Overview
EN IEC 60669-2-3:2025 (Switches for household and similar fixed electrical installations - Part 2-3: Particular requirements - Time-delay switches (TDS)) specifies safety, performance and testing requirements for time‑delay switches intended for household and similar fixed installations. The standard covers TDS with a rated voltage up to 440 V AC and rated current up to 63 A, for indoor or outdoor use, operated by hand and/or remote control. It is the technical revision aligned with IEC 60669‑1:2017 and introduces new low‑temperature requirements (Annex E) for use below −5 °C.
Key topics and requirements
- Scope and definitions: Detailed definitions for TDS, electronic vs non‑electronic TDS, control and switching circuits, delay time and disconnectable designs.
- Ratings and control voltages: Rated voltages up to 440 V AC; preferred control voltage values listed (AC and DC ranges including 6 V, 12 V, 24 V, 110 V, 230 V, and DC up to 220 V).
- Construction and marking: Requirements for terminals, earthing provisions, marking and dimensions to ensure safe installation and identification.
- Performance and safety tests: Requirements and test procedures for insulation resistance, electric strength, making/breaking capacity, temperature rise, resistance to humidity and ageing, mechanical strength, resistance to heat, EMC and abnormal control‑circuit operation.
- Special conditions: New Annex E - additional tests and criteria for TDS intended for use at temperatures lower than −5 °C.
- Classification & operation: Patterns (single‑, double‑, multi‑pole), modes of actuation (manual, remote, both) and mounting tolerances (operation unaffected by small angular deviations).
Practical applications
EN IEC 60669-2-3 applies to products such as:
- Lighting timers and delayed‑off switches for indoor/outdoor lighting
- Ventilation and extractor fan delay controls
- Time‑delay controls in HVAC, domestic appliances and building automation
- Remotely initiated timer switches used in smart home installations
Complying with this standard helps manufacturers design TDS that meet safety, durability and EMC expectations for residential and similar environments.
Who uses this standard
- Manufacturers and product designers developing time‑delay switches
- Test laboratories and certification bodies performing compliance testing
- Regulatory agencies and specifiers writing procurement and safety requirements
- Electrical contractors and system integrators selecting compliant components for installations

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence between
any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by independent certification bodies.
6) All users should ensure that they have the latest edition of this publication.
7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
