This part of IEC 62271 applies to the procedures for handling of gases and gas mixtures for insulation and/or switching during installation, commissioning, repair, overhaul, normal and abnormal operations and disposal at the end-of-life of high-voltage switchgear and controlgear. These procedures are regarded as minimum requirements to ensure the reliability of electric power equipment, the safety of personal working with these gases and gas mixtures and to minimize the impact on the environment. Additional requirements could be given or specified in the operating instruction manual of the manufacturer. For each gas or gas mixture, which is known to be used in electric power equipment at the date of the publication of this document, a separate annex describes specifications, handling procedures, safety measures, etc. For gases or gas mixtures not covered by these annexes the electric power equipment manufacturer should provide the information needed, following the structure of these annexes. Such gases or gas mixtures should also be described in a next edition or in amendments to this edition. NOTE 1 For the use of this document, high-voltage (HV) is defined as the rated voltage above 1 000 V. However, the term medium-voltage (MV) is commonly used for distribution systems with voltages above 1 kV and generally applied up to and including 52 kV. NOTE 2 Throughout this standard, the term "pressure" stands for "absolute pressure". NOTE 3 Reference is also made to (Cigré Brochure 802, 2020). NOTE 4 For further details on gases, e.g. ecotoxicology, also refer to the chemical database ECHA (www.echa.europa.eu), which takes the actual volume band into consideration. NOTE 5 When reference to circuit-breakers is made, only gas circuit-breakers are of interest. When vacuum circuit breakers are of interest, they are explicitly mentioned.

This part of IEC 62271 applies to AC high-speed earthing switches (hereafter termed HSES) designed for indoor and outdoor installation and for operation at service frequencies of 50 Hz and 60 Hz on systems having voltages of 550 kV and above. HSESs described in this document are intended to extinguish the secondary arc remaining after clearing faults on transmission lines by the circuit-breakers. For more detailed information on HSESs, refer to Annex A.

IEC 62271-102:2018 applies to alternating current disconnectors and earthing switches, designed for indoor and outdoor installations for nominal voltages above 1 000 V and for service frequencies up to and including 60 Hz. This second edition cancels and replaces the first edition published in 2001, Amendment 1:2011 and Amendment 2:2013. This edition constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition: new numbering according to IEC 17/1025/RQ to harmonize with ISO/IEC Directives, Part 2, and IEEE Std. C37.100.1; clause numbering has been aligned with IEC 62271-1:2017; the Scope has been extended to cover all indoor and outdoor installations. IEC 62271-1:2017 applies to AC switchgear and controlgear designed for indoor and/or outdoor installation and for operation at service frequencies up to and including 60 Hz and having rated voltages above 1 000 V. This document applies to all high-voltage switchgear and controlgear except as otherwise specified in the relevant IEC standards for the particular type of switchgear and controlgear. This second edition cancels and replaces the first edition published in 2007 and Amendment 1:2011. This edition constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition: New numbering in accordance with ISO/IEC directives, Part 2 (2016) and IEEE Std. C37.100.1. 4.1.2 a) The normal service condition for indoor switchgear is limited to one range of 40 °C to -5 °C. 4.1.3 a) The normal service condition for outdoor switchgear is limited to one range of 40 °C to -25 °C. 4.2.2: The specifications from IEC 60071-2:1996 are adopted for altitude correction factors above 1 000 m. 5.2.2: Range I, the rated voltage of 40,5 kV is added Series I Table 1; Table 2 and Table 4 are updated on recommendation of the US National Committee. 6.8: New subclause added for manual operated actuators consistent with “Man Machine Interface” recommendations of IEC 60447 . 7.2.6.1:Insert the wording regarding preliminary impulses across open vacuum interrupters according to the result of IEC 17/1026/RQ. 7.3: Changed the requirement for radio interference voltage to a rated voltage level of 245 kV and above, instead of 123 kV and above. This change is based on reported positive test and service experience of utility representatives in the maintenance team of this standard. 7.5.6, Table 14: a. Introduced the distinction of parts in “OG” (oxidizing gas) or in “NOG” (not oxidizing gas) replacing the former “air” and “SF6”; b. Increased the allowable temperature rise for some parts in groups 1 and 2 of Table 14 according to IEC TR 60943; c. Expanded the definition of allowable temperature rise for categories of accessible surfaces with reference to IEC Guide 117. See also Point 15 in 7.5.6.2. 7.5.6.2: Point 5 is modified to clarify the introduction of “OG” and “NOG” gas. 7.10: Some tests were removed because the relevant test standards of IEC 60068 series were modified or withdrawn. 7.11.3: The acceptance criteria for X-radiation testing are modified to recognize higher rated vacuum interrupters. This standard is also applicable to the operating devices of these switches and to their auxiliary equipment. This second edition replaces and cancels the first edition published in 2009 and constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition: - the title was changed such that the voltage range now is >52 kV instead of ≥52 kV; - the references have been updated; - the comments in 17A/1063/RVC have been addressed. This publication is to be read in conjunction with IEC 62271-1:2007, IEC 62271-100:2008, IEC 62271-102:2001 and IEC 62271-110:2012.

This first edition cancels and replaces the first edition of IEC/TR 62271-303 published in 2008. This first edition constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition: a) the description of the potential effects on health of SF6 by products (former Annex D of IEC/TR 62271-303:2008) has been replaced by the calculation methods for evaluating of the potential effects on health of SF6 by products (see Annex H); b) information about cryogenic reclaim of SF6. Have been added (see Annex I); c) handling procedures for the most popular SF6 mixtures have been added (see Annex J).
