Earth-moving machinery - Safety - Part 7: Requirements for scrapers
ISO 20474-7:2017 gives the safety requirements specific to wheeled scrapers and crawler scrapers, excepting towed scrapers, as defined in ISO 6165. It is intended to be used in conjunction with ISO 20474-1, which specifies general safety requirements common to two or more earth-moving machine families. The specific requirements given in this document take precedence over the general requirements of ISO 20474‑1. ISO 20474-7:2017 gives the safety requirements specific to wheeled scrapers and crawler scrapers, deals with all significant hazards, hazardous situations and events relevant to the earth-moving machinery within its scope (see ISO 20474-1:2017, Annex A) when used as intended or under conditions of misuse reasonably foreseeable by the manufacturer. It specifies the appropriate technical measures for eliminating or reducing risks arising from relevant hazards, hazardous situations or events during commissioning, operation and maintenance. ISO 20474-7:2017 gives the safety requirements specific to wheeled scrapers and crawler scrapers, is not applicable to machines manufactured before the date of its publication.

Overview
ISO 20474-7:2017 - "Earth-moving machinery - Safety - Part 7: Requirements for scrapers" defines safety requirements specific to wheeled scrapers and crawler scrapers (excluding towed scrapers). It is a type-C standard intended to be used together with ISO 20474-1 (general safety requirements). The document addresses significant hazards during commissioning, operation and maintenance and specifies technical measures to eliminate or reduce risk for machines built from its publication date onward.
Key topics and technical requirements
- Scope and precedence: Specific scraper requirements in ISO 20474-7 take precedence over the general requirements in ISO 20474-1 where they differ.
- Operator’s seat: For scrapers without axle or frame suspension, seats must meet spectral class EM 2 as specified in ISO 7096 (operator seat vibration).
- Retarder systems: If a retarder is fitted, it must meet the performance requirements of ISO 10268.
- Articulated frame lock: The general clause on articulated frame lock in ISO 20474-1 is not applicable to scrapers under this part.
- Towing devices: Requirements apply with clarification that some attachment points used only to assist loading are not considered towing devices.
- Noise measurement: Sound power and operator-station emission levels must be measured according to ISO 6393 and ISO 6394, respectively, consistent with ISO 20474-1 noise clauses.
- Access to engine compartment: Access provisions differ for the rear engine of self-propelled scrapers; certain general clauses are excluded.
- Information for use: Operator and maintenance documentation must include specific instructions (e.g., push-blades, elevator and auger use and maintenance).
- Hazard coverage: The standard addresses foreseeable misuse and all relevant hazardous situations listed in ISO 20474-1 Annex A.
Applications and who uses it
ISO 20474-7:2017 is used by:
- Manufacturers and designers of wheeled and crawler scrapers to design compliant machines and incorporate required safety features.
- Safety engineers and compliance officers to assess risk and verify conformity with international safety expectations.
- Test laboratories and certification bodies that measure noise, vibration and retarder performance.
- Fleet managers and construction contractors selecting equipment and verifying operator information and maintenance procedures. The standard helps reduce injury risk, support regulatory compliance, and provide clear technical benchmarks for procurement and testing.

ISO (the International Organization for Standardization) is a worldwide federation of national standards
bodies (ISO member bodies). The work of preparing International Standards is normally carried out
through ISO technical committees. Each member body interested in a subject for which a technical
committee has been established has the right to be represented on that committee. International
organizations, governmental and non-governmental, in liaison with ISO, also take part in the work.
ISO collaborates closely with the International Electrotechnical Commission (IEC) on all matters of
electrotechnical standardization.
The procedures used to develop this document and those intended for its further maintenance are
described in the ISO/IEC Directives, Part 1. In particular the different approval criteria needed for the
different types of ISO documents should be noted. This document was drafted in accordance with the
