Low-voltage switchgear and controlgear assemblies - Internal arc-fault protection of low-voltage switchgear and controlgear assemblies in accordance with the IEC 61439 series

IEC TS 61641:2026 identifies methods used to verify the ability of the assembly:
– to limit the risk of injury to personnel during an internal arc-fault;
– to limit the damage to an acceptable level as a result of an internal arc-fault;
– to improve the power availability following an internal arc-fault.
This document takes into consideration:
– the effects of the internal overpressure acting on covers, doors, etc.;
– the thermal effects of the internal arc-fault or its roots on the enclosures and of ejected hot gases and glowing particles.
– the correct function of the IAMS within the assembly;
– the prevention of unintended operation of the IAMS within the assembly, for example caused by switching arcs;
– the functioning behaviour of the IAMS immediately after the assembly is energized.
This document describes different methods to assess the performance of an assembly or zones of an assembly in respect of arcing in air due to an internal failure:
– with "passive" arc-fault protection (provided by mechanical construction, e.g. suitable door locks, hinges, pressure relief devices, barriers);
NOTE 1 This approach corresponds to the method according to IEC TR 61641:2014.
– with "active" arc-fault protection (with the integration of IAMS);
NOTE 2 This approach corresponds to the method according to IEC TS 63107:2020.
– with the use of an arc ignition protected zone (to make the ignition of an arc-fault an extremely remote possibility).
NOTE 3 This approach corresponds to the method according to IEC TR 61641:2014.
IAMS consist of internal arc-fault control devices (IACD), e.g. optical-based IACD's in accordance with IEC 60947-9-2 and internal arc-fault reduction devices (IARD), e.g. arc quenching devices (AQDs) in accordance with IEC 60947-9-1 and short-circuit protection devices SCPD's in accordance with IEC 60947-2 (see Figure EE.1). IAMS can be provided by a combined-type device according to IEC 60947-9-2.
IEC 60364-4-42:2024 (Clause 427) provides guidance on the need for internal arc-fault protection.
This document does not supersede any individual product standard. Individual devices are required to comply with their relevant standard.
This document does not apply to integration of arc fault detection devices (AFDD) according to IEC 62606.
Informative Annex AA gives guidance for the user (see IEC 61439-1:2020, 3.11) on internal arc-fault mitigation.
Informative Annex BB gives guidance for the user (see IEC 61439-1:2020, 3.11) of assemblies with "active" arc-fault protection (with the integration of IAMS).
Informative Annex CC gives guidance for the original manufacturer of an assembly when incorporating an integrated IAMS.
This document does not consider other effects which can constitute a risk, such as emission of toxic gases, loud noises and/or intense light. Furthermore, this document does not consider conditions during maintenance work and the personal protective equipment used.

IEC 61439-8:2026 specifies requirements for the design and verification of low voltage switchgear and controlgear assemblies for use in photovoltaic installations.
PVAs have the following characteristics:
- assemblies used for the combination of electrical energy in DC systems for which the input and output voltage does not exceed 1 500 V DC;
- assemblies supplied from an AC network where the voltage does not exceed 1 000 V AC for auxiliary and control purposes;
- stationary assemblies with an enclosure;
- assemblies intended for operation by authorised persons (see IEC 61439 1:2020, 3.7.17), but can be located in an area accessible to ordinary persons (see IEC 61439 1:2020, 3.7.16);
- suitable for indoor or outdoor installation.
This document identifies definitions, specifies the service conditions, details the construction requirements, defines the technical characteristics, and provides verifications for PVAs. PVAs can also include control or signalling devices, or both, associated with the distribution of electrical energy. This document applies to all PVAs whether they are designed and manufactured on a one-off basis or fully standardized and manufactured in quantity. Either the manufacture or assembly, or both, can be carried out by an entity other than the original manufacturer (see IEC 61439 1:2020, 3.10.1).
This document does not apply to:
- individual devices, for example, circuit-breakers, fuse switches and self-contained components such as, motor starters, switch mode power supplies (SMPS), uninterruptable power supplies (UPS), basic drive modules (BDM), complete drive modules (CDM), adjustable speed power drives systems (PDS), stand-alone energy storage systems (battery and capacitor systems), other electronic equipment which comply with their relevant product standards, such as junction boxes of photovoltaic modules. This document describes their integration into a PVA or an empty enclosure used as a part of a PVA;
- photovoltaic power conversion equipment (PCE) incorporating DC combination sub-systems, covered by the IEC 62109 series.
Some applications, such as either explosive atmospheres or functional safety, or both, can be subject to the requirements of other standards or local installation rules in addition to those specified in the IEC 61439 series. This document does not apply to the specific types of assemblies covered by other parts of the IEC 61439 series.

IEC 61439-3:2024 defines the specific requirements for distribution boards intended to be operated by ordinary persons (abbreviated DBO throughout this document, see 3.1.101) as follows:

IEC 61439-5:2023 defines the specific requirements for public electricity network distribution assemblies (PENDAs). PENDAs have the following criteria:
- used for the distribution of electrical energy in three phase systems for which the rated voltage does not exceed 1 000 V AC (see Figure 101 for a typical distribution network) and DC systems not exceeding 1 500 V DC;
- stationary;
- open type assemblies are not covered by this document;
- suitable for installation in places where only skilled persons have access for their use, however, outdoor types can be installed in situations that are accessible to ordinary persons
- intended for use in energy distribution in public power grids;
- indoor use: assemblies for installation inside of electric power substations;
- outdoor use: assemblies containing an enclosure suitable for open air installation.
This third edition cancels and replaces the second edition published in 2014. This edition constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition:
a) omission of the requirement to conduct mechanical tests at -25 °C when enclosures are made of a metallic material;
b) addition of assumed loading factors generation supplies and electric vehicle charging applications;
c) additional dielectric tests when a PENDA is used in a distribution substation with separate HV and LV earths;
d) further clarification of representative samples for design verification.
