Overview
IEC 61291-2:2007 is an international standard published by the International Electrotechnical Commission (IEC) that specifies a performance specification template for optical amplifiers used in digital applications. This second edition broadens the applicability to all commercially available optical amplifiers, introduces new electromagnetic compatibility (EMC) requirements, and updates references to test methods. Serving as a critical guideline, this standard offers a structured framework to prepare detailed performance specifications, ensuring reliability, interoperability, and safety for optical amplifier devices used in digital fiber optic communication systems.
Key Topics
Scope and Objective
- Defines a performance specification template focusing on optical amplifiers (OA) for digital applications.
- Specifies parameters that must be included in device specifications without allowing removal of essential metrics.
- Designed to be used in conjunction with IEC 61291-1 for generic specification guidance.
Performance Specification Worksheets
The standard provides detailed worksheets categorizing specification parameters by device type:
Power Amplifiers
Includes transmission input/output power ranges, gain, noise figure, polarization dependent gain, reflectance limits, pump leakage, safety laser classification, environmental conditions like operating temperature, humidity, vibration, shock, and failure rate.Pre-Amplifiers
Covers parameters akin to power amplifiers, focusing on input/output power ranges, gain, noise figure, and safety/environmental requirements relevant to pre-amplifiers in digital applications.Line Amplifiers
Lists parameters such as input/output power ranges, saturation output power, polarization mode dispersion (PMD), noise figure, amplified spontaneous emission levels, reflectance, pump leakage, and environmental/safety factors.
Electromagnetic Compatibility (EMC)
- Newly added clause addressing EMC requirements to ensure optical amplifiers do not interfere with or suffer interference from other electronic devices.
References and Test Methods
- Integration with IEC 61290 series for test methods, IEC 61291-1 for generic specifications, IEC 61291-5-2 for reliability qualification.
- Includes IEC 60825-1 safety standards for laser classification.
Applications
IEC 61291-2:2007 is vital for manufacturers, designers, and network operators employing optical amplifiers in digital telecommunications. It aids in:
- Developing uniform, comprehensive product specifications to facilitate quality assurance.
- Improving interoperability among optical components from different vendors.
- Ensuring compliance with environmental, safety, and EMC criteria.
- Supporting the deployment of optical amplifiers in fiber optic networks to enhance data transmission quality and reach.
Common applications include long-haul communications, metro networks, and high-capacity digital fiber optic systems requiring reliable amplification at various network points (power, pre-, or line amplification).

FOREWORD
1) The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of the IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, the IEC publishes International Standards, Technical Specifications,
Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC
Publication(s)”). Their preparation is entrusted to technical committees; any IEC National Committee interested
in the subject dealt with may participate in this preparatory work. International, governmental and non-
governmental organizations liaising with the IEC also participate in this preparation. The IEC collaborates
closely with the International Organization for Standardization (ISO) in accordance with conditions determined
by agreement between the two organizations.
2) The formal decisions or agreements of the IEC on technical matters express, as nearly as possible, an
international consensus of opinion on the relevant subjects since each technical committee has representation
from all interested National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international unification, IEC National Committees undertake to apply IEC International
Standards transparently to the maximum extent possible in their national and regional standards. Any
divergence between the IEC Standard and the corresponding national or regional standard shall be clearly
indicated in the latter.
5) The IEC provides no marking procedure to indicate its approval and cannot be rendered responsible for any
equipment declared to be in conformity with one of its standards.
6) All users should ensure that they have the latest edition of this publication.
7) No liability shall attach to IEC or its directors, employ
ees, servants or agents including individual experts and
members of its technical committees and IEC National Committees for any personal injury, property damage or
other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC
Publications.
8) Attention is drawn to the Normative references cited in this publication. Use of the referenced publications is
indispensable for the correct application of this publication.
9) Attention is drawn to the possibility that some of the elements of this IEC Publication may be the subject of

International Standard IEC 61291-2 has been prepared by subcommittee 86C: Fibre optic
systems and active devices, of IEC technical committee 86: Fibre optics.
This second edition cancels and replaces the first edition published in 2000 and constitutes a
technical revision. The main significant changes are the following:
a) the applicability has been extended to all commercially available optical amplifiers, not just
optical fibre amplifiers;
b) Clause 7, EMC has been added;
c) references to applicable test methods have been updated.
This standard shall be used in conjunction with IEC 61291-1. It was established on the basis of
the second (2006) edition of that standard.
