This part of IEC 60071 constitutes application guidelines and deals with the selection of insulation levels of equipment or installations for three-phase a.c. systems. Its aim is to give guidance for the determination of the rated withstand voltages for ranges I and II of IEC 60071- 1 and to justify the association of these rated values with the standardized highest voltages for equipment. This association is for insulation co-ordination purposes only. The requirements for human safety are not covered by this document. This document covers three-phase a.c. systems with nominal voltages above 1 kV. The values derived or proposed herein are generally applicable only to such systems. However, the concepts presented are also valid for two-phase or single-phase systems. This document covers phase-to-earth, phase-to-phase and longitudinal insulation. This document is not intended to deal with routine tests. These are to be specified by the relevant product committees. The content of this document strictly follows the flow chart of the insulation co-ordination process presented in Figure 1 of IEC 60071-1:2019. Clauses 5 to 8 correspond to the squares in this flow chart and give detailed information on the concepts governing the insulation coordination process which leads to the establishment of the required withstand levels. This document emphasizes the necessity of considering, at the very beginning, all origins, all classes and all types of voltage stresses in service irrespective of the range of highest voltage for equipment. Only at the end of the process, when the selection of the standard withstand voltages takes place, does the principle of covering a particular service voltage stress by a standard withstand voltage apply. Also, at this final step, this document refers to the correlation made in IEC 60071-1 between the standard insulation levels and the highest voltage for equipment. The annexes contain examples and detailed information which explain or support the concepts described in the main text, and the basic analytical techniques used.

IEC 60664-1:2020 deals with insulation coordination for equipment having a rated voltage up to AC 1 000 V or DC 1 500 V connected to low-voltage supply systems. This document applies to frequencies up to 30 kHz. It applies to equipment for use up to 2 000 m above sea level and provides guidance for use at higher altitudes. It provides requirements for technical committees to determine clearances, creepage distances and criteria for solid insulation. It includes methods of electrical testing with respect to insulation coordination. The minimum clearances specified in this document do not apply where ionized gases are present. Special requirements for such situations can be specified at the discretion of the relevant technical committee. This document does not deal with distances: – through liquid insulation; – through gases other than air; – through compressed air. This edition includes the following significant technical changes with respect to the previous edition:
update of the Scope, Clauses 2 and 3,
addition of 1 500 V DC into tables,
new structure for Clauses 4 and 5,
addition of Annex G with a flowchart for clearances,
addition of Annex H with a flowchart for creepage distances,
update of distances altitude correction in a new Table F.10. It has the status of a basic safety publication in accordance with IEC Guide 104.

Annex J on insulation co-ordination for very-fast-front overvoltages in UHV substations is added; d) Annex H on atmospheric correction – altitude correction is added. e) Annex I on evaluation method of non-standard lightning overvoltage shape is added.

This document specifies the main characteristics of the voltage at a network user's supply terminals in public low voltage, medium, high, and extra-high voltage AC electricity networks under normal operating conditions. This document specifies the limits or values within which the voltage characteristics can be expected to remain at any supply terminal in public European electricity networks, only. Industrial networks are excluded from the scope of EN 50160. NOTE 1 If non-public networks (e.g. residential quarters, energy communities, office centres, shopping centres) have similar end-users as public networks, it is strongly advised to apply the same requirements as for public networks. This document does not apply under abnormal operating conditions, including the following: a) a temporary supply arrangement to keep network users supplied during conditions arising as a result of a fault, maintenance and construction work, or to minimize the extent and duration of a loss of supply; b) in the case of non-compliance of a network user's installation or equipment with the relevant standards or with the technical requirements for connection, established either by the public authorities or the network operator, including the limits for the emission of conducted disturbances; NOTE 2 A network user’s installation can include load and generation. c) in exceptional situations, in particular: 1) exceptional weather conditions and other natural disasters; 2) third party interference; 3) acts by public authorities, 4) industrial actions (subject to legal requirements); 5) force majeure; 6) power shortages resulting from external events. The voltage characteristics given in this document refer to conducted disturbances in public electric power networks. They are not intended to be used as electromagnetic compatibility (EMC) levels or product emission limits. NOTE 3 The performance of equipment might be impaired if it is subjected to supply conditions which are not specified in the equipment product standard. NOTE 4 This document can be superseded in total or in part by the terms of a contract between the individual network user and the network operator. The sharing of complaint management and problem mitigation costs between the involved parties is outside the scope of EN 50160.
