Overview

EN 61009-1:2012/A13:2021 is a European standard published by CENELEC that specifies the general rules and additional requirements for Residual Current Operated Circuit-Breakers with integral Overcurrent protection (RCBOs) designed for household and similar applications. This amendment (A13) updates the original EN 61009-1:2012, focusing particularly on RCBOs featuring one residual current protection function combined with multiple independent two-pole overcurrent protection functions. It is applicable across European Union member states and supports compliance with essential EU Directives related to electrical safety and electromagnetic compatibility.

Key Topics

  • Scope and Application
The standard is specifically tailored for RCBOs that integrate a residual current detection function alongside several independent two-pole overcurrent protection outputs. These devices are intended for securing independent single-phase final circuits in residential and similar environments.

  • Terminology & Definitions
The amendment introduces precise definitions such as the "Residual current protection function," which covers detection, comparison with operating thresholds, and tripping mechanisms activating all overcurrent functions.

  • Technical Requirements

    • Rated operational voltages: 230 V, 230/400 V, 400 V configurations.
    • Rated currents for outputs range from 6 A to 20 A.
    • Mechanical coupling of moving contacts ensures simultaneous make and break functions for both poles of overcurrent outputs.
    • The RCBO's residual current function must trip all overcurrent outputs simultaneously if residual current is detected. Each two-pole output operates independently under overcurrent conditions.
  • Testing and Performance Criteria

    • Temperature-rise tests ensuring steady-state operation under rated current loads.
    • Overcurrent tripping tests including time-current characteristics, instantaneous tripping times according to type (B, C, or D), and ambient temperature effects on trip performance.
    • Mechanical and electrical endurance tests ensuring device reliability through repeated operations.
    • Short-circuit performance tests to verify safe breaking capacity and continued device integrity.
  • Marking and Identification
RCBOs must clearly display rated operational voltages and currents with standard symbols, distinguishing input and output ratings and indicating tripping characteristics (B, C, or D types).

  • Electromagnetic Compatibility (EMC)
Emission tests are required solely for devices incorporating continuously operating oscillators, complying with CISPR 14-1 standards, matching EU EMC Directive requirements.

Applications

EN 61009-1:2012/A13:2021-certified RCBOs are designed for:

  • Household Electrical Installations
Protecting individual residential circuits against residual currents and overcurrent faults, enhancing electrical safety and preventing fire hazards.

  • Small Commercial and Similar Premises
Ensuring reliable circuit protection where multiple independent poles require discrete overcurrent management alongside residual current protection.

  • Modular Electrical Distribution Systems
Allowing safe integration into multi-output switchboards with specific tripping characteristics tailored to varying load and fault conditions.

By meeting this standard, manufacturers ensure that RCBOs provide highly reliable residual current and overcurrent protection, compliant with EU electrical safety legislation, improving end-user safety and equipment reliability.

Related Standards

Compliance with EN 61009-1:2012/A13:2021 aligns with and references several international and European standards, including:

Add the following Annex ZN:

Annex ZN
(normative)
Additional requirements and tests for RCBOs consisting of one residual current protection
function and several independent two-pole overcurrent protection functions
Introduction
If not otherwise mentioned, Annex ZN amends specific requirements of this document. All requirements not
mentioned in this annex shall be applied unchanged.
In Clause ZN.x below, the same numbering of the subclauses has been kept as in the main document.
ZN.1 Scope
This annex applies to RCBOs with one residual current protection function and several independent two-
pole overcurrent protection functions.
NOTE These devices are intended for the protection of independent single phase final circuits.
ZN.3 Definitions
The following definition applies additionally:
ZN.3.3.24 Residual current protection function
Function performing simultaneously the functions of detection of the residual current, of comparison of the
value of this current with the residual operating value, and containing the means to activate the tripping
mechanism of all incorporated overcurrent functions.
ZN.4 Classification
Replace 4.3 with the following:
ZN.4.3 According to the number of poles and outputs
— RCBO with 2-pole input, and a maximum of 3 identical two-pole outputs (each with one overcurrent
protected pole);
— RCBO with 4-pole input and a maximum of 3 identical two-pole outputs (each with one overcurrent
protected pole).
NOTE RCBOs with non-identical overcurrent protected poles (e.g. different rated currents or different
instantaneous tripping ranges B, C or D) and with two protected poles are under consideration.
Replace 5.3.1 with:
ZN.5.3.1 Rated operational voltage (Ue)
Standard rated operational voltages are:
Rated operational voltages for use in systems

Output
When reference is made to rated current I in the main standard or in this annex, it corresponds to the output
n
rated current.
The maximum rated output current is 20 A.
ZN.6.3 Requirements for marking
Table Z3 — Requirements for marking
Replace c) with:
c) Rated operational voltage of input and output with the symbol ∼
Replace d) with:
At the input: Rated current with the symbol “A”
At the output: Rated current without symbol “A” preceded by the symbol of overcurrent instantaneous
tripping (B, C or D), for example B 16;
ZN.8.1.2 Mechanism
The requirements of 8.1.2 apply, with following changes:
The first paragraph is modified as follows:
The moving contacts of both poles of each independent overcurrent protection function shall be
mechanically coupled so that both poles, except the switched neutral, if any, make and break substantially
together, whether operated manually or automatically.
Add the following:
The RCD function shall trip all overcurrent protection functions in case of a residual current. Each two-pole
output shall trip individually under an overcurrent condition without causing operation of the other two-pole
outputs.
Compliance is checked by inspection and by the tests of 9.9.1 and 9.9.2.
ZN.9.8 Test of temperature-rise
ZN.9.8.2 Test procedure
Requirements from 9.8.2 apply with the following changes:
A current equal to I of the overcurrent output is passed simultaneously through all overcurrent outputs,
n
ensuring that the RCD function is loaded to the input I for a period of time sufficient for the temperature-
n
rise to reach the steady-state value. In practice, this condition is reached when the variation of the
temperature-rise does not exceed 1 K per hour.
Replace 9.9.2.1 with:
ZN.9.9.2.1 Test of time-(over)current characteristic
a) A current equal to I is passed for the conventional time (see 8.5.2.1 and 8.5.2.2 a)) through all outputs,
n
starting from cold (see Table 10). The RCBO shall not trip. The current is then steadily increased within
5 s to 1,45 I in one output (conventional tripping current). The overcurrent protection function shall trip
n
within one hour.
b) A current equal to 1,13 I (conventional non-tripping current) is passed for the conventional time (see
n
8.5.2.1 and 8.5.2.2 a)) through one randomly chosen output, starting from cold (see Table 10). The
RCBO shall not trip.
The current is then steadily increased within 5 s to 1,45 I (conventional tripping current). The
n
corresponding overcurrent protection function shall trip within one ho
