format type 5, TLV-
encoded patron format for use with smartcards or other tokens (with implicit tag allocation authority) in 11,,
is presented as it was originally published in ISO/IEC 19785-3:2007 (with minor editorial updates and
technical comments introduced in Annex D). New implementations can use the explicit tag allocation authority
alternative provided by the patron format included in 19.
